Developing new OCOP products

In 2025, Quang Ninh will continue to promote the development of OCOP products in a diversified manner, improving quality and expanding the market for these products. This will contribute to the development of more distinctive products of the province and gradually help Quang Ninh's OCOP reach consumers both within and outside the province.

Quang Ninh's OCOP products have received investment and innovation in terms of quality and design, and have been highly appreciated by consumers.

To support businesses in developing and registering for OCOP product ranking, Quang Ninh province has recently integrated resources to support economic organizations with products registered for the OCOP program, enabling them to expand their scale, upgrade factories and equipment, improve products, and conduct trade promotion activities and seek markets.

According to observations in Ha Long City, a locality with many strengths in developing unique and high-quality OCOP products, the development of OCOP products is always given priority every year. In particular, all aspects of product support and development, focusing on origin, source of raw materials, product design, etc., are top priorities for Ha Long City in order to sustainably develop local OCOP products.

Accordingly, Ha Long has replanned concentrated production areas, supporting the development of strong models and potential OCOP products, developing and improving product quality, and enhancing competitiveness in the market, such as: areas for growing medicinal plants and Codonopsis pilosula (Dong Son, Dong Lam, Ky Thuong, Tan Dan); areas for growing Taiwanese guava (Son Duong, Dan Chu, Quang La); areas for growing flowers (Le Loi, Thong Nhat, Son Duong, Ha Phong); areas for processing food products like Ha Long squid patties and Phuong Thanh pork sausage (Hon Gai)... Currently, nearly 50 OCOP products have been developed in Ha Long City, and 100% of OCOP products and products participating in the OCOP cycle in the area have been traded on the e-commerce platforms Voso.vn and Postmart.vn. Many famous Ha Long OCOP products are trusted by many people, such as: squid patties, shrimp paste, rice crackers, braised pork belly, guava...

A representative from the Manh Ha production facility in Cao Xanh ward, Ha Long City, stated: "We have been producing and supplying Ha Long squid patties for many years to markets both within and outside the province. Our squid patties have become well-known and highly appreciated by consumers for their quality and design. Currently, our squid patties have been awarded a 4-star OCOP certification. To further develop the product and aim for a 5-star rating, we are investing heavily in production lines, building a distinctive squid patty brand to cater to customer preferences, and protecting our trademark. In the future, we will continue to invest heavily in facilities, upgrade product packaging and design, and research to introduce squid patties in new forms and weights to meet customer needs and preferences."

To promote the development of OCOP products, Quang Ninh province has effectively implemented seven groups of solutions according to Decision No. 3398 dated November 16, 2022, of the Provincial People's Committee, with the goal of strongly developing the One Commune, One Product (OCOP) program by the end of 2025. These solutions include: focusing on strengthening communication efforts to raise awareness among economic organizations, management agencies, and the people about the OCOP program; concentrating on implementing support mechanisms and policies, prioritizing the use of capital from national target programs and preferential credit sources to promote production, business, and development of OCOP products; and promoting the application of science and technology in production, from product traceability management to encouraging the application of advanced technologies in production, processing, and preservation. Emphasis is placed on organizing production in conjunction with regional raw material planning, developing OCOP products based on the natural advantages, culture, and production practices of the locality, linked to the province's key agricultural products such as: Ba Che ginseng, Hai Ha Duong Hoa tea, Binh Lieu vermicelli; Ha Long squid cake...

On January 16, 2025, Ba Chẽ golden flower tea product was awarded a 5-star certification.

Specifically, in 2025, the province aims to have 8 to 10 OCOP products with 5-star national certification to further develop and elevate Quang Ninh's OCOP products. To realize this goal, the province has proactively implemented measures to carefully select potential products that fully meet the criteria for 5-star products. Simultaneously, specialized working groups have been established to conduct field surveys, provide advice, and guide businesses in completing their dossiers and evaluation criteria for classification. Thanks to this focus on product development, on January 16, 2025, Ba Che golden flower tea was recently awarded 5-star certification, bringing the total number of 5-star national-level products in Quang Ninh to 5. Currently, the province also has four other potential products awaiting 5-star evaluation from the central government, including: Bavabi oyster paste, Quang Hanh natural mineral water with added carbonation, Gynostemma pentaphyllum tea (7-leaf variety), and An Duong herbal supplement.

According to statistics from the Provincial Rural Development Coordination Office, by the end of 2024, the province had 432 OCOP products rated 3 stars or higher, including 5 five-star OCOP products; 107 four-star OCOP products; and 320 three-star OCOP products. There were 186 entities participating in the OCOP program, including 48 businesses; 70 cooperatives; and 68 cooperative groups and households. Currently, to develop more new OCOP products, localities, businesses, cooperatives, and production facilities are actively developing products according to market demand, focusing on quality, standards, regulations, intellectual property, food safety, and packaging design.
