Revenue from land use fees is showing positive growth.

In the first quarter of 2025, the city collected approximately 765 billion VND from land and housing revenues, with land use fees showing positive growth at 545.349 billion VND, a 37.6% increase compared to the same period in 2024. The city has implemented many solutions to strive for land revenue exceeding 4,500 billion VND in 2025, as stipulated in the City People's Council resolution, especially from land auction activities.

From the beginning of 2025 to the present, the People's Committee of Son Tra District has issued 24 decisions allocating residential land plots to individuals who won land auctions at the end of 2024, organized by the Da Nang City Land Fund Development Center in coordination with relevant units. At the same time, the district has issued many decisions on changing land use purposes and allocating small, narrow land plots (fragmented land) to individuals and households...

These cases have paid land use fees into the state budget, contributing to raising the total land use fee revenue in the district from the beginning of the year to date to VND 234.87 billion, six times higher than the same period in 2024 (VND 38.54 billion). Along with that, the warming real estate market has also contributed to increased revenue for the budget. According to the Son Tra District People's Committee, from the beginning of 2025 to April 8th, the total amount of personal income tax collected from real estate transfer activities reached VND 73.192 billion, an increase of over 81% compared to the same period in 2024; the total registration fee for houses and land reached VND 22.68 billion, an increase of over 95% compared to the same period...

According to Dang Dinh Huong, Head of the Department of Natural Resources and Environment of Son Tra District, the district has implemented many solutions to promote socio-economic growth in general and focus on collecting state budget revenue in particular. Specifically, the district is boosting activities to exploit revenue sources from land, especially urging individuals who won bids for land use rights in resettlement plots to pay land use fees and taxes, contributing to an increase in budget revenue in the first quarter of 2025. Son Tra District is actively implementing the central and city's policies on resolving difficulties and obstacles for projects and land issues in inspection, audit, and court rulings, and is promoting the collection of state budget revenue from land exploitation, use, and related taxes and fees.

To further promote positive growth in revenue from land use fees, from April 16th to May 2025, the City Land Fund Development Center will coordinate the auction of 33 residential land plots in Hoa Xuan ward (Cam Le district) and Hoa Quy ward (Ngu Hanh Son district). Simultaneously, it will organize auctions for 36-month land leases for two land areas designated for the Son Tra night market; and auctions for 30 land plots for parking lots or commercial/service purposes for 36 months in Son Tra, Ngu Hanh Son districts and Hoa Vang district. Notably, it will auction a land plot with a total area of ​​over 12.89 hectares at a starting price of VND 1,194 billion to attract investment in the urban public and service area within the Hoa Xuan Sports , Entertainment and Commercial Complex project (Cam Le district).

According to Huynh Tan Quang, Director of the City's Land Development Center, in implementing the city's directive to strive for land use fee collection exceeding 4,500 billion VND in 2025, the Department of Agriculture and Environment is directing the implementation of procedures and organizing auctions for 12 large land plots and 269 subdivided residential land plots. In addition, 8 land plots designated for commercial and service activities, tourism, and office businesses will also be auctioned. "These land plots are expected to generate a relatively large total revenue from land use rights auctions and will ensure the city's land revenue targets for 2025 are met," said Mr. Huynh Tan Quang.

According to the Department of Agriculture and Environment, to ensure the achievement of land revenue targets in 2025, the department is actively implementing plans and strategies for auctioning land use rights and bidding on land-use projects; accelerating land allocation and issuance of land use right certificates and certificates for assets attached to the land; actively determining land prices and reassessing land-related financial obligations in key projects; and transferring information on financial obligations to tax authorities for timely issuance of notices for collection into the state budget. In particular, the Department of Agriculture and Environment is coordinating efforts to expedite the completion of plans for collecting financial obligations for projects and land as outlined in inspection reports, audits, and court judgments.
