Regarding the allegations of splitting contracts into smaller packages and awarding contracts illegally in the investment, repair, and procurement of equipment for hospital projects , the conclusion is that the allegations are true or partially true.
Specifically regarding the allegations concerning the procurement of fire safety equipment, the conclusion clearly states that these allegations are true. For this procurement package, the hospital entered into three contracts for the supply and installation of equipment with a total value of ... over 254 million VND.
This includes the installation of an automatic fire alarm system for the parking garage; the installation of fire extinguishing equipment in various areas of the hospital; and an additional package for installing supplementary fire protection equipment for the above items.
This document clearly states that responsibility lies with the board of directors, the administrative department, and the procurement and repair management board of Can Tho City Children's Hospital . They failed to develop a plan to address all the issues as required by the fire safety report .
From there, it was divided into 3 smaller packages , each worth less than 100 million VND, to be implemented in stages . These packages were executed through direct contracting, but the implementation process did not follow the correct procedures.
Regarding the ongoing hospital renovation project, the conclusion states that the allegations are partially true . While the hospital only undertook one contract for this part, the simplified bidding process lacked necessary procedures and documentation.
The allegations regarding the construction and repair contracts for the hospital staff's parking garage are true. The hospital did not conduct a thorough survey to carry out the repairs; instead, it based its work on seven survey reports (conducted from March to July 2019).
From This resulted in 7 repair packages being implemented through a simplified bidding process . Not in accordance with the Law on Bidding ; with a total value of over 612 million VND.
Regarding the allegations of arbitrarily reducing prices or waiving rent for the management and use of public assets without the approval of superiors, the hospital did reduce prices and waive rent for units renting space in the parking lot, supermarket, canteen, nutrition restaurant, and playground within the hospital during the COVID-19 pandemic.
The conclusion states that these allegations are partially true, as the hospital reduced or waived rent… with collective approval before issuing any official document reducing or waiving rent. However, the hospital did not report to the competent authority before making the decision.
The complaint alleged that "many hospital staff were recruited as relatives of leaders without following the prescribed recruitment process and without approval from higher authorities." The conclusion stated that this accusation was false, as the hospital recruited personnel according to proper procedures and regulations.
