At 2 PM, Truong Quang Trung, 21, a delivery driver, received an order from Thoi An ward to Thao Dien area, An Khanh ward. The journey, which is about 16km long, normally takes him about 45 minutes, but this afternoon it took him nearly two hours.
“As soon as the rain started, everyone rushed to get around. However, the roads were congested, and some sections were flooded, making travel very difficult. At its worst, when I reached Quoc Huong Street, I encountered deep flooding, so I had to temporarily leave my motorbike at a convenience store and walk to deliver the goods,” Trung said.

According to reports, at around 3 PM, heavy rain accompanied by strong winds hit the Thao Dien area in An Khanh ward. Within just over 20 minutes, many roads in the area were flooded again, causing traffic chaos.

On streets such as Quoc Huong, Thao Dien, and Xuan Thuy, the flooding extended for hundreds of meters. People driving cars and motorbikes struggled to move; in some sections, the water reached half the height of the wheels. On Quoc Huong street alone, the water completely flooded the sidewalks.

Meanwhile, rain started earlier in Nguyen Van Ba Street, Thu Duc Ward; National Highway 1A, Dong Hoa Ward; and National Highway 1K, Di An Ward. Around 2 PM, heavy rain was recorded in these areas.

Ms. Nguyen Be Minh, 65, who pushes a street vendor's cart on Nguyen Van Ba Street, said the rain has slowed down business. "This is the second consecutive rain. I haven't sold much since noon," Ms. Minh said.
