Regarding the incident where many students in Ban Ho commune stopped attending school due to concerns about school mergers, a reporter from the Lao Cai Provincial Newspaper and Radio-Television had an interview with Ms. Nguyen Thu Huong, Deputy Director of the Lao Cai Provincial Department of Education and Training, to clarify the information and implementation plan in accordance with the province's policy.

PV: Madam, on the morning of December 22, 2025, information circulated on social media that hundreds of students at Hoang Lien Ethnic Boarding School in Ban Ho commune, Lao Cai province, had collectively boycotted classes. The reason given was parental concern over information related to the plan to reorganize and merge schools in the area. Could you please clarify the source of this information?

Ms. Nguyen Thu Huong: Regarding the information circulating on social media on the morning of December 22, 2025, the Department of Education and Training affirms that, as of this time, there has been no official decision from the competent authorities regarding the merger or dissolution of schools in the province.

Immediately after receiving the information, the Department of Education and Training requested the People's Committee of Ban Ho commune and the schools to strengthen communication and exchange with parents to clarify the information, stabilize the students' psychology, and ensure the normal learning of the students.

Regarding Ban Ho Ethnic Boarding Primary School (7 classes, 181 students) and Hoang Lien Ethnic Boarding Primary School (11 classes, 274 students), the People's Committee of Ban Ho commune proposed merging the two schools due to the current small class and student numbers, in order to reduce the number of administrative units.

According to the proposal, if a merger occurs, it will only be in terms of organization and management; students from each school will continue their studies at their respective locations, without disrupting their learning and daily lives.

PV: Following the administrative unit merger, information regarding the reorganization of schools in the education sector has been a matter of great public interest. Could you please tell us how the sector has advised on and implemented the policy of reorganizing and merging schools in the area?

Ms. Nguyen Thu Huong : The reorganization of educational institutions after the merger of administrative units is a general policy of the Party and the State.

To implement this policy, the Provincial People's Committee has assigned the Department of Education and Training to take the lead and coordinate with other departments, agencies, and localities to review and propose a plan for the reorganization of educational institutions in the province.

The review and reorganization of educational institutions is carried out cautiously, based on adherence to general principles, with the highest priority being ensuring the legitimate rights and interests of students and creating conditions for them to study in a better environment.

Currently, the Department of Education and Training is compiling proposals from the People's Committees of communes and wards to report to the Provincial People's Committee for consideration; no official decision has been issued yet.

PV: Madam, what are the overarching goals and principles that the Lao Cai Provincial Education Department has set forth in this plan to review and reorganize the school network?

Ms. Nguyen Thu Huong: The overarching goal of this plan is not only to streamline the organizational structure but, more importantly, to concentrate resources and improve the overall quality of education. We are implementing it based on very strict principles:

Firstly, the arrangement must be scientifically sound, appropriate to the geographical and demographic characteristics of each commune and ward, and especially must have the consensus of the people.

Secondly, we are determined to ensure the educational rights of the people. The merger must not reduce children's access to education, especially in disadvantaged and border areas. If the travel distance is too far or unsafe, we will not proceed with the merger.

We hope that parents will trust the guidance of the province and the education sector, and not be alarmed by unofficial information that could affect their children's studies.
