Party members in remote areas and ethnic minority regions not only contribute to strengthening the political system at the grassroots level and enhancing the leadership capacity and fighting strength of party organizations, but also serve as a crucial force in promoting socio-economic development and building local governments. Recognizing this importance, the Quang Ninh Provincial Party Committee has consistently focused on implementing various solutions and effectively carrying out party member development in these areas over the years.
As the locality with the largest ethnic minority population in the province, Binh Lieu district has paid special attention to strengthening and developing the source of Party members in ethnic minority areas over the years. Accordingly, Party committees at all levels have always focused on training and improving the skills of village and hamlet officials to increase the percentage of Party branch secretaries who are also village heads and heads of village and hamlet organizations who are Party members. To date, 100% of Party branch secretaries who are also village heads and heads of various departments and agencies are Party members.
In addition, Binh Lieu actively promotes patriotic emulation movements in labor, production, and building cultural life in residential areas, thereby identifying exemplary individuals to nurture and recruit into the Party. Annually, the Standing Committee of the Binh Lieu District Party Committee develops a plan to achieve targets for recruiting new Party members, ensuring quality rather than quantity, and adhering to the correct procedures and processes for Party membership recruitment.
During the 2020-2025 term, the Executive Committee of the Binh Lieu District Party Committee set a target of recruiting 3-4% of ethnic minority party members as party members compared to the total number of party members; and maintaining 100% of village, hamlet, and neighborhood party branches with local ethnic minority party members. To achieve this goal, the Standing Committee of the District Party Committee issued Directive No. 08-CT/HU (dated January 27, 2022) to strengthen the Party's leadership in improving the quality of new party member recruitment by 2025. By the middle of the term, the District Party Committee had recruited an average of 3.9% of new party members (exceeding the resolution's target of over 3% per year).
Thanks to the focus on developing new Party members, the quality of newly admitted Party members from ethnic minority groups in Binh Lieu district has been steadily improving. The majority of Party members have a high school education, and the percentage of Party members with professional training is increasing, contributing to the goal of eliminating villages without Party members or Party organizations.
The Cam Pha City Party Committee currently has nearly 300 Party members in ethnic minority areas, accounting for 2.67% of the total Party members, of which 80 are ethnic minorities. Since the beginning of the term, the locality has admitted 28 new Party members from ethnic minority groups. According to the Head of the Cam Pha City Party Committee's Organization Department, the work of developing Party members in ethnic minority areas has always been a priority for the city's Party Committee, focusing on quality over quantity. Exemplary individuals are selected through patriotic emulation movements at the grassroots level for training, development, and Party membership. Therefore, upon admission, many Party members have strived to become reputable individuals, serving as branch secretaries, village/neighborhood leaders, and making positive contributions at the grassroots level.
In recent years, the number of young ethnic minority workers employed in enterprises has been steadily increasing, especially in coal mining units in the area, thereby helping to maintain and stabilize the production and business activities of the Vietnam Coal and Mineral Industry Group (TKV). For example, Mong Duong Coal Joint Stock Company currently employs over 700 ethnic minority workers, accounting for approximately 21% of the company's total workforce; of which about 70% reside in the districts of Binh Lieu, Ba Che, Tien Yen, and Dam Ha.
The Party Committee of Mong Duong Coal Joint Stock Company currently has 37 subordinate branches, with a total of 818 Party members; of which 47 are ethnic minority Party members. To create a pool of potential and develop Party members from ethnic minorities, the company's Party Committee has directed organizations within the unit to strengthen propaganda and raise political awareness among ethnic minority youth union members; at the same time, creating favorable conditions for them to demonstrate their abilities and motivation to strive to become Party members.
Since the beginning of the Party Congress term, the Party Committee of Mong Duong Coal Joint Stock Company has admitted 15 new Party members from ethnic minority groups. Miner Ninh Van Thang (Mong Duong Coal Joint Stock Company) shared: "At the beginning of 2024, I was very honored and proud to be admitted to the Party. I promise to strive to fulfill my oath under the Party flag upon admission, continue to train myself to become a good Party member, always be at the forefront of the company's labor and production emulation movements, and become a role model for the masses to learn from."
Over the years, the Provincial Party Committee, the Provincial People's Committee, the Party building committees, the Fatherland Front at all levels, the political and social organizations of the province, the district, town, and city Party committees, and the Party committees directly under the province have effectively fulfilled their leadership and guidance roles in ethnic affairs; they have issued resolutions on Party building work, with a focus on improving the quality of Party organizations and Party members in ethnic minority areas.
Party committees and subordinate party organizations closely adhere to resolutions, develop specific and appropriate implementation plans, innovate content, and improve the quality of activities so that party organizations truly become the political nucleus at the grassroots level. From there, they lead and direct the successful implementation of goals and tasks, socio -economic development, poverty reduction, national defense and security, Party building, and the construction of a clean and strong political system; creating favorable conditions for the development of party members in ethnic minority and mountainous areas.
