We visited the family of fisherman Tran Van Thanh and his wife Tran Thi Phuong in Hai Ha village (Ky Ha commune, Ky Anh town) on a day at the end of May. Looking at their spacious two-story house, fully equipped with modern amenities, no one would think that many years ago, the couple's family struggled to make ends meet.

With a warm smile, Ms. Phuong confided: "Previously, my family also owned a fishing boat, but it was small, used for near-shore fishing, and the income was low and unstable, insufficient to cover living expenses and the education of six children. In 2016, after receiving support from various levels of government, my family boldly borrowed nearly 1 billion VND from the bank and relatives to build a new 495CV boat. After only three years, my family paid off all the debt, accumulated savings to build a new house, and was able to take much better care of our children than before..."

Ms. Phuong (far right) shares her journey to wealth by boldly building large-capacity ships.

It is known that, on average, each long fishing trip yields 4-5 tons of seafood for Mr. Thanh's boat. Thanks to this, his family has had a stable income for many years. In 2024 alone, the income from offshore fishing brought his family more than 1 billion VND.

Previously, the small boat owned by Mr. Tran Manh Phuong's family (Hai Ha village) only brought in an income of 200-300 million VND per year. This income only provided a stable standard of living for his family, but not enough to achieve economic development. With encouragement and support from the government, along with his own determination, Mr. Phuong boldly borrowed capital to upgrade his boat to a 420CV engine to venture further out to sea and increase his income. In recent years, fishing activities have brought in a stable income of 500-800 million VND per year, helping Mr. Phuong's family become one of the more economically prosperous households.

Mr. Tran Manh Phuong said: “With the encouragement and support of the Party committee and government at all levels, my family has modified our vessel to a larger capacity for offshore fishing. Thanks to the solidarity of the crew, modern fish-finding equipment, and invested fishing gear, our vessel usually catches a considerable amount of seafood. After deducting fuel costs, the 7-8 crew members on board earn a decent income.” On average, each fishing trip earns tens of millions of dong. This is the motivation that helps fishermen persevere in staying on their boats, staying at sea, and protecting the sovereignty of the Fatherland's seas and islands..."

Ky Ha commune has the highest number of large-capacity fishing vessels operating in offshore waters in Ky Anh town. Over the past period, the local government has actively encouraged fishermen to stay at sea and engage in offshore fishing, investing in increased fishing capacity through support funds from various levels of government. As a result, the commune now has more than 308 boats, including 31 boats with 420-800 horsepower, and 70 boats with 90-400 horsepower…

The entire Ky Ha commune has more than 308 boats and ships involved in fishing.

The main fishing grounds for large-capacity vessels in Ky Ha commune are concentrated in Quang Nam , Da Nang, Binh Thuan, Hai Phong, Quang Ninh; and the Hoang Sa and Truong Sa archipelagos. The total annual seafood catch from these vessels reaches 3,000-4,000 tons. In 2024, the revenue from fishing vessels in Ky Ha commune reached 160 billion VND. From the beginning of 2025 to the present, the catch has reached over 1,300 tons, creating jobs for approximately 1,300 laborers involved in fishing on these vessels.

Mr. Nguyen Tien Thang, Chairman of the Ky Ha Commune People's Committee, shared: “In recent years, the Party Committee and the People's Committee of the commune have always encouraged and created the most favorable conditions to help the people develop traditional crafts, aquaculture, especially investing in offshore fishing vessels, so the number of households escaping poverty and becoming wealthy has increased quite rapidly. Currently, the average per capita income in the commune reaches 62 million VND/person/year; the poverty rate in 2020 was 7.65%, now it is only 1.46%.”

Ky Anh town currently has 1,290 fishing vessels, with the largest vessels concentrated in Ky Ha commune. In the coming time, the town will continue to coordinate with departments, agencies, and localities to effectively implement policies supporting offshore fishing to encourage fishermen to invest in building new vessels or modifying existing ones. At the same time, it will strengthen propaganda efforts to ensure fishermen strictly comply with legal regulations when fishing at sea.
