According to Decision No. 319/QD-TTg dated March 8, 2022 of the Prime Minister, a model new rural commune in the 2021-2025 period must have at least one “smart rural” model as prescribed by the Provincial People's Committee. Therefore, the Central Office for Coordination of the New Rural Development Program has implemented the Project “Digital transformation in new rural construction, towards smart new rural areas in the 2021-2025 period” in rural areas nationwide.

Binh Duong (Binh Son) is the first commune in the province to be recognized as meeting the NTM standards in 2014 and advanced NTM in 2023. This is also a pioneering locality in promoting the application of digital technology in NTM construction. Since 2014, the Party Committee, government and people of Binh Duong commune have not only focused on completing the criteria, but also focused on applying information technology and digital transformation, contributing to promoting local economic and social development. There are hundreds of large production fields with revenue from 300 - 400 million VND/ha/year using automatic irrigation systems and water-saving irrigation. There is a chili growing area with a growing area code issued by the Provincial Department of Cultivation and Plant Protection (Department of Agriculture and Environment); The product "Binh Duong - Binh Son Chili" was granted a Certificate of Collective Trademark Registration by the Department of Intellectual Property (Ministry of Science and Technology) and met VietGAP standards... These advanced and effective production models are the premise for Binh Duong commune to implement and build smart rural areas, towards smart new rural areas and model new rural areas.

According to Chairman of Binh Duong Commune People's Committee Do Tien Quang, if NTM helps Binh Duong commune put on a new coat of infrastructure, digital transformation brings about a strong change in production thinking, economic development and people's quality of life. Thanks to "digitalization", people not only have more convenience in looking up information, learning effective production models, but also introducing, promoting, and trading goods, helping to stimulate consumption and increase product value. Also thanks to digital transformation, the commune has "4.0 routes" with non-cash payment methods, helping people to transact quickly, conveniently, safely and economically.

Up to now, Binh Duong commune has more than 90% of people of working age using smartphones to conduct electronic transactions. Nearly 100% of people in the commune have installed and proficiently used many convenient applications, such as: VNeID, cashless payment and e-commerce platforms... Mr. Le Tan Binh, in My Hue 1 village, Binh Duong commune said, at first, I and customers were confused about installing and conducting electronic transactions, especially payment. However, thanks to the regular guidance and support of the village's Community Digital Technology Team members, I and customers have gradually become familiar with payment methods by bank transfer, card swiping or QR code. Not only buying and selling goods, but now I also use smartphones to pay for electricity and water without having to go to public places to pay like before.

According to regulations, a commune that is assessed and recognized as meeting the model NTM standards must complete 3 groups of criteria, including: Average income per capita, having at least 1 "smart village" and choosing a model field. Implementing the goal of a model NTM commune, in 2024, Binh Duong commune is the only locality in the province to register to implement a smart village. Although the province has not yet issued specific criteria for smart villages, the Party Committee, government and people of Binh Duong commune understand that this is a model of applying modern, intelligent and automatic technologies to production and life. From the foundation of advanced NTM criteria and technology application, digital transformation, the political system and people of Binh Duong commune unanimously responded, initially achieving positive results.

Mr. Huynh Van Nhung, in Dong Yen 3 village, Binh Duong commune, shared that in the past, the use of Zalo and smartphones in the village was limited. Every time an event or meeting was announced, village officials had to use loudspeakers or invitations. Now, with the Zalo application, propaganda and mobilizing people to implement the policies, regulations of the Party and the State are transmitted easily and quickly anytime, anywhere. Many people also use social networking sites to introduce and sell agricultural products very effectively.

People in Binh Duong commune are not only familiar with electronic payments and using essential services via smartphones, but also learn and scan codes to access and look up administrative procedures from the National Public Service Portal. Chairman of Binh Duong Commune People's Committee Do Tien Quang emphasized that the application of information technology and digital transformation contributes to building a new rural area in depth, effectively and sustainably. However, the biggest barrier today is that the telecommunications infrastructure does not meet the requirements, public wifi points have not been installed in village cultural houses... In addition, the ability to access technology and digital technology of a part of the people is still limited. Therefore, in addition to recommending that competent authorities pay attention to investing in telecommunications infrastructure, the commune continues to maintain and promote the role of the Community Digital Technology Team by guiding and supporting people to participate in learning about digital transformation and Internet applications. Thereby, helping people access and use the utilities of digital technology to develop production, business as well as e-commerce transactions. This is also a solution to increase transparency in administrative activities, helping communes more conveniently monitor and control the file processing process, contributing to connecting the government with the people.
