Born and raised in Chiềng Bôm commune, formerly Thuận Châu district, Ms. Cà Thị Hoan was nurtured in an environment rich in national cultural traditions. Upon graduating from the Northwest Teacher Training College in 1993, she was recruited to work at the Arts and Culture Department of Sơn La Provincial Radio and Television Station (now Sơn La Newspaper and Radio and Television). The journalistic environment provided her with the opportunity to develop her creative talent and her love for national culture, which she poured into each of her journalistic, literary, and artistic works. In 1994, she joined the Provincial Union of Literature and Arts and has held the position of Vice President of the Union since 2023.
Ms. Ca Thi Hoan shared: "In my works, I focus on promoting the Party's policies, praising President Ho Chi Minh, the changing homeland, the new rural development movement, and mobilizing the people to actively develop the economy . I hope to contribute to preserving and spreading the traditional cultural values of the Thai ethnic group through collecting, translating, and composing poetry, folk songs, and bilingual Thai-Vietnamese works. At the same time, I always share my creative experiences with those who love literature and art to together preserve and pass on cultural identity to the younger generation."

Throughout her career, she has left a lasting impression on the public through her radio works, such as "For the Nation's Tomorrow's Electricity," "Thuan Chau, Where Uncle Ho Visited," "The Heroic Co Noi Crossroads - Its Historical Significance and Value," and "The Moon over Son La"; the Thai folk song "Remembering the Teachers' Kindness," along with many emotionally rich poems. In particular, her poetry collections "Life for the People," "Like a Pure Water," "Learning from Uncle Ho Throughout Life," and "Forever Shining with Glory" won first prize at provincial-level literary and artistic competitions.
To date, Ms. Ca Thi Hoan has composed over 300 works including plays, stories, musicals, folk songs, and bilingual poems; she has also collected and translated over 100 ancient cultural works of the Thai ethnic group. Nearly 50 of her works have won awards at radio and television festivals and literary and artistic competitions inside and outside the province.

Mr. Le Chuong, Chairman of the Son La Provincial Association of Literature and Arts, commented: Ms. Ca Thi Hoan is a person deeply committed to the preservation and promotion of the cultural identity of the Thai ethnic group. Her contributions in journalism, literature, and art have played a significant role in preserving, spreading, and transmitting traditional cultural values to today's young generation.
Even after retirement, she continues to visit villages, meet artisans, collect materials, and compose music. For her, love for ethnic culture is not only a passion but also a responsibility to preserve the precious values of her ancestors. Her quiet but persistent efforts are contributing to keeping Thai folk songs alive, ensuring that the ethnic cultural identity is preserved and passed down through generations.
