Preventing and combating child abuse.

In the first six months of 2026, the province recorded 13 cases involving 14 perpetrators and 14 child victims of various forms of abuse, including 12 female and 2 male victims. In response to this reality, all levels of government, organizations, and local authorities in the province have implemented many decisive measures to prevent and combat child abuse, ensuring children live in a safe and healthy environment.

Most cases of abuse involve sexual and violent abuse, targeting children aged 6 to under 16. The main reasons are limited awareness of child protection among families and caregivers, and a lack of attention and supervision. Meanwhile, at this age, children lack the awareness and skills to protect themselves, often being naive, passive, and easily lured or bribed into committing crimes. Some families whose children have been abused do not report the crime due to fear and shame.

Ms. Nguyen Thi Thanh Nham, Deputy Director of the Department of Health , stated: 100% of cases of child abuse are promptly addressed with emergency interventions, visits, encouragement, medical care support, and legal counseling to facilitate investigation and prosecution… ensuring the mental stability and other rights of children as stipulated by law.

The province currently has over 400,000 children under 16 years old, accounting for nearly 30% of the population. Annually, the Department of Health, in coordination with other departments, agencies, and localities, advises the Provincial People's Committee on issuing decisions and plans to direct the implementation of child care, education , and protection. This includes comprehensively implementing measures to protect abused children, vulnerable children, and children's rights; providing healthcare for children; educating children; ensuring cultural, recreational, and entertainment activities for children; and promoting the national child protection hotline (111) and the commune police's phone number for the public and children to contact and report crimes when needed. Functional forces encourage the public, especially victims and their families, to promptly report crimes; and closely monitor individuals with criminal records or those exhibiting deviant lifestyles. When incidents occur, functional forces quickly investigate and handle them strictly.

Son La province is stepping up policy communication for the period 2026-2030.(sonla.gov.vn) On May 8, 2026, the People's Committee of Son La province issued a Decision and a Policy Communication Plan for Son La province for the period 2026-2030 to further concretize and implement synchronously and effectively Directive No. 07/CT-TTg, dated March 21, 2023, of the Prime Minister on strengthening policy communication work.

Since the beginning of the year, the entire province has organized 454 awareness campaigns and disseminated the Law on Children and related legal documents, providing legal education on preventing and combating crimes against children and crimes and violations of the law related to persons under 18 years of age to nearly 14,000 participants. They have also developed online awareness materials on child protection; displayed 60 banners and 10 sets of billboards promoting the "Month of Action for Children 2026"; and organized one training course for core children participating in the "Promoting Children's Participation Rights" model. Through these efforts, they have contributed to raising awareness and responsibility among Party committees, government agencies, departments, organizations, families, and society regarding child protection.

Provincial authorities and departments have actively coordinated and mobilized social resources to care for children through the implementation of programs, projects, and activities to assist children. Typical examples include the "Sponsoring Children for Education" model, sponsoring students, supporting the construction of shelters for poor students; maintaining clubs such as "Good Parenting" and "Groups of Parents with Children Aged 0 to 8". In addition, the Department of Health is currently implementing the project "Improving Reproductive Health, Maternal and Child Health for the People" in Son La province; and the project "For the Survival, Development of Children and the Environment 2022-2026" supported by the United Nations Children's Fund (UNICEF). The provincial police force continues to effectively implement the "Project for Receiving, Caring for, and Nurturing Children with Particularly Difficult Circumstances in Son La Province," providing care, support, and protection for 29 children with particularly difficult circumstances in the province...

Mr. Lo Manh Cuong, Deputy Secretary of the Provincial Youth Union, said: The Provincial Youth Union currently maintains the "Children's Participation Rights" club at the provincial level and 35 clubs at the commune level; regularly organizes programs to give gifts to disadvantaged children; builds "Beautiful Schools for Children," "Happy Homes," or supports livelihoods with the "Red Scarf Chicken Farm" for children... using socialized resources. Youth Union branches at all levels periodically organize forums like "What I Want to Say"; competitions and training courses on skills to prevent and avoid sexual abuse; and recreational activities to create a healthy playground for children.

Children are the future owners of the country. Protecting children from violence and abuse is a shared responsibility of the entire society, ensuring that the younger generation lives in a safe, healthy environment and develops comprehensively in terms of physical, intellectual, and spiritual aspects.
