From 2022 up to now, the Department of Advisory to the Provincial Party Committee and the Provincial People's Council has issued 3 resolutions, advising the Provincial People's Committee to issue 43 documents related to directing the promotion of digital transformation, cyberinformation security, and information security. . Issued more than 2.600 documents of all kinds to direct, guide and orient the activities of state management, production, business, and information and communication.
Digital infrastructure and application of information technology (IT) technology in the province are continuously expanded, the quality of services is increasingly improved. Currently, there are telecommunications enterprises VNPT Cao Bang, Viettel Cao Bang, VMS Mobifone Cao Bang branch, FPT Telecom Cao Bang branch; 2 postal enterprises are Provincial Post, Viettel Post; 5 companies and organizations operating in the delivery business in the province; 3 enterprises providing pay TV services; 3 printing facilities are licensed to operate in accordance with regulations.
The Provincial Data Sharing and Integration Platform (LGSP) is deployed, connected to the National Data Sharing and Integration Platform (NGSP), ready to exploit the national database on population. ; dedicated data transmission network connecting to 100% of People's Committees of districts and communes; The Provincial Intelligent Operation and Supervision Center (IOC) was put into operation. Provincial Public Service Portal provides 1.504 fully and partially integrated online public services, provided on the National Public Service Portal 1.162 fully and partially online public services. The career activities of IT and communication have achieved many positive results, especially the task of serving online video conferencing, ensuring information and communication, and training in IT application for staff.
Telecommunication network infrastructure is invested and built by enterprises, broadband fiber optic infrastructure is deployed to 100 communes on mobile networks with 1136 BTS stations; the total number of telephone subscribers in the whole network reached over 600.000. Total postal and telecommunications revenue in 2022 will reach VND 735,3 billion; nearly 30 billion VND to the State budget.
In the province, there are 2 press agencies, 1 magazine belonging to the Association of Literature - Arts, Special Journalist; 2 central press agencies set up representative offices, 3 central press agencies appoint resident reporters in the province; 13 reporters of newspapers and magazines appoint full-time staff to monitor the area. Closely following the direction and orientation of the Central Government and the province, the Department well performed the state management of the press, especially important, complex and sensitive information; grasp the operation status of the press agencies according to the principles and purposes. The work of external information and grassroots information has been promoted.
From 2022 up to now, deploying 3 large-scale inspections on management of mobile subscribers; inspecting the observance of the postal legislation at 2 enterprises; received and processed 7 petitions and complaints from citizens. In 2022, 23 decisions to sanction administrative violations of over VND 201 million were issued; In the first 5 months of 2023, administrative violations were handled by 4 individuals using facebook social network accounts with the amount of VND 30 million.
In the period of 2021 - 2025, the Department of Information and Communications is assigned to be the investor of 2 information technology application investment projects under the medium-term public investment plan for the period 2021 - 2025: investment in building a database system specialized, building specialized databases, total investment of 25 billion dong, the project is approved for implementation period from 2021 - 2023. Currently continuing to complete the project's items, It is expected to be completed and put into use in 2023
The Department of Information and Communications recommends: The province directs the allocation of funds to ensure resources to perform the tasks of the Provincial Digital Transformation Project to 2025, with orientation to 2030. Directing agencies, levels and branches related to building and promulgating appropriate mechanisms and policies to encourage businesses and economic sectors to invest in developing IT infrastructure; focus on removing difficulties for businesses in carrying out administrative procedures, especially licensing the construction of BTS stations; give adequate priority to investment in the development of IT infrastructure and application, and arrange capital sources for IT development.
