Deputy Speaker of the National Assembly Nguyen Thi Thanh suggested reviewing the regulations on tutoring and supplementary classes to ensure they are appropriate and meet practical requirements after the implementation of Circular 29.

Regulations on tutoring and supplementary classes were among the topics discussed at a consultation meeting with experts on the draft Law on Teachers, organized by the National Assembly's Committee on Culture and Society in Ho Chi Minh City on the afternoon of March 27.

Let's examine how tutoring and extra classes exist and what should be done about them.

Speaking at the seminar, Ms. Nguyen Thi Thanh, Vice Chairwoman of the National Assembly, noted the content of teacher evaluation and regulations on what teachers are not allowed to do, including the issue of tutoring and extra classes.

Recently, the Ministry of Education and Training issued Circular 29 on the issue of tutoring and supplementary classes. It is proposed that this issue be regulated in the Law on Teachers with a principle that ensures it is not overly detailed or specific, so as not to require further amendments to the law later; it could be regulated in a decree to allow for further research on the issue of tutoring and supplementary classes under specific conditions and at specific times.

"I suggest that you review Circular 29, the reactions from teachers, education administrators, social issues, and parents regarding tutoring and extra classes, to see how it currently exists and what should be done to ensure it is appropriate and meets the requirements," Ms. Thanh emphasized.

In addition, Ms. Thanh also raised the issue of whether the regulations on the rights, obligations, and prohibited actions for teachers in the draft law ensure respect, honor, and sufficient protection for teachers in their professional activities.

The draft law also adds a policy allowing teachers in higher education institutions to participate in the management and operation of businesses, provided that the business is established by the educational institution and operates within the field of scientific development, application, and technology transfer.

Are the regulations in the draft law reasonable and feasible in practice? Have potential issues been anticipated, or are there still areas where we haven't been truly open and haven't created a truly favorable environment?

To allow educators to participate in development fields, especially science and technology, under the current mechanism, science and technology must be linked between research institutes, schools, businesses, and the market.

Research institutes and universities cannot stand independently, leading to a situation where scientific research is completed but not applied in practice. Research projects, after being approved, are simply packaged and stored away without being implemented in reality.

"This is a very new provision, and you should also consider whether the provisions in the draft law are sufficiently open, coherent, and clear to facilitate the implementation process," Ms. Thanh suggested.

Numerous experts and education administrators attended a consultation seminar on the draft Law on Teachers held in Ho Chi Minh City this afternoon.

"The only ban is widespread, unregulated, and coercive tutoring and extra classes."

During a discussion on the issue of tutoring, Mr. Pham Ngoc Thuong, Deputy Minister of Education and Training, affirmed that tutoring is not prohibited if it is conducted in accordance with regulations. The only prohibition is on widespread tutoring that violates regulations and involves coercive practices.

Tomorrow, March 28th, the Ministry of Education and Training will hold a conference for all 63 provinces and cities to discuss this issue.

"Nearly 30 years ago, the Central Committee Resolution II of the 8th Party Congress warned that widespread tutoring and extra classes wasted students' time and money, harmed their morale, and negatively impacted the teacher-student relationship."

It was already stated that year, and the task requirement was to cease this activity by the year 2000. However, now, based on the opinions of National Assembly representatives, we have compiled a summary and found the situation to be more serious for several reasons.

"The red line regarding widespread tutoring and extra classes has affected students, so specific conditions and regulations are needed. Recently, the Ministry has been very resolute and has created a large consensus. But alongside that, there are also concerns," Mr. Thuong said.

According to Mr. Thuong, after more than a month of implementing Circular 29, inspections of schools have shown that teachers assigned to teach regular classes are no longer allowed to provide extra tutoring to their students.

"Some argue that even voluntary, free tutoring should be banned for fear of being disguised. This is very difficult. If tutoring is free, how can it be banned? And if it's disguised, there are many ways to detect it. No teacher, under the guise of being a teacher, can secretly teach and still receive money. That number is very small, and it doesn't exist," Mr. Thuong affirmed.

Speaking at a seminar this afternoon, Deputy Minister of Education and Training Pham Ngoc Thuong affirmed that there is no ban on tutoring and extra classes, provided they are conducted in accordance with regulations.

Extending the service period for teachers should be done at the same rate of 5 years.

Commenting on the regulations regarding a higher retirement age for teachers in the draft Law on Teachers, Associate Professor Dr. Nguyen Kim Hong - former Rector of Ho Chi Minh City University of Education - suggested:

"In my opinion, the service time of those with doctoral degrees, associate professorships, and professorships should only be extended by no more than 5 years at the same level. Furthermore, retirement ages of 65 for women and 67 for men are appropriate under current and future conditions."

Regarding salaries and allowances for teachers, according to Mr. Hong, prioritizing preschool teachers is necessary, but they should only receive higher allowances, not higher salaries and allowances as stipulated in the regulations.
