Sharing with reporters from the Industry and Trade Newspaper about some of the tasks and plans for science , technology, and innovation (S&T) activities that the Ministry of Industry and Trade will focus on implementing in 2025, Mr. Ly Quoc Hung - Director of the Science and Technology Department (Ministry of Industry and Trade) - said that in 2025, the Ministry of Industry and Trade will focus on accelerating the implementation of the tasks of the S&T Strategy serving the development of the industry and trade sector until 2030, based on summarizing and evaluating the results of the implementation period 2021 - 2025, while identifying tasks that need to be focused on and bottlenecks that need to be addressed in the next phase to ensure the achievement of the strategy's objectives.

The Ministry of Industry and Trade will direct and guide research institutes in developing and implementing the development plan for the period 2026-2030, focusing on key research and development, application, and technology transfer to serve the development of the industry and trade sector, ensuring consistency with the Party and Government 's orientation on the development of priority sectors and fields within the industry and trade sector.
For example: Resolution No. 23-NQ/TW dated March 22, 2018, of the Politburo on the orientation for building national industrial development policies until 2030, with a vision to 2045; Resolution No. 29-NQ/TW dated November 17, 2022, of the 6th Conference of the Central Committee of the 13th Party Congress on continuing to promote industrialization and modernization of the country until 2030, with a vision to 2045; Resolution No. 55-NQ/TW dated February 11, 2020, of the Politburo on the orientation for the national energy development strategy of Vietnam until 2030, with a vision to 2045; Conclusion No. 76-KL/TW dated April 24, 2024, of the Politburo on the implementation of Resolution No. 41-NQ/TW dated July 23, 2015, of the Politburo on the strategic orientation for the development of Vietnam's oil and gas industry until 2025, with a vision to 2035, and some orientations for the new period...
At the same time, the Institutes are directed to continue reviewing and reorganizing their organizational structures towards a streamlined, professional, and efficient model, in accordance with the spirit of Resolution No. 18-NQ/TW.
In addition, the Ministry will strengthen connections and encourage research institutes and universities to promote the signing and implementation of international cooperation and integration activities in science, technology, and innovation; and increase participation in international research programs and bilateral and multilateral cooperation projects with strong foreign institutes, universities, and businesses to address practical issues in Vietnam.

Another task is for the advisory units within the Ministry, together with science and technology organizations, to focus on reviewing and identifying priority investment projects to enhance capabilities within the medium-term investment plan for the period 2026-2030, ensuring the implementation of the institutes' development plans.

At the same time, the Ministry will prioritize upgrading and improving the management system for science and technology activities in a synchronized and transparent manner; facilitating management and implementation, in line with the requirements of the digital transformation process of the Ministry of Industry and Trade and the nation.
Continuing to innovate and improve the management of science and technology activities within the Ministry, in 2024, the Minister of Industry and Trade issued the Regulations on the Management of Ministry-level Science and Technology Tasks of the Ministry of Industry and Trade (Decision No. 1320/QD-BCT); and guidance on some state budget allocation norms for implementing Ministry-level science and technology tasks of the Ministry of Industry and Trade (Decision No. 1002/QD-BCT).
Currently, the Ministry of Industry and Trade is focusing on strengthening its role in guiding and directing the Ministry's Science and Technology Council in the development and implementation of annual science and technology plans. These are crucial factors ensuring that the management and implementation of science, technology, and innovation in 2025 and beyond will continuously improve in quality and efficiency, while complying with legal regulations.
The Ministry will effectively implement the Science and Technology Plan for 2025, prioritizing the implementation of science and technology tasks that provide scientific and practical evidence to support the Ministry's policy planning, development, and refinement.
Furthermore, priority will continue to be given to allocating resources to implement tasks and projects that support businesses in applying and transferring new and modern technologies, promoting innovation and digital transformation; encouraging cooperation and support for businesses in seeking, transferring, mastering, and developing technologies from abroad into Vietnam to serve domestic production development.
Continue to integrate support content on the development of the science and technology market into national science and technology programs, projects, and tasks led by the Ministry of Industry and Trade.
Specifically, the central task is to implement Decision No. 1158/QD-TTg dated July 13, 2021, of the Prime Minister on approving the National Science and Technology Market Development Program until 2030; prioritizing the development of several key areas such as: developing intermediary organizations in the science and technology market; promoting the commercialization of research results; communicating the development of the science and technology market domestically and internationally; organizing promotional activities, connecting supply and demand, and supporting consulting activities for technology transfer and innovation.
