
Bai Chay is a central tourist area of the province, concentrating many apartment complexes, hotels, homestays, and short-term rental apartments. Currently, there are 11 apartment complexes in operation along with many other accommodation facilities serving tourists. Besides favorable conditions for socio -economic development, this area also poses a potential risk of drug-related crimes. According to law enforcement, drug offenders are becoming increasingly sophisticated, often exploiting the privacy and seclusion of apartment buildings and homestays to organize illegal drug use. Many cases involve renting apartments by the day or hour, communicating via social media to conceal their illegal activities, making management and detection difficult.
Recognizing drug prevention and control as a key task, the ward police advised the Standing Committee of the Ward Party Committee to issue a specialized resolution on building a drug-free Bai Chay ward by 2030, incorporating drug prevention and control into the annual work program, linked with ensuring security and order and building a civilized urban area.

In addition, the police force, in coordination with neighborhood committees, apartment building management boards, and other organizations, has strengthened residential management and inspected apartments for short-term rentals. This coordination has been implemented in many apartment complexes such as Green Bay, New Life Tower, Citadines Marina, Dragon Castle, and other tourist apartment complexes in the area. Through inspections, authorities have discovered many cases showing signs of large gatherings, the use of loud music, and suspected illegal drug use, and have promptly handled them according to regulations. In particular, the ward police have organized for 100% of businesses with conditional licenses, apartment owners, and accommodation establishments to sign commitments to strictly comply with regulations on drug prevention, comply with reporting requirements for residents, and not abet illegal activities.
Besides managing the local area, Bai Chay ward continues to effectively maintain self-governance models such as: "Safe Neighborhood Groups," "Security and Order Self-Management Groups," and "Drug-Free Neighborhoods," thereby mobilizing people to participate in monitoring, detecting, and reporting crimes. To date, the entire ward has established and maintained 5 drug-free neighborhoods. The fight against drug crime has been implemented vigorously. From 2023 to the present, Bai Chay Ward Police have detected and dismantled 36 cases involving 64 individuals related to the buying, selling, storing, harboring, and organizing the illegal use of drugs. These include 17 cases of organizing the illegal use of drugs with 39 individuals, 14 cases of illegal drug trafficking with 21 individuals, and 4 cases of illegal drug possession with 4 individuals. Specifically in apartment buildings, serviced apartments, and homestays, authorities have discovered and dismantled 17 cases of harboring and organizing the illegal use of narcotics, and dealt with many individuals from other localities who rented apartments to carry out illegal activities.
Drug prevention and control efforts have also been intensified by the authorities through various appropriate methods, such as broadcasting on radio, social media, Zalo groups in residential areas, distributing leaflets, and organizing thematic conferences in schools, residential areas, and service businesses. The content focuses on warning about the harmful effects of synthetic drugs, drugs disguised as food and beverages, and e-cigarettes on young people.
Lieutenant Colonel Pham Dinh Nghia, Head of Bai Chay Ward Police, said: The ward police will continue to strengthen local management, tighten inspections of accommodation establishments, rental apartments, and apartment buildings, promote the application of technology in residence management, and promptly detect signs of violations. At the same time, they will promote the role of mass organizations, apartment building management boards, and residents in preventing and reporting crimes, and maintaining the effectiveness of self-governing models for security and order. In addition, the police force will continue to launch intensive campaigns to attack and suppress drug crimes, improve the effectiveness of drug rehabilitation and post-rehabilitation management, and strive to achieve the goal of building Bai Chay ward into a drug-free area by 2030, contributing to ensuring a safe, civilized, and sustainable living environment.
