People in Hue are fleeing floods for the fourth time.

On November 17th, in Hue City, the Perfume River rose above flood warning level 2, and the Bo River exceeded flood warning level 3. Several central city streets were flooded, and many major roads were isolated due to the flooding. Hue residents had to exert themselves to move their belongings to safety.

In less than a month, people in Hue have had to flee floods four times. Many residents in the flood-prone areas of Hue seem exhausted from coping with the flooding.

Rushing to pack up her belongings at the bookstore, Ms. Ho Thanh An, from Thuan Hoa ward, Hue city, said wearily: "The floodwaters rose so quickly, my whole family was caught by surprise. To protect our property, my family members had to quickly move our belongings to higher ground and take the car to a higher area to avoid the flood. Although I'm used to flooding, I'm very tired."

In the Van Cu village area, Kim Tra ward, Hue city, floodwaters rose rapidly, causing widespread flooding and isolating the local residents.

While traveling by boat out of the village to buy food supplies for his family, Mr. Nguyen Sinh Quoc, a resident of Van Cu village, Kim Tra ward, lamented: "The water rose too quickly, I couldn't react in time. Last night the water was still low, and the roads were still passable. By this morning, the water had risen high, isolating my residence. I had to ask someone to take me by boat out of the village to buy food supplies, in case the floodwaters stay for a long time."

Also living in Kim Tra ward, Nguyen Van Ngoan, frustrated by the recurring flooding in less than a month, complained: "This is the first time I've witnessed flooding happening again in less than a month. Everyone in my village is exhausted from having to move their belongings to higher ground and then clean up the mud after the water recedes. Hopefully, this flood will recede quickly."

Driving the Hue - Da Nang route, Mr. Nguyen Quang Huy has to constantly monitor the flooding situation on National Highway 1A. Mr. Huy shared: "Every time I hear news of flooding in Hue, I have to update myself on the situation to ensure safe travel. Because on National Highway 1A, the section through Phu Loc, Hue city, often experiences dangerous flooding. Luckily, the water hasn't flooded yet this morning. My vehicle is still moving normally."

As of 11:30 AM on the same day, the water level at the Da Vien station on the Perfume River had risen to 2.86m, 0.36m above alarm level 2; the water level at the Tu Phu station on the Bo River reached 4.57m, exceeding alarm level 3.

According to the weather forecast from the Hue City Meteorological and Hydrological Station, from noon on November 17th to the afternoon of November 18th, Hue City will experience heavy to very heavy rain. The total rainfall in the plains will generally be 150-300mm, with some areas exceeding 400mm; in the mountainous areas, it will be 200-400mm, with some areas exceeding 500mm.

Since November 19th, Hue city has continued to experience rain, with scattered moderate rain, and in some places heavy to very heavy rain.
