Decentralization must go hand in hand with the capacity for implementation.

Ahead of the Fifth Session (the regular mid-year session of 2026) of the 19th term of the Ha Tinh Provincial People's Council, many issues related to decentralization to the commune level and resources for policy implementation were discussed by delegates. The Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, Nguyen Hong Linh, emphasized the requirement that resolutions issued must be practical, feasible, and ensure the conditions for implementation at the grassroots level.

At the discussion meeting of Delegation Group No. 3 of the Provincial People's Council before the mid-year regular session of 2026, the delegates basically agreed with the content of the reports, proposals, and draft resolutions submitted to the session; at the same time, they focused on providing feedback on contents that directly impact the lives of the people, the activities of the local government, and the development requirements of the province in the coming period.

Delegates discussed and provided feedback on several important draft resolutions, including: regulations on expenditure levels for emulation and reward activities; principles, criteria, and allocation norms for public investment capital from local budgets for the period 2026-2030; decentralization of authority to commune-level People's Councils to decide on the allocation and adjustment of medium-term and annual public investment plans; approval of the 2025 local budget settlement; and regulations on the maximum and minimum levels of land price adjustment coefficients in the province.

One of the issues that received much feedback was the draft resolution stipulating policies to support and encourage the use of cremation in the province. Delegates suggested reviewing the scope and target groups; considering increasing the support level for poor households, near-poor households, and those with difficult circumstances; and simplifying procedures to make it easier for people to access and benefit from the policy.

Regarding the draft resolution stipulating certain regimes and policies for villages and residential areas, many opinions suggested clarifying the target groups and support levels for Party branch secretaries, village heads, and residential area leaders to ensure consistency in implementation; and researching ways to increase support levels for heads of neighborhood groups to suit the requirements of the tasks in the new situation.

Based on the practical experience of operating the two-tiered local government model, many delegates suggested that the province should prioritize allocating resources to invest in and upgrade village and neighborhood cultural centers after mergers to meet community needs, facilitate online meetings, and support citizens in carrying out administrative procedures. Some opinions suggested establishing appropriate mechanisms soon to ensure the effective operation of commune-level comprehensive service centers, addressing difficulties in human resources, recruitment, and utilization of commune-level officials and civil servants.

Regarding the draft resolution on policies to encourage agricultural and rural development and the construction of new rural areas in the period 2026-2030, delegates proposed a comprehensive assessment of the results of policy implementation in the previous period; focusing resources on policies with high spillover effects, creating momentum for production development, forming value chains, and increasing people's income.

The opinions also addressed the allocation of public investment capital, capital for implementing national target programs, policies to support the remediation of animal diseases, the list of land-use projects, the conversion of forest land use, and many other important issues expected to be considered and decided by the Provincial People's Council at the session.

Regarding the target of economic growth of 10% or more in 2026, the Chairman of the Provincial People's Council requested continued focus on creating a foundation for rapid and sustainable growth in the following years. This includes directly addressing existing shortcomings and limitations; and developing practical and feasible solutions for issues related to land clearance, public investment disbursement, investment attraction, enterprise development, and production and business activities.

One requirement particularly emphasized by the Chairman of the Provincial People's Council is that the mechanisms and policies presented at the session must truly stem from practical needs, ensuring feasibility and effectiveness. The policies enacted must address practical difficulties and obstacles, create new impetus for development, and be consistent with the province's resource allocation capabilities.

Regarding policies on human resources, science and technology, innovation, digital transformation, agricultural and rural development, and new rural construction, it is necessary to continue carefully reviewing the beneficiaries, application conditions, support levels, and expected effectiveness after implementation.

In particular, for the policy on agricultural and rural development and the construction of new rural areas in the period 2026-2030, it is necessary to fully incorporate opinions from the grassroots; carefully assess the feasibility of contents related to land consolidation, production support, rural infrastructure development, mechanization, OCOP products, marine economy, fisheries, and rural environment.

Regarding decentralization and delegation of power to the commune level, the Chairman of the Provincial People's Council stated that this is a sound policy aimed at promoting the initiative and self-responsibility of localities. However, decentralization must go hand in hand with delegation of power, allocation of resources, training of officials, and professional guidance. Issues related to public investment, budget management, land management, and project management need to be thoroughly evaluated to ensure that when tasks are assigned to the commune level, the commune has the necessary conditions to implement them effectively.
