On Monday morning at the Public Administrative Service Center (PVHCC) in Vy Da ward, the work was proceeding smoothly, and people no longer felt apprehensive about waiting. Applications were received and processed during working hours, with staff proactively guiding and clearly explaining each step. Ms. Nguyen Thi Diep, a long-time resident of the area, said that the process of handling procedures has been much easier recently, with clear instructions and reduced travel time.

Expressing her satisfaction with the sense of responsibility and service attitude of the local officials, Ms. Nguyen Thi Minh Thanh, residing at 9/7 Nguyen Cong Tru Street, Vy Da Ward, wrote a handwritten letter of thanks to the officials of the Ward's Public Service Center after being guided through the procedure for registering the death of a relative. In the letter, she noted that the application was received and processed carefully and in accordance with regulations, and that the officials directly handling it showed meticulousness, friendliness, and dedication. These specific feedbacks are clear evidence of the effectiveness of reforms at the local level, where people's trust is built on the quality of daily service.

In Hoa Chau ward, the transformation began with reorganizing work processes to clearly define responsibilities and tasks; tightening administrative discipline and order; and enhancing individual responsibility in the performance of official duties. Hoa Chau ward focuses on organizing training courses to update knowledge on digital transformation, skills in using digital platforms, and new working methods for officials and civil servants. The training is not aimed at chasing trends, but at improving the quality of daily work and better serving the people.

Mr. Phan Trong Nghia, Chairman of the Hoa Chau Ward People's Committee, said that after the streamlining of the administrative apparatus, the requirement is not only to ensure smooth operation but also to improve the quality of service to the people. According to Mr. Nghia, digital transformation can only be truly effective when the staff is adequately prepared with knowledge and skills. "We have identified training and development of staff as a key factor. When staff understand and master technology, the application of digital transformation will be effective and avoid mere formality," Mr. Nghia emphasized.

Digital transformation from practice

The effectiveness of digital transformation in Hoa Chau is clearly demonstrated through the practice of receiving and processing applications. The Hoa Chau Ward Public Service Center is currently among the leading centers in the city in receiving online applications, ranking 2nd out of 40 wards and communes. This result reflects a change in the way local authorities work and also shows that people are increasingly trusting and proactively using online public services.

According to Mr. Ngo Van Tuan, Deputy Director of the Hue City Public Service Center, digital transformation in providing online public services is not just about technology, but a process of changing the habits of both officials and citizens. “When processes are standardized, officials work proactively and responsibly, and citizens will gradually develop the habit of submitting applications online. This is a crucial factor in improving the efficiency of public services,” Mr. Tuan stated.

Mr. Tuan stated that, in recent times, the city has paid special attention to supporting communes and wards in guiding people to access online public services, especially at the grassroots level. When people clearly see the convenience, transparency, and time savings, digital transformation will naturally become a part of their lives.

The developments in the wards and communes show a common point: the people's trust is built on the attitude of service and the efficiency of work. This is also the spirit that has permeated the leadership and direction of Hue city in recent times - considering social consensus as an important foundation for development.

Looking ahead to the new term, all localities in Hue City have clearly defined their goals: to build a streamlined, effective, and efficient government apparatus; to better serve the people; and to create a solid foundation for sustainable development.
