The festival is scheduled to take place from December 5th to 7th in the pedestrian area around Hoan Kiem Lake and its vicinity, aiming to affirm the policies and guidelines of the Party and State in general, and Hanoi in particular, which always strive towards the core goal of people's happiness. It is also an opportunity to honor the humanistic values, the spirit of solidarity, and the aspiration to build a sustainable and happy society that our Party and State consistently pursue.

Overarching, long-term goal
Throughout the nation-building process, the Party and State have consistently prioritized the happiness and well-being of the people as their highest goal. This has been consistently demonstrated throughout the nation's history, from President Ho Chi Minh 's ideology of "Independence - Freedom - Happiness" to the Party's platform, guidelines, and policies during the đổi mới (renovation) period. These principles emphasize promoting the people's right to self-governance, improving the quality of life, and raising the happiness index of Vietnamese people.
Continuing that perspective, the Political Report of the Executive Committee of the Hanoi City Party Committee, 17th term, presented to the 18th Congress of the Hanoi City Party Committee, for the 2025-2030 term, included the element of "happiness" as the theme of the Congress. This demonstrates the strong determination of the Hanoi City Party Committee for the 2025-2030 term to improve the quality of life for the people, both materially and spiritually. The draft also emphasizes the central role of people in development, aiming for the comprehensive development of Vietnamese people in terms of intellect, morality, physical health, spirit, and life skills.
According to Nguyen Van Phong, Permanent Deputy Secretary of the Hanoi Party Committee, Hanoi's inclusion of the happiness index in the Party Congress documents affirms that all actions of the Party Committee and the capital's government are aimed at the highest goal: the happiness of the people, contributing to building the capital into a livable and attractive place to visit. This is not only a goal for this term, but a long-term, overarching objective.
Speaking about the meaning of "happiness," Associate Professor Bui Hoai Son, Standing Member of the National Assembly's Committee on Culture and Society, said that the word "happiness" encompasses the entire development policy of the Party and State, demonstrating both consistency and humanistic values. The "happiness index" needs to be measured with specific criteria, including employment, income, social security, welfare, education, health, environment, and culture…
Happy Vietnam Day
According to Pham Anh Tuan, Director of the Department of Grassroots Information and External Information (Ministry of Culture, Sports and Tourism), the "Happy Vietnam" media award, which focuses on human rights, has been developed by the Ministry of Culture, Sports and Tourism into the "Happy Vietnam Festival" to spread positive values, where happiness is perceived from the simplest and most authentic things in daily life. This is not only a cultural and artistic activity but also an opportunity to emphasize humanistic values, love, and sharing, with the hope of making Hanoi a "destination of happiness," attracting both domestic and international visitors.
“The message of the festival also lies in the spirit of peace and community cohesion, which has been fostered by the Party and State's policies and guidelines for caring for the people and nurturing a stable and humane society. In addition, the program aims to honor the spirit of solidarity – a value that has helped Vietnamese people overcome countless difficulties in the cause of protecting and building the Fatherland,” Mr. Pham Anh Tuan shared.
Designed as a “journey of discovery to happiness,” the “Happy Vietnam Festival” program comprises 13 experiential points stretching from Le Thai To Street to Dong Kinh Nghia Thuc Square, recreating beautiful stories of Vietnamese people and perspectives on happiness. Locals and tourists will participate in a variety of activities: the Happy Vietnam Exhibition; digital interactive spaces; art exhibitions and creative photobooths; a “Tree of Happiness” for making wishes; a “Map of Happiness” connecting the community; sports and media activities on “Health is Happiness”; and a happy radio announcer experience… Each stop represents an “emotional rhythm,” aiming to help participants identify and nurture their own happiness.
The highlight of the event will be the mass wedding of 80 couples, symbolizing 80 years of the nation's journey towards Independence, Freedom, and Happiness. The value of happiness will be further amplified and made more meaningful as the "Happy Vietnam Day" also demonstrates the spirit of unity and sharing, "reaching out to Central Vietnam."
Mr. Pham Anh Tuan further informed that, not just as a single event, the Ministry of Culture, Sports and Tourism aims to establish "Happy Vietnam Day" as an annual activity. This is a step demonstrating a long-term vision in the strategy for developing culture and building a well-rounded Vietnamese person, while also contributing to spreading the image of a peaceful, stable, and humane country to friends around the world.
