According to the administrative penalty decision signed by Deputy Director of the Drug Administration Department Ta Manh Hung, the penalized enterprise is Kotrans Co., Ltd., headquartered in Tan Binh District, Ho Chi Minh City. The violations were identified through the activities of Kotrans Co., Ltd.'s Hanoi branch.
Authorities said the business had committed three groups of violations related to the import and sale of cosmetics.
Specifically, for the product VT RETI-A REEDLE SHOT (Declaration Form No. 284606/25/CBMP-QLD), the cosmetic business had a label that did not contain all the mandatory information as required by regulations on product labeling. The value of the batch sold on the market was determined to be over 96.5 million VND.

In addition, Kotrans also sold three products, including Torriden CELLMAZING Pore Perfecting Ampoule, VT CICA COLLAGEN MASK, and UNOVE DEEP DAMAGE REPAIR SHAMPOO SWEET BREEZE, with labels that misrepresented the products' nature and content. The total value of goods sold from this product group exceeded 353 million VND.
Notably, authorities also discovered that four cosmetic products, including COSRX The Retinol 0.5 Oil, SKINFOOD Yuja C Dark Spot Clear Cream, SKINFOOD Black Cherry Retinol 0.1 Eye Cream, and Paparecipe Collagen Peptide Serum, had Product Information Files (PIFs) that were incomplete according to legal regulations.
According to the Drug Administration, this is a violation of regulations on cosmetic management. Because the company had four products with the same defect, it was determined that this constitutes an aggravating circumstance.
Based on the aforementioned violations, the regulatory agency decided to impose administrative fines totaling 147.5 million VND on Kotrans Co., Ltd.
Specifically, the act of selling cosmetics with labels that do not contain all the required information is punishable by a fine of 22.5 million VND.
The business of selling cosmetics with labels that misrepresent or contain false information about the product is punishable by a fine of 70 million VND.
For circulating four products with incomplete product information dossiers as required by regulations, the business was fined 55 million VND.
In addition to monetary penalties, the Drug Administration also applies various measures to remedy the consequences.
Regarding the VT RETI-A REEDLE SHOT product, the business is required to recall the goods, properly label them before re-distributing them, and return the entire amount of over 96.5 million VND collected from the sale of the infringing product.
Similarly, for the three products Torriden CELLMAZING Pore Perfecting Ampoule, VT CICA COLLAGEN MASK, and UNOVE DEEP DAMAGE REPAIR SHAMPOO SWEET BREEZE, the company must recall the goods, correct the labels to comply with regulations before returning them to the market, and return over 353 million VND in revenue from the goods already sold.

Specifically, for four products – COSRX The Retinol 0.5 Oil, SKINFOOD Yuja C Dark Spot Clear Cream, SKINFOOD Black Cherry Retinol 0.1 Eye Cream, and Paparecipe Collagen Peptide Serum – the regulatory agency has ordered the recall and destruction of all products because their product information documentation does not meet current regulations.
According to the decision, Kotrans Co., Ltd. must pay the fine within 10 days from the date of receiving the penalty decision. Failure to comply voluntarily will result in enforcement according to the law, and an additional 0.05% of the total unpaid fine will be charged for each day of delay.
