The North-South railway line passing through Quang Nam province is 91.5km long, with 58 legal level crossings and 61 unauthorized crossings, some sections of the line running through densely populated areas.

Decision No. 2044, dated July 30, 2020, of the Provincial People's Committee clearly states that to completely eliminate all unauthorized access routes through the area, it is necessary to build approximately 3km of service roads in urban and densely populated areas, along with 23km of service roads in less populated areas and a number of overpasses and underpasses.

However, constructing access roads in urban and densely populated areas outside the land designated for railways as stipulated by regulations will be difficult.

This is because the land clearance process and compensation costs are very high, as people's houses and structures have been built up to the boundary of the land allocated for the railway, leaving no land left to build a service road.

According to the head of the Department of Transport, the plan to ensure traffic safety at road-rail intersections has also been approved by the Provincial People's Committee in Decision No. 2044.

However, the amount of work completed did not meet the required schedule. This is because in 2023, the Department of Transport proposed the construction of access roads to eliminate unauthorized crossings in Dien Ban, Phu Ninh, and Nui Thanh districts, but no funding was allocated. The Provincial People's Committee assigned the task to the local authorities for implementation, but it has not yet been carried out.

Therefore, the plan to eliminate all unauthorized level crossings in the province by 2025, as stipulated in point a, clause 2, Article 16 of Government Decree No. 65 dated May 12, 2018, detailing the implementation of some railway laws, is unlikely to be feasible.

Therefore, the Department of Transport recommends that the Vietnam Railway Authority report to the central ministries and agencies, and that the Provincial People's Committee report to the Provincial People's Council for consideration and a plan to support investment capital to eliminate unauthorized level crossings.

The authorities also recommended that the Vietnam Railway Authority consider and approve the construction of access roads and protective fences to eliminate unauthorized crossings in certain cases within the land designated for railways, as stipulated in Article 26 of Government Decree No. 56 dated April 16, 2018, "Construction of essential works within land designated for railways".

This will make it easier for localities to implement the plan, ensuring traffic safety, train operation safety, and contributing to the modernization of the railway industry.
