Speaking at the Conference, Deputy Prime Minister Tran Luu Quang highly appreciated the theme "Enhancing Asia's power in addressing global challenges", which is not only very relevant but also an imperative of action. , is a great responsibility placed on the shoulders of Asian countries for peace, stability and prosperity in the region and in the world. Accordingly, Deputy Prime Minister Tran Luu Quang made 5 important proposals:
First, Asian countries need to share and realize the vision of building an international system based on rules, with the United Nations Charter as the center; persistently promote multilateral cooperation, participate in reform and improve the efficiency of global governance institutions such as WTO, IMF, WB...; strengthen exchange and coordination of stances on global governance issues.
Monday, Asia needs to promote stronger and more drastic joint efforts and actions in addressing global challenges, striving to fulfill the Sustainable Development Goals (SDGs), as well as addressing new and non-traditional global challenges such as energy security, cyber security, human security, health security...; advocate for a global approach in addressing development challenges, encourage broader participation of businesses in development programs and projects, facilitate institutional arrangements, and promote the public-private partnership model.
Tuesday, countries need to cooperate more closely and effectively for rapid, inclusive and sustainable development; bring into play new growth drivers such as digital transformation, green transformation, and innovation.
More developed countries in the region need to support developing countries to improve their institutional capacity, infrastructure, human resources, share technology, governance models, cooperate in developing resilient and sustainable supply chains, etc.; economic development on the basis of people-centered, taking good cultural values as the foundation, considering solving difficulties and challenges as the driving force for cooperation to rise stronger.

Thursday, ensuring the creation and consolidation of a peaceful and stable environment is a prerequisite for development in Asia and in the world. It is necessary to identify solidarity, cooperation, responsibility, building strategic trust, respecting the UN Charter and international law, and settling disputes by peaceful means as a common denominator that unites countries to overcome difficulties, challenges and crises.
Regarding the East Sea issue, relevant parties need to strictly implement the Declaration on the Conduct of Parties in the East Sea (DOC) and move towards achieving a substantive and effective Code of Conduct in the East Sea (COC). results, in accordance with international law, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS 1982); at the same time, exercise restraint and refrain from actions that complicate the situation and violate the sovereignty, sovereign rights and jurisdiction of relevant countries established by UNCLOS 1982.
Appreciating Japan's important role in efforts to elevate Asia's power, the Deputy Prime Minister emphasized that Japan takes the lead in promoting initiatives and is a key link in economic linkages, regional and global value chains, a pioneer in promoting digital transformation, green transformation, restoring and ensuring supply chain security, enhancing trade cooperation to respond to investment and development challenges.

The Deputy Prime Minister affirmed that Vietnam attaches importance to promoting relations with partners, including the extensive strategic partnership between Vietnam and Japan. a model of partnership for development on the basis of effective implementation of frameworks, investment-trade cooperation projects, science and technology, labor, human resource training, climate change response climate change, green growth, new generation ODA, strategic infrastructure, food security and energy transition.
