The Propaganda and Mass Mobilization Department of the Ho Chi Minh City Party Committee has just released a report on the results of a survey and poll of public opinion regarding the interest and expectations of officials, Party members, and the people of Ho Chi Minh City concerning the drafting and promulgation of the Law on Special Urban Areas.
The need for innovation in urban governance models to suit the new era.
With nearly 100,000 participants, the survey revealed that the majority of officials, Party members, and citizens are not only interested in the drafting of a new law for Ho Chi Minh City but also express increasingly clear expectations regarding the need to innovate the urban governance model and improve development mechanisms suitable to Ho Chi Minh City's position and role in the new era.
This ratio also reflects the increasingly clear mindset and expectations of Ho Chi Minh City residents regarding the need for innovation in governance models, removal of development bottlenecks, and improvement of quality of life.
People are placing high expectations on the Special Urban Law's ability to create sufficiently strong mechanisms for the city to be more proactive in managing, operating, and resolving practical issues such as administrative procedure reform, improving the quality of transportation infrastructure, urban beautification, reducing traffic congestion and flooding, improving the quality of public services, improving the living environment, and creating more favorable conditions for citizens and businesses.
Officials, Party members, and the people highly appreciate the necessity of developing and enacting a Law on Special Urban Areas for Ho Chi Minh City. Many opinions suggest that, given its large population, rapid urbanization, increasingly complex management requirements, and its role as the economic locomotive of the country, Ho Chi Minh City needs a separate legal framework that is appropriate to its unique characteristics as a special urban area.
Public opinion also expects the law to create a basis for Ho Chi Minh City to boldly innovate its urban governance model, strengthen decentralization and delegation of power, enhance autonomy, remove bottlenecks in mechanisms and procedures, and effectively mobilize resources for investment and development.
The expectation is that the law will bring about concrete, tangible changes in daily life.
Ho Chi Minh City residents have shown great interest in issues directly related to urban governance and the quality of life for citizens. Among these, policies concerning the environment and improving quality of life received the highest approval rate.
Simultaneously, citizens have very high demands regarding governance efficiency, transparency, and accountability in implementation. Their expectations go beyond simply enacting special mechanisms; more importantly, these mechanisms must be truly effective in practice, creating significant changes in urban management and daily life.
The most highly anticipated areas of focus are promoting economic development, followed by improving the quality of public services, increasing city autonomy, addressing urban issues, raising incomes, improving people's living standards, developing transportation infrastructure and smart cities, attracting and retaining talent and experts, and creating a favorable investment and business environment for enterprises.

Many officials, Party members, and citizens of Ho Chi Minh City also proposed several priority solutions to enhance the effectiveness of the Law on Special Urban Areas. Among these, the proposal to simplify administrative procedures and reduce processing time received the highest percentage.
Some argue that the entire process of implementing mechanisms and policies needs to be made public and transparent. Many propose increasing accountability, inspection, and supervision of implementing officials, promoting the application of digital transformation in management, regularly soliciting feedback from citizens and businesses, building a strict mechanism for controlling power, and strengthening coordination among agencies and units.
Overall, the people of Ho Chi Minh City expect that the solutions implemented under the Law on Special Urban Areas will truly create concrete and perceptible changes in daily life, while simultaneously improving the efficiency of the government apparatus and its ability to serve the people.
