NDO - On the morning of April 3rd, Hanoi Medical University held a ceremony to announce and present the decision of the Minister of Health recognizing Associate Professor, Dr. Phan Thi Thu Huong, former Director of the Department of HIV/AIDS Prevention and Control, as the Chairperson of the University Council of Hanoi Medical University.

Associate Professor, Dr. Phan Thi Thu Huong assumes the position of Chairperson of the University Council of Hanoi Medical University, replacing Professor, Dr. Ta Thanh Van.

Associate Professor, Dr. Phan Thi Thu Huong graduated from Hanoi Medical University (1995), received her Master's degree from the University of Brussels, Belgium (2004), and her PhD from the University of Public Health (2013).

With over 30 years of experience in the healthcare field, Associate Professor, Dr. Phan Thi Thu Huong has made significant contributions to enhancing Vietnam's standing in HIV/AIDS prevention and control internationally.

She was a member of the team that developed the World Health Organization's PrEP Treatment Guidelines. She also participated in numerous international studies and collaborative programs with leading universities in the United States…

The Department of HIV/AIDS Prevention and Control has implemented many effective programs, contributing to making Vietnam the fourth-ranked country in the world in terms of HIV/AIDS treatment quality and leading the Asia-Pacific region in pre-exposure prophylaxis (PrEP).

Vietnam has achieved impressive results: the number of new infections has decreased by 60% compared to 2010, more than 97% of ARV patients have achieved undetectable viral loads, and the rate of mother-to-child transmission has decreased from 30% to below 1.9%.

The Methadone program has helped tens of thousands of people overcome addiction and reduce their risk of infection. These efforts have contributed to preventing the spread of disease for more than 1.2 million people and reducing deaths for 200,000 patients…

Speaking at the ceremony, Minister of Health Dao Hong Lan extended her congratulations and expressed her hope that the leadership, staff, lecturers, and all students of Hanoi Medical University would continue to affirm its position as a key national university, excellently fulfilling its mission of training high-quality medical personnel, contributing to improving the quality of healthcare for the people; and congratulated Associate Professor, Dr. Phan Thi Thu Huong on officially being recognized as the Chairperson of the University Council of Hanoi Medical University.

“The process of appointing the Chairperson of the Board of Directors of Hanoi Medical University was carried out strictly in accordance with regulations, with full input from relevant agencies and units. The Standing Committee of the Party Committee of the Ministry and the leadership of the Ministry of Health are confident that with her dedication and experience in managing and operating medical activities, Comrade Phan Thu Huong will continue to promote the spirit of unity and consensus among the teaching staff and employees of Hanoi Medical University, and successfully fulfill her assigned responsibilities,” Minister Dao Hong Lan affirmed.

Our country is entering a new era - an era of national resurgence with many intertwined opportunities, advantages, difficulties, and challenges, posing important but also glorious tasks for the health sector in general and Hanoi Medical University in particular.

Therefore, the head of the health sector requested that the school's leadership, staff, lecturers, trainees, and students effectively implement the Resolutions of the Politburo, the Central Committee of the Party, and the Government on training, scientific research, and healthcare for the people, especially in accordance with the Politburo's directive in Resolution No. 57-NQ/TW dated December 22, 2024, on the development of science, technology, innovation, and national digital transformation.

In particular, developing Hanoi Medical University into a key national higher education institution with the capacity and prestige in training, research, medical examination and treatment services, and innovation, playing a core and leading role in the network of higher education institutions in the health sector, achieving top quality in Asia; ensuring the training and improvement of the quality of medical staff, contributing to improving public health and healthcare for the people, thereby enhancing the stature of the Vietnamese people.

To build and develop a modern, internationally integrated school-hospital model for training, scientific research, and healthcare, raising the quality of medical services to be on par with advanced countries in the region, and meeting the increasingly high and diverse healthcare needs of the people.

On this occasion, Hanoi Medical University signed memoranda of cooperation with units under the Ministry of Health and a number of leading hospitals.

The university continues to innovate its undergraduate and postgraduate training programs, as well as its admissions, graduation, evaluation, assessment, and quality assurance processes to meet the learning outcomes of its programs. It also builds a team of lecturers and administrative staff that is sufficient in quantity and strong in quality to support training.

On the other hand, successfully implementing digital transformation serves university autonomy, enhances the governance role of the University Council in strategic direction of the university's development; strengthens monitoring and accountability activities, and increases transparency in the university's operations. It improves the effectiveness and efficiency of the university's operations, creating space for the creation and development of inventions and innovations in medicine, education, and technology transfer.
