(Baothanhhoa.vn) - Improving the quality of the population is considered a key and continuous task of population work in Thanh Hoa province in the new situation. In Luu Ve commune, the locality has strengthened leadership and guidance on population work; creating high consensus among the people on shifting the focus of population policy from family planning to population and development.
Dr. Nguyen Thi Mai, Head of Tan Phong Health Station, said: "With synchronized solutions, population work in the area has achieved positive results. The population growth rate has been successfully controlled, the sex ratio at birth has decreased, and the quality of the population has improved in many aspects; malnutrition, maternal and child mortality have been controlled... contributing to the successful achievement of socio -economic development goals in the area."
In implementing Resolution No. 21-NQ/TW dated October 25, 2017, of the 12th Central Committee of the Communist Party of Vietnam on population work in the new situation, Thanh Hoa province has concretized its leadership and guidance by issuing Plan No. 105-KH/TU dated August 8, 2018, of the Provincial Party Committee on the Action Plan to implement Resolution No. 21-NQ/TW and Directive No. 24-CT/TU dated February 20, 2020, of the Provincial Party Standing Committee on strengthening the leadership of Party committees at all levels over population and development work in the province in the new situation. Along with this, the Provincial People's Committee has issued specific documents for implementation.
Population and development education and awareness activities are conducted synchronously throughout the province, with diverse and rich forms; many models have been developed and implemented effectively. Activities to improve the quality of the population of ethnic minorities in the community; strengthen counseling and provision of population and family planning services for adolescents/youth; pre-marital counseling and health check-ups; elderly health care have been expanded; and prenatal and neonatal screening activities are emphasized...
To date, the annual birth rate reduction in the province has reached 0.1‰; the natural population growth rate has consistently remained below 1%, achieving the set target; the total fertility rate (average number of children per woman of childbearing age) in Thanh Hoa has decreased from 2.45 children/woman (in 2017) to 2.2 children/woman (in 2024), approaching the replacement level (the replacement level is 2.1 children/woman); the prenatal screening rate has reached 70%, the newborn screening rate has reached 20%; the rate of pre-marital counseling and health check-ups has reached 40.3%...
Thanh Hoa province is currently experiencing a "golden demographic period." From 2017 to the present, the percentage of the population in the working age group has fluctuated between 67% and 68%. This is an abundant labor force, offering opportunities to boost economic growth as a high-quality workforce generates high labor productivity.
Despite the achievements, population work still faces many challenges, including a high sex ratio imbalance at birth (113.1 boys/100 girls/year 2024) and the continued preference for males over females. Furthermore, issues related to healthcare for the elderly and reproductive health have not been adequately addressed, especially for vulnerable groups such as ethnic minorities, adolescents, and people with disabilities.
According to Bui Hong Thuy, Head of the Provincial Population Department, in Thanh Hoa province, the awareness of officials, Party members, and people of all ethnic groups regarding population policies has significantly improved in recent years. Improving the quality of the population is identified as a key task and is being integrated into the implementation by all levels and sectors; the population size is gradually stabilizing and under control; the quality of the population is gradually improving, and issues related to children, women, adolescents, youth, and the elderly are receiving increased attention. On World Population Day (July 11th), the Population Department developed a plan to implement communication activities in response to the theme: "Reproductive Self-Determination in a Changing World," including: organizing conferences to disseminate information on World Population Day, the Party's guidelines and policies, and the State's laws on population work in the new situation; holding thematic discussions; displaying banners and slogans promoting population and development... Through these activities, the aim is to raise awareness of the role, rights, and responsibilities in reproductive matters and the responsibility of the entire society regarding the role and importance of population and family planning work for rapid and sustainable development.
