Efforts to eradicate poverty

Over the years, the Phu Ninh district government in Quang Nam province has focused on implementing various measures to improve the quality of life for its people, ensuring social security; and effectively mobilizing and utilizing human resources to serve the socio-economic development process in the area.

Support for building new houses and repairing existing ones.

The house of Ms. Nguyen Thi Cam (69 years old), in Phu Thinh town, Phu Ninh district, has deteriorated after many years of construction, posing a potential safety risk during the rainy and stormy season. In mid-May 2024, Ms. Cam and her husband were finally able to build a new house after receiving approval for repair support under Resolution No. 13 dated September 22, 2023, of the Provincial People's Council (support for eliminating temporary and dilapidated houses in the province during the 2023-2025 period).

Ms. Cam shared: “Being approved for house repair support, my children are very excited. They contributed extra funds to encourage their parents to build a sturdy house, ensuring a place for worship and no longer worrying when storms come. My family worships my father, who was a war martyr, and I myself am a person who contributed to the revolution.”

Also classified as a person with meritorious service, Ms. Truong Thi Hoa, residing in Phu Thinh town, received 60 million VND in support to build a new house according to Resolution No. 13 of the Provincial People's Council. To date, the house is in the final stages of completion.

Ms. Hoa said: "Along with this financial support, my children contributed about 30 million VND to build a house for me. At my age, my wish has been fulfilled when the government supported the reconstruction of a sturdy house for me to live in."

According to a report by the People's Committee of Phu Ninh district, after three years (2021-2023) of implementing sustainable poverty reduction work associated with the movement "Phu Ninh joins hands for the poor - Leaving no one behind," the district still has 447 poor households, accounting for 1.93%, and 288 poor households, accounting for 1.24%.

Over the past three years, the locality has provided benefits to 2,391 children, students, and university students with a total budget of nearly 1.7 billion VND; compiled lists and issued 2,887 health insurance cards to households classified as poor and near-poor. 9,858 people borrowed capital from the District Social Policy Bank with a total outstanding loan balance of nearly 343.8 billion VND. From the provincial, district, and commune relief funds and poverty alleviation funds, 117 houses have been built for poor, near-poor, and households with particularly difficult circumstances, with a total budget of nearly 4.8 billion VND;…

Ms. Nguyen Thi Ngoc Van, Chairwoman of the Vietnam Fatherland Front Committee of Phu Ninh District, said that in recent years, from the district level to the grassroots, efforts have focused on mobilizing and receiving tremendous support in terms of material and spiritual resources to jointly assist families with meritorious services to the nation, poor and near-poor households, and households with particularly difficult circumstances to improve their housing and rise in life. Thanks to this, many temporary and dilapidated houses have been supported with new construction or repairs; hundreds of cases of hardship and misfortune have received support for their lives and livelihoods. This has contributed to achieving the goal of poverty reduction and ensuring social security.

Maintain the status of a new rural district.

According to Mr. Huynh Xuan Chinh, Chairman of the People's Committee of Phu Ninh district, in 2010, Phu Ninh was honored to be selected by the Central Steering Committee as one of the five pilot districts for building new rural areas nationwide. In 2015, Phu Ninh was recognized as a district meeting the standards of a new rural district. By the end of 2024, the district will continue to maintain and uphold the criteria for achieving the new rural district standard; 32 out of 48 villages have achieved the standard of model new rural villages. While in 2005, the poverty rate in the district was over 23%, after 20 years, it has decreased to 1.8%, and the near-poverty rate is 1.31%.

The average per capita income reached 60 million VND/person/year, an increase of more than 18 times compared to the first year of establishment. The value of the technology, trade, and service sectors accounts for nearly 85%, and economic revenue has increased 37 times compared to before. Currently, the district has 4 industrial clusters with a scale of over 46 hectares, attracting nearly 35 businesses to invest, develop production, and provide jobs for over 4000 workers.

Mr. Huynh Xuan Chinh further shared that currently, the socio-economic infrastructure system in Phu Ninh district is relatively well-invested, better meeting the needs of the people. To date, 100% of commune and inter-commune roads and village roads have been asphalted and concreted; over 90% of alleyways and hamlets have been concreted and hardened; and 86.6% of internal agricultural roads have been hardened.

Regarding future tasks, Mr. Huynh Xuan Chinh emphasized: “Accelerate economic development; mobilize and effectively utilize resources; invest in completing the infrastructure system to serve development and people's lives. Promote administrative reform and digital transformation; focus on cultural and social development, improving the quality of life for the people. Maintain political stability, ensure national defense and security; leverage the strength of national unity to meet increasingly high demands, so that together with the province and the country, we can enter a new era – an era of national progress.”
