
Starting at 9:00 AM on December 19th, the groundbreaking, inauguration, and technical opening ceremonies for projects and works celebrating the 14th National Congress of the Communist Party of Vietnam were simultaneously held at 79 locations, both in person and online. The central location was at the Olympic Sports Urban Area construction project (Thuong Phuc commune, Hanoi); 11 main locations were situated in Hanoi, Ho Chi Minh City, Lao Cai, Bac Ninh, Quang Ninh, Hue, Quang Ngai, Lam Dong, An Giang, Can Tho, Dong Nai, etc.
Following three groundbreaking and inauguration ceremonies for key national projects simultaneously in 2025, the country has 564 projects with a total investment of over 5.14 million billion VND; of which, private capital accounts for 3.84 million billion VND, or 74.6%, and state capital accounts for 1.3 million billion VND, or 25.4%. More than 140 large projects have been completed and put into effective operation.
Buildings with many "highlights"
At the central venue, Prime Minister Pham Minh Chinh issued the order to commence and inaugurate 234 major projects nationwide. He emphasized: The Government acknowledges and commends the efforts, determination, creativity, and breakthroughs in thinking and working methods of ministries, sectors, and localities; investors, contractors, and consulting units, and, of course, the role of officials, engineers, workers, and laborers on the construction sites cannot be overlooked...
In Phu Thuong ward ( Hanoi ), National Assembly Chairman Tran Thanh Man attended the groundbreaking ceremony for the Red River Landscape Boulevard project, covering an area of approximately 11,000 hectares, from Hong Ha Bridge to Me So Bridge. The investment in this project is strategically significant in completing the transportation infrastructure system, developing urban spaces on both sides of the river, creating a modern, sustainable, and iconic urban landscape for the capital city, and contributing to the development of the Red River Delta region and the entire country in the new era. The project is expected to be inaugurated on February 3, 2030.
In Ho Chi Minh City, Comrade Nguyen Van Nen, Member of the Politburo and Standing Member of the Subcommittee on Documents for the 14th Party Congress, attended the groundbreaking ceremony for the Youth Cultural Center project at 4 Pham Ngoc Thach Street. The project has a total investment of over 2.24 trillion VND, with a scale of 4 basement floors and 21 above-ground floors, covering a total construction area of over 93,500 m². The building is identified as a key cultural institution, meeting the needs of youth for living, learning, creativity, and training in the new era.
This is one of the city's iconic cultural landmarks, reflecting its ongoing digital transformation, innovation, and deep international integration. The project is expected to be completed and operational in 2028.
Comrade Tran Luu Quang, Secretary of the Ho Chi Minh City Party Committee, attended the groundbreaking ceremony for the Ben Thanh-Can Gio Metro line project, invested by VinSpeed High-Speed Railway Investment and Development Joint Stock Company ( thuộc Vingroup Group). The Metro line is approximately 54 km long, double-track, with a rail gauge of 1,435 mm, and a speed of 350 km/hour; the preliminary total investment (excluding land acquisition) is approximately 102,430 billion VND.
Once operational, this metro line is expected to significantly shorten travel time from the center of Ho Chi Minh City to Can Gio to approximately 20 minutes, opening up new development opportunities for the southern part of the city, especially the Can Gio area.
Comrade Nguyen Hoa Binh, Member of the Political Bureau and Standing Deputy Prime Minister of the Government, attended the inauguration ceremony of the Noi Bai International Airport Terminal T2 expansion project, a strategically important project in upgrading aviation infrastructure at the gateway to Hanoi.
The inauguration of this project at this time is of particular importance, promptly relieving the pressure of congestion at the largest air gateway in the North before the peak Tet holiday and the 2026 tourist season. Beyond simply expanding infrastructure, Terminal T2 is also a symbol of a strong transformation in the digital transformation strategy. For the first time, a comprehensive digital technology ecosystem has been implemented at an international terminal in Vietnam, shifting from manual to automated processes, optimizing operational capacity and elevating the passenger experience to be on par with advanced airports in the region and the world.
Boosting the local economy to "take off".
The groundbreaking ceremony for phase 2 of the Tuyen Quang-Ha Giang expressway project and the technical opening of phase 1 in Bac Quang commune was attended by Comrade Do Van Chien, Member of the Politburo and Standing Vice Chairman of the National Assembly. Phase 1 of the project, with a total investment of over 3,680 billion VND, a 2-lane road, and a length of over 27km, has been completed, meeting quality and aesthetic requirements. Phase 2 of the project, from Tan Quang commune to Thanh Thuy border gate, is over 57km long with a total investment of over 14,800 billion VND, contributing to resolving traffic bottlenecks and creating an important impetus for socio-economic development in the region.
