The belief in resurrection

We returned to Trinh Tuong commune more than a year after the historic floods caused by the remnants of Typhoon No. 3 (September 2024). What we saw were the scars left by the natural disaster, etched onto the fields, villages, streams, and mountains. It's unbelievable that one day, the largest field in the commune, located in the Na Lac valley, covering over 50 hectares, was flattened.

The Na Lac rice field in Trinh Tuong, once a fertile land with bountiful rice harvests, has now been transformed into a vast expanse of rocky, gravelly fields.

"After addressing the land conditions at the rocky area, we planted rice in March 2025. However, this year's floods continued to cause damage, washing away all the rice and restoring the land to its original state. We depend on this land for our livelihood; for generations, we have never witnessed anything like this. Now, only rocks remain, with no trace of the bountiful rice harvests we once had."

Natural disasters struck Trinh Tuong, leaving the people facing devastated farmland and their dreams of a bountiful harvest swept away by the floodwaters. However, a glimmer of hope remained in their eyes, believing that the government would find timely solutions to help them restore production and continue their livelihoods.

Mr. Vu A Cha, head of Na Lac village, shared: "The entire field and roads are flooded, making cultivation impossible. Some families have planted corn and cassava as substitutes, but that's still not enough to improve their lives. We hope the government will support the people in stabilizing their lives."

Addressing the damage caused by natural disasters in the Na Lac rocky area requires a long-term solution. Previously, the province and the former Bat Xat district provided support in the form of crops for temporary restoration. However, the issue of dealing with the rocky area, which involves mineral resources, still faces many legal obstacles. Mr. Nguyen Ba Canh, Chairman of the People's Committee of Trinh Tuong commune, said: In the coming time, the local government will propose to relevant agencies to find solutions to resolve the issue, return the agricultural land to the people, and clear the stream bed to ensure stable traffic during the rainy season.

Without delay, the People's Committee of Trinh Tuong commune proactively proposed to the People's Committee of Lao Cai province to include the Na Lac alluvial plain area within the scope of the special development policy in the Lao Cai - Yunnan Cross-Border Economic Cooperation Zone. The goal is to utilize readily available local materials to restore agricultural land that has been covered by alluvial deposits, while also serving infrastructure projects, resettlement, and socio-economic development in the border region.

The government has issued Resolution 66.4/2025/NQ-CP dated September 21, 2025, on specific mechanisms and policies to overcome difficulties in implementing the Law on Geology and Minerals, allowing provinces to license the exploration and exploitation of Group III and IV minerals for infrastructure projects without auctioning the exploitation rights, provided they meet the legal and environmental protection requirements. This is considered an important opportunity to bring the Na Lac - Trinh Tuong quarry into rational exploitation of local mineral resources and restore agricultural production.

A new door is opening – bringing hope for a land reborn after the natural disaster, where fields can turn green again and people's lives gradually stabilize. Despite facing difficulties, the local government and people of Trinh Tuong still maintain faith and hope in a bright future, uniting to write a story of rebirth and continue farming on their homeland.
