The Ministry of Interior, in coordination with relevant agencies, has reported to the competent authorities on the policy of reorganizing villages and residential areas. Accordingly, the general direction is to reorganize in a way that streamlines the administrative structure and reduces the number of villages and residential areas.

When will villages and residential areas be merged?

Recently, the Ministry of Interior, in coordination with relevant agencies, reported to the competent authorities on the policy of reorganizing villages and residential areas.

Regarding the reorganization of villages and residential areas, Ms. Nguyen Thi Tu Thanh, Deputy Director of the Department of Local Government (Ministry of Interior), said that in implementing the policy of reorganizing villages and residential areas, the Ministry of Interior was assigned by the Government to lead the development of a Decree regulating the organization and operation of villages and residential areas and the regime and policies for part-time officials in villages and residential areas.

Once issued, this decree will serve as an important legal basis for localities to implement in the coming period.

According to Ms. Thanh, the important contents of the decree have a direct impact on organization and operation at the grassroots level. Therefore, the drafting of the decree was carefully researched to ensure its feasibility and suitability to practical realities.

Along with drafting the Decree, the Ministry of Interior coordinated with relevant agencies to report to competent authorities on the policy of reorganizing villages and residential areas.

The general orientation is to streamline administrative structures, reduce the number of villages and residential areas, and ensure that it is appropriate to the scale, characteristics, and conditions of each region.

This arrangement aims to improve the efficiency of the political system at the grassroots level, facilitate the organization and implementation of tasks, and reduce the direct management pressure on commune-level governments.

Therefore, the general orientation for merging villages and residential areas in 2026 is to streamline the organizational structure, reduce the number of villages and residential areas, and ensure suitability to the scale, characteristics, and conditions of each region.

Previously, according to the Government's Action Program to implement Conclusion No. 210-KL/TW, the Ministry of Interior was assigned to chair and coordinate with ministries and ministerial-level agencies to advise on the issuance of the aforementioned Decree, expected to be completed in the second quarter of 2026.

At the same time, the Ministry is also tasked with researching and developing a model for self-governance in residential communities at the village and neighborhood levels, suitable to the new situation, submitting it to the competent authority in the third quarter of 2026, and providing guidance on its implementation.

As of the end of 2021, the whole country had 90,508 villages and residential areas, including 69,580 villages and 20,928 residential areas.

According to the plan, the review and reorganization of villages, hamlets, and residential areas will be implemented nationwide in 2026. Currently, many localities are developing plans for reorganizing villages and residential areas.

Principles of organization and operation of villages and residential areas.

Based on Article 3 of Circular 04/2012/TT-BNV, as amended by Clause 1, Article 1 of Circular 14/2018/TT-BNV, the principles for the organization and operation of villages and residential areas are as follows:

- Ensuring the self-governance of the local community, complying with the direct state management of the commune-level government and the leadership of the Party committee.

- Abide by the law, follow village customs (community rules); ensure democracy, openness, and transparency.

- Do not split existing villages or residential areas that are functioning stably; merge villages and residential areas in accordance with the conditions and characteristics of each locality.

- In cases where land clearance planning, population relocation planning, or migration to mountainous, highland, remote, or areas with complex and fragmented terrain, large geographical areas, and difficult transportation access are necessary, the conditions for establishing new villages or residential areas may be lower than prescribed. If the newly formed community does not meet the conditions for establishing a new village or residential area, it will be merged with an adjacent village or residential area.
