Attending and directing the Congress were comrade Vo Thanh Binh, member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Propaganda and Mass Mobilization Commission; comrades in the Provincial Party Committee's Working Group No. 11; comrades who were former Party Secretaries and Deputy Secretaries of the Commune Party Committees in different periods. The Congress was attended by 146 official delegates, representing more than 600 party members from 29 affiliated grassroots Party organizations.
Speaking at the opening of the Congress, comrade Nguyen Thanh Tan, Secretary of the Party Committee of Ham Thuan Bac commune emphasized: During the 2020 - 2025 term, despite many difficulties, the Party Committee and people of Ham Thuan Bac commune have promoted the tradition of solidarity, made efforts to overcome difficulties, and achieved many important results in all fields. The agricultural economy is basically stable, some targets exceed the plan; infrastructure continues to receive investment attention; development programs for ethnic minority areas are effectively implemented; national defense and security are maintained; the political system is gradually improved and operated effectively.
This congress has the task of discussing and approving the synthesis of comments on the draft documents submitted to the 14th National Congress of the Party and the draft political report submitted to the 1st Lam Dong Provincial Party Congress, term 2025-2030.
Speaking at the Congress, Comrade Vo Thanh Binh, Member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Propaganda and Mass Mobilization Commission, commended and congratulated the important achievements that the Party Committee and People have achieved in the past term.
He emphasized that in the 2025-2030 term, Ham Thuan Bac commune is facing unprecedented opportunities and fortunes. The merger has created a new, large development space with a population of nearly 30,000 people.
In particular, the strategic geographical location, located on key traffic routes such as the North-South Expressway, National Highway 28, DT.714, DT.711, opens up great opportunities for connection, trade, investment attraction, industrial development, trade, services and tourism . The potential of land and irrigation, especially the Song Quao Lake area, is an extremely great advantage.
Therefore, to successfully implement the goals and tasks set out by the Congress, comrade Vo Thanh Binh suggested that the Congress focus on discussions and resolutions and the Party Committee of the commune needs to focus on leading and directing well a number of key tasks.
In which, the key and most decisive task is to focus on building the Party Committee and political system of Ham Thuan Bac commune to be truly clean, strong, united, with high leadership capacity and fighting strength, meeting the requirements of the new stage.

Next, create a breakthrough in thinking and action to develop the economy, turning Ham Thuan Bac into a dynamic economic center. In particular, the locality must seize opportunities from traffic routes to strongly develop trade, services, logistics, and processing industry.
Along with that, focus on mobilizing all resources to invest in synchronous infrastructure construction, gradually forming the appearance of a future urban area. We must focus on implementing the breakthroughs that the Congress has identified, which are providing domestic water for the northern region and solidifying the canal system.

At the same time, economic development must be closely linked to socio-cultural development, ensuring social security and comprehensively improving people's lives. It is necessary to improve the quality of education and health care, and build a rich and healthy cultural life.

On this occasion, comrade Vo Thanh Binh - Member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department presented the Party Committee of Ham Thuan Bac commune with a banner with 10 words: "Solidarity - Democracy - Discipline - Breakthrough - Development".
The Congress voted to approve 12 main targets for the 2025-2030 term:
1. Average income per capita of 75 million VND (by 2030).
2. The average annual total food output meets the target assigned by superiors.
3. Granting land use right certificates to meet the annual targets assigned by superiors.
4. Basic construction investment value for 5 years: 75 billion VND; of which mobilizing people's resources is from 2 to 4 billion VND.
5. Annual budget revenue meets and exceeds the target assigned by superiors.
6. Annually maintain 100% of villages achieving cultural titles; 100% of units achieving cultural standards and 95% or more of households achieving the title of "Cultural Family"
7. Reduce poverty households annually to meet the target assigned by superiors. Annually, confirm and introduce jobs for 700-800 workers. Increase the rate of workers receiving vocational training to 75% or more.
8. Maintain and improve the standards of universal preschool education for 5-year-olds, universal primary education at the right age level 3, illiteracy eradication level 2 and universal secondary education level 3. Mobilize 5-year-old children to kindergarten and 6-year-old children to grade 1 at 99%. The rate of schools meeting national standards is 65%.
9. Maintain and improve national standards on primary health care. Maintain the general population growth rate at 0.65%; reduce the rate of malnourished children to below 5% (by 2030); the rate of households using tap water reaches 65%-70%; the rate of people participating in health insurance reaches (95%) the annual target.
10. Annually recruit and train militia to meet targets assigned by superiors.
11. People's Council, People's Committee, Fatherland Front, and socio-political organizations have fulfilled their tasks well or better.
12. Recruiting new party members meets the annual target assigned by superiors; 100% of party cells annually complete their tasks (of which 80% complete their tasks well); The commune party committee achieves the level of "Completing tasks well" or higher.
