On the afternoon of July 29th, the Party Committee of Ham Thuan Bac commune (Lam Dong province) solemnly held its first Party Congress for the 2025-2030 term with the theme "Unity - Democracy - Discipline - Breakthrough - Development".

Comrade Vo Thanh Binh, Member of the Standing Committee of the Provincial Party Committee and Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department, delivered a speech guiding the Congress.

Attending and directing the Congress were Comrade Vo Thanh Binh, Member of the Standing Committee of the Provincial Party Committee, Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department; members of the Provincial Party Committee's Working Group No. 11; and former Secretaries and Deputy Secretaries of the commune Party Committees from various periods. The Congress was attended by 146 official delegates, representing more than 600 Party members from 29 affiliated grassroots Party organizations.

In his opening remarks at the Congress, Comrade Nguyen Thanh Tan, Secretary of the Party Committee of Ham Thuan Bac commune, emphasized: During the 2020-2025 term, despite many difficulties, the Party Committee and people of Ham Thuan Bac commune have upheld the tradition of unity, strived to overcome challenges, and achieved many important results in various fields. The agricultural economy is basically stable, with some targets exceeding the plan; infrastructure continues to receive investment; development programs for ethnic minority areas are implemented effectively; national defense and security are maintained; and the political system is gradually being consolidated and operating effectively.

This congress is tasked with discussing and approving the consolidated feedback on the draft documents to be submitted to the 14th National Congress of the Party and the draft political report to be submitted to the 1st Congress of the Lam Dong Provincial Party Committee, term 2025-2030.

Delivering a guiding speech at the Congress, Comrade Vo Thanh Binh, Member of the Standing Committee of the Provincial Party Committee and Head of the Provincial Propaganda and Mass Mobilization Department, praised and congratulated the Party Committee and the people on the important achievements they have made during the past term.

The comrade emphasized that, during the 2025-2030 term, Ham Thuan Bac commune faces unprecedented opportunities and advantages. The merger has created a vast new development space with a population of nearly 30,000 people.

In particular, its strategic geographical location, situated on vital transportation routes such as the North-South Expressway, National Highway 28, Provincial Road 714, and Provincial Road 711, opens up enormous opportunities for connectivity, trade, attracting investment, and developing industry, commerce, services, and tourism . The potential in terms of land and irrigation, especially the Song Quao Lake area, is an extremely significant advantage.

Therefore, in order to successfully achieve the goals and tasks set forth by the Congress, Comrade Vo Thanh Binh suggested that the Congress focus its discussions and resolutions on several key tasks, and that the Party Committee of the commune should concentrate its leadership and guidance on these tasks.

Among these, the key task, of paramount importance, is to focus on building a truly clean, strong, united, and cohesive Party Committee and political system in Ham Thuan Bac commune, with high leadership capacity and fighting strength, meeting the requirements of the new period.

Next, a breakthrough in thinking and action is needed to develop the economy, transforming Ham Thuan Bac into a dynamic economic center. In particular, the locality must seize opportunities arising from transportation routes to strongly develop trade, services, logistics, and processing industries.

In parallel, we must focus on mobilizing all resources to invest in the comprehensive construction of infrastructure, gradually shaping the appearance of a future city. We must concentrate on implementing the breakthroughs identified by the Congress, namely providing clean water for the northern region and reinforcing the canal system.

At the same time, economic development must be linked to socio-cultural development, ensuring social security and comprehensively improving the lives of the people. The quality of education and healthcare must be improved, and a rich and healthy cultural life must be built.

The Congress voted to approve 12 key targets for the 2025-2030 term:

1. Average per capita income of 75 million VND (by 2030).

2. The average annual total food production meets the targets set by higher authorities.

3. Issue land use right certificates meeting the annual targets set by higher authorities.

4. Capital investment value for 5 years: 75 billion VND; of which 2 to 4 billion VND will be mobilized from the people.

5. Annual revenue collection meets and exceeds the targets set by higher authorities.

6. Annually maintain 100% of villages achieving the title of "Cultural Village"; 100% of units achieving the "Cultural Standard"; and 95% or more of households achieving the title of "Cultural Family".

7. Annually reduce the number of poor households to meet the targets set by higher authorities. Annually, verify and refer 700-800 workers for employment. Increase the percentage of workers with vocational training to 75% or higher.

8. Maintain and improve the standards of universal preschool education for 5-year-olds, universal primary education at the appropriate age level 3, literacy eradication at level 2, and universal lower secondary education at level 3. Mobilize 99% of 5-year-olds into kindergarten and 6-year-olds into grade 1. The percentage of schools meeting national standards is 65%.

9. Maintain and improve national standards for primary healthcare. Maintain the overall population growth rate at 0.65%; reduce the rate of malnourished children to below 5% (by 2030); achieve a rate of 65%-70% of households using piped water; and achieve the annual target of 95% of the population participating in health insurance.

10. Annual troop recruitment and militia training meet the targets set by higher authorities.

11. The People's Council, People's Committee, Fatherland Front, and political and social organizations have performed their duties well or better.

12. The Party Committee of the commune meets the annual targets set by higher authorities in recruiting new members; 100% of Party branches complete their tasks annually (of which 80% complete them well); the commune Party Committee achieves a "Good Performance" rating or higher.
