Regarding the content of the accusation of dividing bidding packages and appointing contractors against regulations in investing, repairing and purchasing equipment for hospital construction items , the conclusion is that the content of the accusation is correct and partially correct.
Specifically, regarding the content of the accusation about the fire prevention and fighting equipment procurement packages , the conclusion clearly states that the content of this accusation is correct. For this procurement package, the hospital executed 3 supply and installation contracts with a total value of over 254 million VND.
Including package of installation of automatic fire alarm system for parking lot; package of installation of fire fighting equipment in hospital areas; additional package of installation of additional fire fighting equipment for the above items.
In this content, the conclusion clearly states the responsibility belongs to the board of directors, administrative management department and the repair and purchase management board of Can Tho City Children's Hospital . did not plan to fix all the contents as required in the fire prevention and fighting minutes .
From there, it is divided into 3 packages to be implemented in batches , each package is under 100 million VND. These packages are implemented in the form of designated bidding but the implementation process is not in accordance with the correct procedures.
Regarding the hospital's painting work under construction, the conclusion stated that the content of this accusation was partially correct . Because in this part, the hospital only carried out one bidding package, however, the shortened bidding process that the hospital carried out still lacked procedures and documents.
The content of the complaint about the construction packages for repairing the parking lot by hospital staff is correct. In this part, the hospital did not conduct a full survey to carry out the repair, but based on 7 survey reports to carry out the repair (carried out from March to July 2019).
From There were up to 7 repair packages implemented under the shortened bidding method . not in accordance with the provisions of the Law on Bidding ; with a total value of more than 612 million VND.
Regarding the accusation of arbitrarily reducing prices or not collecting money for premises in the management and use of public assets without the approval of superiors, the hospital has reduced prices and not collected money for premises from units renting premises for parking lots, supermarkets, canteens, nutrition cafeterias, playgrounds in the hospital... during the COVID-19 pandemic.
The conclusion stated that these accusations were partly correct, because the hospital had met to discuss the reduction of rent or exemption of rent… before issuing the document on reduction or exemption of rent collection. However, the hospital had not reported to the competent authority before making the decision.
In the accusation, "the recruitment of personnel to work at the hospital was made up of many relatives of the leaders, without recruitment according to regulations, and without approval from superiors." The conclusion clearly stated that the accusation was wrong because the hospital recruited people according to the correct procedures and regulations.
