Due to procedural obstacles and lack of permits, the sand mine, which is supposed to be operated under a special mechanism, has to import sand from Cambodia for the construction of component 2 of the Cao Lanh - An Huu expressway project, the section passing through Dong Thap province.


Purchased 20,000 cubic meters of sand from Cambodia for construction.

Component project 2 of the Cao Lanh - An Huu expressway has a total length of approximately 11.43km. Of this, about 3.8km passes through Dong Thap province and 7.62km through Tien Giang province.

The contractor is urgently organizing the construction of component project 2 of the Cao Lanh - An Huu expressway, the section passing through Dong Thap province.

Truong Son Construction Corporation is responsible for the construction of the Cao Lan - An Huu expressway, component project 2, which is 7.1km long. Of this, the section through Dong Thap province, the contractor is assigned to construct, is 3.8km long, and includes two bridges: Kenh 307 and Cai Lan.

According to Major Nguyen Manh Hung, Director of Enterprise 98.2, Truong Son Construction Corporation, after nearly 3 months of construction, the project's progress in Dong Thap province has reached 2%.

Currently, the contractor is organizing workers to carry out tasks related to excavating organic soil, digging roadbeds, and constructing service roads. Regarding the 300m of continuous beam and slab included in the project, the contractor has completed 27 out of 29 bored piles.

Meanwhile, for the bridges included in the contract, the contractor is carrying out the relevant work, and the progress so far remains on schedule as planned.

Workers are busy at work on the Cao Lanh - An Huu expressway construction site.

"In order to carry out the aforementioned tasks and maintain the project's construction progress, the contractor has so far had to purchase 20,000 cubic meters of sand from Cambodia. Although the selling price is 295,000 VND/cubic meter, purchasing sand has also been difficult due to the scarcity of sand."

Therefore, the contractor can only obtain 300 cubic meters of sand per day for construction. Meanwhile, the current project requirement is 3,000 cubic meters of sand per day to ensure project progress," Major Hung added.

Procedural obstacles cause delays in sand mine licensing.

According to Mr. Nguyen Dinh Chuong, an official from the consulting and supervision unit, component project 2 of the Cao Lan - An Huu expressway through Dong Thap province commenced on August 27, 2024, and is expected to be completed and put into use on July 5, 2026.

The contractor is waiting for the sand mine in Dong Thap, which operates under a special mechanism, to be put into operation so that construction of the road section can be accelerated.

The project requires preloading to meet the technical requirements for highway embankment construction as stipulated. According to calculations by specialized agencies, some sections of the project will require a relatively long preloading period, approximately 17 months, before meeting the requirements.

According to Major Nguyen Manh Hung, taking advantage of all available conditions, the contractor has deployed 7 construction teams on the site. Of these, 5 teams are carrying out tasks related to the road section and two teams are used for bridge construction.

The contractor also increased the number of workers and necessary machinery and equipment by 60% to accelerate progress, as the project only had 23 months to complete the assigned tasks.

Component project 2 of the Cao Lanh - An Huu expressway, the section passing through Dong Thap province, requires 370,000 m3 of sand for embankment. To date, the contractor has been granted a sand mine by the province under a special mechanism, with a permitted extraction volume of 300,000 m3 of sand.

"The contractor is waiting for the sand mine to be licensed by Dong Thap province under a special mechanism to accelerate construction. Initially, the sand mine was expected to be operational in November, but it has not yet been opened due to numerous procedural obstacles ," Major Hung informed.

According to the Department of Natural Resources and Environment (TN&MT) of Dong Thap province, the sand mine granted by the province under a special mechanism to serve the construction of component 2 of the Cao Lanh - An Huu expressway, the section passing through the province, has not been exploited because the mine closure procedures have not been completed.

"This sand mine has been exploited before, so to obtain a new license, the mine closure process must be completed. According to the plan and information from meetings, the sand mine will be exploited at the end of this year or the beginning of next year," a representative from the Department of Natural Resources and Environment of Dong Thap province added.

Component project 2 of the Cao Lanh - An Huu expressway has a total length of approximately 11.43km. Of this, about 3.8km passes through Dong Thap province and more than 7.62km through Tien Giang province.
The project is invested in by the People's Committee of Tien Giang province. The project's starting point intersects with component project 1 of the Cao Lanh - An Huu expressway at Km16 in My Hiep commune, Cao Lanh district (Dong Thap province).
The project's endpoint intersects with the Trung Luong - My Thuan expressway project at kilometer marker 98+950, ​​approximately 1.8km from the An Thai Trung interchange, in An Thai Trung commune, Cai Be district (Tien Giang province).
