Propose new incentive policies.

Reporting at the session, Minister of Planning and Investment Nguyen Chi Dung stated that the macroeconomic situation in October and the past 10 months has been basically stable, with an increasingly clear recovery trend across all three drivers: investment, domestic consumption, and exports. The economy is gradually regaining its growth momentum, with each quarter growing faster than the previous one, and each month showing more positive results than the previous one. Domestic inflation is under control amidst high global inflation. The average consumer price index (CPI) for the first 10 months increased by 3.2%, significantly lower than the target (around 4.5%), creating room for monetary and fiscal policies to boost growth and adjust prices of goods managed by the State.

Concluding the meeting, Prime Minister Pham Minh Chinh requested ministries, sectors, and localities to build upon achievements and lessons learned, overcome difficulties and challenges, closely monitor and understand the situation to provide decisive and effective leadership and direction, respond with timely and accurate policies, demonstrate high determination, make great efforts, and take decisive action to better complete tasks in November and December. The goal is to achieve the highest possible targets and indicators for 2023 and create favorable momentum for 2024.

Emphasizing several key tasks, the Prime Minister requested continued priority in promoting growth, maintaining macroeconomic stability, controlling inflation, and ensuring major balances. He stressed the need to continue implementing a proactive, flexible, timely, and effective monetary policy, coordinating it synchronously, closely, and harmoniously with a rational and focused expansionary fiscal policy. He also called for strengthening financial and budgetary discipline, striving to increase revenue, and strictly controlling expenditures, ensuring thorough savings. Furthermore, he urged close monitoring of market supply and demand, prices, and proactive implementation of market stabilization programs, especially during the year-end and Lunar New Year holidays.

The Prime Minister emphasized the need to focus on removing obstacles to expand and promote production and business, unlock, mobilize, and effectively utilize resources, and create jobs and livelihoods for the people. He stressed the importance of effectively implementing preferential policies on interest rate reductions and waivers, debt restructuring; tax, fee, and land lease exemptions, reductions, and extensions; and continuing to review and propose new preferential policies (including further VAT reductions to alleviate difficulties for production and business). Simultaneously, he called for accelerating the disbursement of public investment capital, the socio-economic recovery and development program, and the three national target programs; and speeding up the approval process for planning, striving to disburse at least 95% of the planned capital for 2023.

Actively restore and develop corporate bond and real estate markets. Address the localized shortage of teachers, especially preschool teachers; find appropriate solutions regarding textbooks that meet the requirements of socialization and management, ensuring both quality and affordability for the people…

In addition, ensure sufficient goods are prepared to serve the people during the Tet holiday; implement appropriate and effective support and care for the lives of people during the lean season and the Tet holiday of the Year of the Dragon 2024.

The press also raised concerns about images circulating on social media recently showing pages from children's books depicting content from textbooks, causing negative public opinion. According to Deputy Minister of Education and Training Hoang Minh Son, the Ministry of Education and Training has very strict regulations regarding textbooks, from standards and procedures to evaluation and selection. For reference books and children's books, the scope is much broader, and the Ministry has not yet found any cases of reference books introduced into schools with inappropriate content. “Recently, there have been some incidents, and this is not the first time, where some social media accounts and newspapers have photographed parts of books found somewhere on the market, possibly intentionally or unintentionally, leading people to mistakenly believe these are textbook contents. This is very dangerous and has a very negative impact on the entire education system,” the Deputy Minister noted.

Clarifying the violations of Thanh Buoi bus company.

Later that afternoon, the Government Office held its regular press conference. At the press conference, regarding the violations committed by Thanh Buoi bus company, Deputy Minister of Transport Nguyen Danh Huy emphasized that, following the Thanh Buoi bus company incident, the Ministry of Transport has assigned the Vietnam Road Administration to inspect and audit the state management responsibilities of all 63 provincial Departments of Transport nationwide. The Ministry of Transport will continue to coordinate with local authorities and the investigative agency of the Ministry of Public Security to clarify this matter. In December, the Road Administration will finalize its investigation report, submit it to the Government, and provide it to the press. The Ministry of Transport is also closely cooperating with the Ministry of Public Security in the investigation and handling of the case.

Responding further on this matter, Lieutenant General To An Xo, spokesperson for the Ministry of Public Security, said that following the Prime Minister's directive, the Ministry of Public Security instructed the Dong Nai Provincial Police to investigate and clarify the cause of the accident caused by Thanh Buoi bus company; and at the same time, to handle the responsibilities of individuals and organizations involved; and instructed the Ho Chi Minh City Police to promptly receive, classify, and handle reports of crimes related to Thanh Buoi bus company.

Ho Chi Minh City police have searched the headquarters, branches, and related locations of Thanh Buoi Company in Ho Chi Minh City and Lam Dong province to clarify the company's violations. Meanwhile, Deputy Minister of Finance Nguyen Duc Chi said that the Ho Chi Minh City Tax Department, through inspection, discovered that Thanh Buoi Company showed signs of tax evasion, reducing the amount of tax payable.

The Ho Chi Minh City Tax Department has now transferred the company's file to the investigative agency. The Ministry of Finance has directed the General Department of Taxation and relevant units to closely cooperate with the investigative agency to clarify the responsibility of Thanh Buoi Company and related individuals regarding tax evasion, if any.
