BHG - Implementing the Resolution of the 24th Party Congress of Tung Ba Commune, term 2020-2025, faced a mix of advantages and challenges. However, with determination, innovation, and flexibility in leadership and management by the Party committee and government, and the unity and solidarity of the entire population, Tung Ba Commune (Vi Xuyen District) today has transformed into a prosperous and thriving area, consistently leading in the district's emulation movements.

The Resolution of the 24th Party Congress of the commune set forth 17 key targets for socio-economic development and 3 key breakthroughs, including: building socio-economic infrastructure; developing tourism, high-quality commodity agriculture along the value chain; and creating livelihoods and improving the material and spiritual lives of the people. To date, the commune has completed and exceeded 16 targets, with one target remaining unmet: the development of buffalo and cattle herds due to changes in the structure of the livestock industry.

Mr. Huấn Đức Minh, from Khuôn Làng village, Tùng Bá commune (Vị Xuyên district), earns over 150 million VND per year with his integrated livestock farming model.

Regarding Tung Ba today, the most easily noticeable change is the well-maintained, clean, and interconnected rural roads. During the term, the commune received 2,507 tons of cement, constructed 45 concrete roads with a total length of 19.6 km; mobilized 5.1 billion VND through social contributions, and the people donated 11,780 m² of land for the construction of new rural areas. The rate of concrete-paved inter-commune and inter-village roads reached 100%, and hardened alleyways reached 99.3%, creating favorable conditions for production, trade, and daily life of the people.

Alongside this, the agricultural economy has shifted positively, contributing to increased income, stable livelihoods, and sustainable poverty reduction. The total area planted with annual crops reached 1,449 hectares, with a food production of 5,713 tons, averaging 791.8 kg/person/year. The average annual product value per hectare of cultivated land reached over 70 million VND; forest cover reached 81%, and the value of forestry production reached over 8.5 billion VND; 3 national target programs were implemented synchronously and effectively with a total allocated capital of 9.6 billion VND. Commercial agriculture developed strongly with linkage models such as: chili cultivation (9.5 hectares), cucumber cultivation (4 hectares), raising 20,000 black-boned chickens/24 households, raising 500 commercial pigs, raising 130 yellow cattle/10 households, and linked raising 660 Muscovy ducks/22 households.

The entire commune has 807 poor and near-poor households that received preferential loans for economic development with a total outstanding debt of over 46 billion VND. 221 households renovated their unproductive gardens; 37 temporary and dilapidated houses were demolished. Notably, 193 poor households made efforts to escape poverty through sustainable livelihoods, reducing the poverty rate at the end of the term to 14.25%. Education , health, and culture were all given attention and priority. All three schools achieved national standard level I; over 20,160 people received medical care, exceeding the plan by 118%. The rate of malnutrition among children under 5 years old decreased to 15.67%. 100% of villages achieved the title of cultural village, and 85.6% of households met cultural standards, contributing to fostering a civilized lifestyle and eliminating outdated customs. The rate of resolving administrative procedures through public services reached 100%. The activation rate for level 2 electronic identification reached 92%, exceeding the assigned target.

During the term, the commune Party Committee admitted 61 new Party members, exceeding the target by 150%. Political and ideological education for cadres and Party members was given attention; inspection and supervision were carried out rigorously. The Fatherland Front and other mass organizations actively innovated their content and methods of operation, effectively promoting social supervision and criticism, contributing to building a clean and strong Party.

Entering a new phase of development, Tung Ba commune is one of 10 communes in the province that did not undergo mergers due to meeting the requirements regarding natural area and population size. However, to keep pace and progress, Tung Ba commune continues to set goals of building a strong political system, mobilizing all resources to develop socio-economic aspects, effectively implementing programs and projects, promoting grassroots democracy, and further improving the lives of the people. In particular, it aims to enhance the effectiveness and efficiency of the Party committee and government in the context of operating a two-tiered local government system.
