According to a report by the Hoc Mon District Department of Education and Training, the Department of Education and Training received information from parents texting about the situation: "There are schools that require parents to sign a commitment for their children not to take the 10th grade entrance exam because of poor academic performance" and attached a photo of the application form not to take the 10th grade entrance exam for the 2024-2025 school year.
Through investigation and verification, the Department of Education and Training said that the person who reported the photocopied and posted on the website "Application for not participating in the 10th grade entrance exam for the 2024-2025 school year" of a TCTV student in class 9/5 studying at Nguyen Van Bua Secondary School, the homeroom teacher of class 9/5 is Ms. LTND. The above application information was written by the student and was taken and posted by a friend of the parent while sitting at a coffee shop with the father of the TCTV student.
Pre-printed application form for students to not take the 10th grade entrance exam
TT.CTV's parents had previously texted the homeroom teacher as follows: "TV did not take the 10th grade entrance exam to a public school. But he still applied for 10th grade admission to a private school, and he continued to study in high school. So his family's wish is to study in a private school. It's not that they think their child is not capable enough to study in a public school. The family pledges to continue studying at Bamboo School...".
Upon verification, the application form for not taking the 10th grade entrance exam for the 2024-2025 school year issued by the school, based on experience from the previous school year, according to the report of the homeroom teacher, the student's parents complained: "The father agreed to let his child not take the exam, but the mother wanted her child to take the entrance exam and go to the school to ask the homeroom teacher" so she was forced to make a clear commitment.
According to the Hoc Mon District Department of Education and Training, the information was removed from the website 60 minutes after it was posted. The parents also apologized to the school and the homeroom teacher.
On May 4, at the meeting of the pedagogical council, Ms. NP (Acting Principal) presented to the council that consultation is the responsibility of the school's Board of Directors and the homeroom teachers of grade 9, but concluded that the decision to take the exam or not is the right of the students and their families; teachers do not force students in any form; the school does not use the results of the entrance exam to grade 10 as a criterion for competition evaluation.
According to the Hoc Mon District Department of Education and Training: On May 2, the Head of the District Department of Education and Training held a regular meeting with the principals of secondary schools in the district. In this meeting, the Head of the Department of Education and Training informed and reminded the schools about the tasks of graduation recognition and preparation for the 10th grade entrance exam for the 2024-2025 school year; at the same time, he emphasized that he would only advise students and their parents on their wishes to take the 10th grade entrance exam; the final decision would be made by the students and their parents; the results of the 10th grade entrance exam would not be used as a criterion for evaluating the competition of schools; and parents and students would not be required to submit an application for not taking the 10th grade entrance exam.
Upon receiving the information, the Department of Education and Training directed the school to immediately contact TCTV's parents and report the specific incident to the Department of Education and Training. The school leaders were directed to immediately review all cases of 9th grade students who wish not to attend public high schools in order to provide timely advice and coordination with the families.
At the same time, invite cases of students who registered not to enter public schools on the morning of May 12 to notify parents and grade 9 students of the school and guide students to change their first registration of their wishes by 4:00 p.m. on May 12 (if any). Remind the school leader, Ms. NP, about general management work and admission counseling for students in accordance with the direction of the Head of the Department of Education and Training at the Principal's meeting on May 2. The Department of Education and Training will organize a meeting to remind and review relevant individuals to draw experience in the whole industry on May 13.
Since the morning of May 11, the stir on student and parent forums in Ho Chi Minh City has been caused by a pre-printed application "Requesting not to participate in the 10th grade entrance exam for the 2024-2025 school year", leaving the name section blank for students and parents to fill in.
The content of this application, in addition to the information of the parents, students and contact phone number, also includes the following content: "Based on the results of the last school year and the child's poor cognitive ability, the family finds that it is difficult for the child to study in the public high school program. The family now makes this application to request the school board to allow the child (student's name) not to participate in the 10th grade entrance exam of the Department of Education and Training of Ho Chi Minh City, session 6/6/2024".
The content of the petition immediately caused a storm on social networks, with many harsh responses, saying that the school, because of the student's achievements, did not allow him to take the entrance exam to grade 10.
Many other opinions also said that regardless of the student's academic ability, even if he fails the upcoming 10th grade entrance exam to enter a public school, the school should not prohibit him. "Handing out pre-printed applications like that is offensive," one opinion wrote.
