Setting a leading example in women's association work, Ms. Phan Thi Xuan - President of the Women's Union of Dong Loc town (Can Loc, Ha Tinh ) - has become a role model loved by women and praised by women's associations at all levels.

Having started participating in women's affairs in 1998, Ms. Phan Thi Xuan (born in 1974, residing in Dong Loc town, Can Loc district) has held many roles such as: head of the women's savings group, deputy head of the Women's Association branch, and head of the Women's Association branch in Tan Huong village. From February 2015 to the present, she has been entrusted with the position of President of the Women's Union of Dong Loc town.

Throughout her 25 years of involvement in women's affairs, including 8 years as the Chairwoman of the Women's Union of Dong Loc town, Ms. Xuan has continuously strived and implemented many innovative ideas and methods to advance the local women's movement. Through this, she has contributed to the development of her homeland alongside the government and other organizations and associations.

Ms. Nguyen Thi Tinh, residing in Tan Huong residential area (Dong Loc town), said: “Previously, I never thought that my family's life would be as prosperous as it is now. We had 2 hectares of garden land, but it was mostly left fallow because we couldn't find a livelihood. In 2010, with the encouragement and guidance of Ms. Xuan and low-interest loans from women's associations at all levels, my husband and I boldly shifted our production, clearing the overgrown garden and building a garden-and-livestock farming model. Thanks to that, our lives gradually improved, and we were able to provide for our four children's education.”

Reportedly, with an initial loan of 20 million VND from the Social Policy Bank, Ms. Tinh and her husband began renovating their garden to plant 1 hectare of oranges and pomelos, and 1 hectare of acacia trees. They then gradually expanded, combining it with pig and chicken farming. To date, their garden-and-livestock farming model generates an average profit of 200 million VND per year. Thanks to finding the right direction, the couple has been able to support their three daughters through university, each with a stable career, and their son is currently in 11th grade.

Ms. Tinh's model is one of 60 economic models run by women (established through the efforts of the Dong Loc Town Women's Union since 2010), generating an income of 100 million VND or more per year. Of these, 58 models involve fruit tree cultivation and livestock farming, while 2 business models – Tam An turmeric starch and Truong An sausage – have been recognized as OCOP (One Commune One Product) products. The success of these models reflects the dedication and responsibility of the Chairwoman of the Dong Loc Town Women's Union, Phan Thi Xuan.

To achieve these results, in addition to raising awareness and mobilizing support, Ms. Xuan has consistently connected with various funding sources from banks such as the Social Policy Bank, the Bank for Agriculture and Rural Development, and women's savings funds to support women in borrowing at low interest rates. To date, hundreds of women have received loans from these sources, with a total outstanding balance of nearly 41 billion VND.

Besides supporting women in starting businesses and building economic development models, Ms. Phan Thi Xuan has also had many initiatives in gathering and attracting members, such as building models and clubs within the branches. To date, all 9 branches in the town have established clubs such as: Happy Family, Women and the Law, Safe Migration Club, "5 No's, 3 Cleanliness", folk dance, volleyball, etc., attracting hundreds of members to participate in activities. Currently, the entire town has 1,186 members participating in association activities, reaching a rate of nearly 80% (an increase of 30% compared to 2014).

Thanks to this, the local women's movement has become a core, leading force, contributing alongside other organizations and associations to the successful construction of many criteria for a civilized urban area. To date, Dong Loc town has 4 out of 9 residential areas achieving the status of civilized and culturally advanced residential areas, striving to have 7 out of 9 residential areas meet the standards by the end of 2023 and the entire town achieving the status of a civilized urban area by 2024.

Ms. Phan Thi Xuan has also actively campaigned for social welfare support for poor members and disadvantaged children, achieving many positive results. Notable examples include: helping 16 poor women members develop their businesses; the Dong Loc Women's Program, with its savings fund and rice jar initiatives following President Ho Chi Minh's example, raised 44 million VND to repair two shelters for the needy and provide gifts to poor members and disadvantaged children; and the local women's associations sponsoring two orphaned children in the area...

Always active in community work, Ms. Xuan is also a shining example in building a happy family and raising children. Although her husband works in the military, stationed in the South, she raised two well-behaved and academically successful daughters, and diligently cared for her ailing mother-in-law for a long time before the latter passed away...

Thanks to her dedicated work, Ms. Phan Thi Xuan has received numerous commendations and certificates of merit from various levels of women's associations and the government for many years. In May 2023, she was recognized by the Provincial Women's Union as one of the 24 outstanding chairwomen of commune-level women's associations throughout the province.

Rising from the grassroots, constantly striving for excellence in collective work and managing household responsibilities, Ms. Phan Thi Xuan has always demonstrated herself to be a leading example, guiding the local women's movement to achieve many outstanding results.

In particular, with a high sense of responsibility, she pays close attention to the lives of the members, creating motivation and strong confidence for them. From there, she effectively promotes and attracts a large number of members to participate in implementing the policies and guidelines set forth by the Party and the State.
