BHG - Instead of rigidly implementing assigned targets and plans for building new rural areas (NRA) or criteria for NRA communes and villages, Quan Ba district has new initiatives that are suitable to local realities, aiming to build NRA that encompasses conditions for improving the material and spiritual lives of the people and transforming the face of rural infrastructure.

In implementing the New Rural Development program, despite being a poor and particularly disadvantaged district, the Party committees, authorities at all levels, and the people of Quan Ba district have shown determination, effort, and unity, leveraging their internal resources to build increasingly modernized rural areas. In 2024, Quan Ba had 3 out of 13 communes and towns recognized as meeting the New Rural Development standards: Quyet Tien, Thanh Van, and Dong Ha; the total number of criteria met by communes in the district reached 150 out of 228 criteria, averaging 11.5 criteria per commune. In 2024 alone, the district integrated various resources to construct nearly 19 km of rural concrete roads; leveled the foundations of 222 houses; built 549 bathrooms and 622 sanitary toilets; relocated 230 livestock barns; and constructed and installed 868 water tanks and reservoirs. At the same time, the people contributed over 9,500 man-days of labor, opening 11.3 km of new dirt and stone roads and repairing, upgrading, and expanding over 12.7 km of rural roads… This contributed to achieving the goals of building new rural communes and villages this year.
In addition to implementing the general goals within the framework of the New Rural Development plan, the district continues to vigorously implement tasks specific to the locality, such as: building model residential areas; constructing beautiful gates and fences at households; socializing the installation of streetlights and security cameras; and creating bright, green, clean, and beautiful roads. To date, Quan Ba district has established 41 model residential areas in its communes and towns; 13 of these will be implemented in 2024 alone. These model residential areas are gradually continuing to improve the criteria and enhance quality, such as: building entrance gates, planting flowers and ornamental trees, installing streetlights, constructing stone fences; beautifying household gardens, renovating neglected gardens; and establishing homestays to welcome and serve tourists .

Although the movement to build beautiful gates and fences for households was only launched in 2024, all 13 communes and towns have widely promoted it to villages and the people, attracting the participation of 65 households, resulting in nearly 150 meters of fences made of stone, woven bamboo, bougainvillea, and thorny plants. The social mobilization movement to install nighttime lighting for residential areas and clusters has received positive support from officials, Party members, and the people. In 2024, the entire district mobilized over 852 million VND through social mobilization, installing an additional 43 cameras; cumulatively, 32 roads with 448 poles and light bulbs have been installed and are operating stably, including 132 cameras installed in villages and public areas in densely populated areas, with the remainder installed at commune and town headquarters, schools, and health stations. Additionally, 89 out of 107 villages have access to the internet, with 38 of them using the internet to install security cameras.
Alongside these movements, Quan Ba district has built 18 bright, green, clean, and beautiful roads in 13 communes and towns; including 5 roads integrated into model residential areas; 12 out of 13 communes and towns have selected village lanes with a minimum length of 300m, while Ta Van commune has a lane length of 240m; 100% of the lighting systems in communes and towns are operating stably and green hedges, flower pots, and ornamental plants are being planted along the roads; 100% of communes have regulations for managing and assigning households, groups of households, and residential areas in the area to carry out sanitation work along the roads…
According to Nguyen Manh Tung, Deputy Head of the Agriculture and Environment Department of Quan Ba District: The highest goal in the district's New Rural Development program is to improve the material and spiritual lives of the people. Therefore, in recent years, the district has implemented many unique, creative, and comprehensive approaches to build a truly effective and holistic New Rural Development program. This has received widespread support and positive feedback from the people. The practical results of these movements have contributed to changing the face of infrastructure and improving the lives of rural residents in the area.
