In implementing Resolution No. 08-NQ/TU dated June 15, 2021, of the Executive Committee of the 19th Provincial Party Committee on the Program for Environmental Protection and Adaptation to Climate Change in Hung Yen Province for the period 2021-2025, with orientation to 2030 (Resolution No. 08-NQ/TU), environmental protection work has always been a priority for the Party committees and authorities of Phu Cu district, contributing significantly to gradually building Phu Cu into a livable rural area.
Understanding the importance of effectively implementing Resolution No. 08-NQ/TU, the Standing Committee of the Phu Cu District Party Committee issued Plan No. 114-KH/HU dated December 20, 2023, to implement Resolution No. 08-NQ/TU. Simultaneously, the district submitted to the Provincial People's Committee for approval Decision No. 60/QD-UBND dated January 12, 2022, on the project to build Phu Cu district into a model new rural area focusing on environmental protection and concentrated commercial agricultural production, with a high-tech orientation for the period 2021-2025. As a result, the implementation of Resolution No. 08-NQ/TU has received positive responses from all levels, sectors, and organizations from the district to the grassroots, the consensus of cadres, Party members, and the people in the district, and a heightened sense of responsibility for environmental protection, leading to good results in achieving specific objectives.
Comrade Nguyen Van Doan, Secretary of the Phu Cu District Party Committee and Chairman of the Phu Cu District People's Council, stated: On May 14, 2024, the Standing Committee of the Phu Cu District Party Committee issued Resolution No. 39-NQ/HU on organizing environmental protection activities and the "Green, Clean, and Beautiful Sunday" in the district. The general objective is to strengthen the leadership and guidance of Party committees, Party organizations, and the government at all levels; the coordination of the Fatherland Front Committee and other departments and organizations in the district; and the responsibility of cadres, Party members, civil servants, public employees, armed forces, and the people in environmental protection. The district strives to achieve the environmental criteria in the construction of advanced new rural areas in 2024. By 2025, the district aims to become a model new rural district in environmental protection and concentrated commercial agricultural production, with a focus on high-tech application during the 2021-2025 period. 100% of officials, civil servants, employees, armed forces personnel, party members, or their family members will regularly and systematically participate in the "Green, Clean, and Beautiful Sunday" initiative at their workplaces, units, and residential areas.
Over the years, Phu Cu district has intensified the dissemination of the Party's guidelines and policies, and the State's laws and regulations on environmental protection; the resolutions of the Provincial Party Committee, the decisions of the Provincial People's Committee, and the resolutions of the District Party Committee on environmental protection. This has raised awareness and compliance with environmental protection laws, and fostered a sense of responsibility among citizens, organizations, and businesses in preserving and protecting the environment. Each year, the district holds dozens of thematic conferences in clusters of communes and towns; these conferences integrate the dissemination of the 2020 Environmental Protection Law and guidance on sorting and processing organic waste at household level, attracting 2,000 to 3,000 participants annually. The district also organizes environmental protection commitment signing ceremonies for citizens and businesses; and distributes informational leaflets on sorting and processing organic waste at source.
In Dong Minh village (Doan Dao commune), one can feel the clean and beautiful landscape, the fresh air, and the well-maintained appearance of the residential areas harmoniously blended with the green foliage. The villagers happily shared that many years ago, the village lacked flower-lined roads and streetlights, and household and agricultural waste was still dumped indiscriminately. But now, everyone in the village is conscious of protecting the environment; every house is neat and tidy, every hamlet is well-maintained, flowers bloom along the roads, ponds and lakes are free of trash, and the rural landscape has been transformed. Comrade Quach Huu Quy, Secretary of the Party Branch and Head of Dong Minh village, said: The Party Branch has issued a specialized resolution on environmental protection, mobilizing the participation of the entire community. The village is divided into three residential areas, each managed by the women's association, the farmers' association, and the veterans' association. At the same time, families were encouraged to build tanks and dig pits to sort and process organic waste. The entire village has planted and maintained 2km of flower-lined roads, and many activities have become well-established, such as organizing weekly Sunday clean-up activities and disposing of waste in designated areas.
Not only in Dong Minh village, but also in many other residential areas in Phu Cu district, one can feel the increasingly clean and fresh rural environment. If you have the opportunity to visit the district on Sundays – designated as "Green, Clean, and Beautiful Sunday" – you will easily witness a bustling atmosphere in almost all agencies, units, and residential areas as large numbers of people, officials, and Party members join hands to clean up the environment and beautify the landscape.
The entire district has established 14 clubs called "Women Say No to Plastic Bags and Single-Use Plastic Products". The sorting and processing of organic waste at the household level is becoming increasingly effective; to date, 19,023 out of 22,243 households, or 85.52% of the district's households, participate in the model of sorting and processing organic waste at home. The district maintains the operation of 45 environmental sanitation teams with 155 people directly collecting waste in all 53 villages. The number of roads planted with shade trees or flowers and ornamental plants has reached 60%.
To date, the district has completed the construction of a centralized wastewater treatment system in 5 residential areas with a capacity of 50 m3/day. Simultaneously, it plans to build 8 more centralized wastewater treatment sites; a centralized wastewater treatment area for clusters of households, hamlets, and villages in the remaining communes; and a waste collection point in Tran Cao town with an area of 4.7 hectares in the near future.
To effectively implement Resolution No. 08-NQ/TU, Phu Cu district continues to create a strong transformation in the awareness and responsibility of all levels, sectors, businesses, and people in environmental protection and adaptation to climate change; improve the environmental management capacity of officials at all levels; promote pollution prevention and control of pollution sources; and strengthen social participation in environmental protection…