In Ninh Binh, Deputy Prime Minister Le Thanh Long, along with leaders from several central ministries and agencies, attended the inauguration ceremony of Bach Mai Hospital and Viet Duc Friendship Hospital (facility 2).
These two important projects were under construction since 2015; however, during implementation, they encountered many difficulties and obstacles, leading to prolonged delays. Now, after more than 10 months of re-construction, both projects have been completed ahead of schedule, and the procurement and installation of medical equipment have yielded positive results.

Joining in the nationwide celebration, the Dong Pho Moi Industrial Park in Lao Cai province – the main location of component 1 of the Lao Cai-Hanoi-Hai Phong railway construction project – was bustling with the atmosphere of a groundbreaking ceremony, attracting the attention of many local people.
The project spans over 390km, with approximately 27.9km of branch lines, a track gauge of 1,435mm, and utilizes rail-on-rail technology. The total investment for the project exceeds 203,200 billion VND, with the goal of completion by 2030.
Comrade Nguyen Tuan Anh, Chairman of the People's Committee of Lao Cai province, pledged to focus on resolving difficulties and effectively carrying out land clearance; and to closely coordinate with relevant agencies and units to implement the project, ensuring progress and quality.
Located opposite the Trang Due Industrial Park (Hai Phong), the Trang Due Social Housing Complex stands out with its modernly designed buildings, interspersed with playgrounds and green parks; within a 1km radius are markets, schools, and service shops, demonstrating that it is also a symbol of a new generation of modern, civilized, and livable social housing.
The project has a total investment of nearly 1,600 billion VND, covering an area of over 31,000 m², comprising 10 apartment buildings with 15 floors each, and a total of 2,538 social housing units. To date, 7 out of 10 buildings with 1,770 apartments have been completed and are ready for handover to customers; the remaining 3 buildings are under urgent construction.
Chairman of the People's Committee of Ho Chi Minh City, Le Ngoc Chau, assessed that the project has great significance, helping workers in Trang Due Industrial Park and in the city to settle down, improve their quality of life and work, and contribute to the socio-economic development of the city; at the same time, it contributes to the city's completion of nearly 11,000 social housing units in 2025.
The atmosphere at the groundbreaking ceremony for the infrastructure development project of Que Vo II Industrial Park - Phase 2 (Bac Ninh) was extremely lively. With a total area of over 277 hectares, the industrial park is scientifically and modernly planned, with 194 hectares of land allocated for factories, contributing to a strong impetus for local socio-economic development and attracting domestic and international investment.
Chairman of the Provincial People's Committee Pham Hoang Son affirmed: The commencement of the project is of particular importance in expanding the industrial development space, meeting the needs of receiving new investment projects, especially high-tech and environmentally friendly projects.
In the Central-Central Highlands region, Deputy Prime Minister Ho Quoc Dung attended the groundbreaking ceremony for the Quy Nhon-Pleiku expressway project, a 125km stretch passing through 16 communes and wards in Gia Lai province, with a total investment of 43,734 billion VND.
This is a key national transportation project, crucial for strengthening inter-regional connectivity, promoting socio-economic development, and ensuring security and defense for the Central Highlands region in general and Gia Lai province in particular. The Deputy Prime Minister also attended the groundbreaking ceremony for the Artificial Intelligence (AI) Research Center project in Gia Lai.
In Cao Lanh ward (Dong Thap province), on the morning of December 19th, at the inauguration ceremony of the "Restoration, Preservation and Promotion of the Value of the Nguyen Sinh Sac Memorial Site," a solemn and respectful crowd paid their respects at the tomb of the father of the great President Ho Chi Minh and visited a dignified and warm cultural and historical space. This memorial site covers an area of nearly 9 hectares.
The inauguration ceremony coincided with Dong Thap province's celebration of receiving the Certificate of Ranking as a Special National Monument for the Tomb of Deputy Minister Nguyen Sinh Sac, and the 96th anniversary of his death.
Mr. Nguyen Sinh Dung Thang, the 5th generation descendant of Mr. Nguyen Sinh Sac, who came from Nghe An province to attend, expressed: "Our family and clan are deeply moved and grateful to the Party Committee, the government, and the people of Dong Thap province for taking care of and preserving the place of worship and the tomb of our ancestor throughout his time in Dong Thap and his final resting place in Cao Lanh until today."
