The Hanoi Capital Region Ring Road 4 construction project and the Tan Phuc - Vong Phan road project (intersecting with DT.378) are two key transportation projects selected by the province as projects to celebrate the 20th Provincial Party Congress, term 2025-2030. Currently, all levels, sectors, and construction units are making efforts to accelerate the project's progress according to schedule.

Recognizing the importance of the Hanoi Capital Region Ring Road 4 construction project, from the very beginning of its implementation, Hung Yen province has demonstrated high determination, unity, focus, and synchronization in its leadership. In meetings with relevant departments and localities, and through on-site inspections, the Provincial Steering Committee for Key Projects in the 2021-2025 period (the Steering Committee) has consistently identified land clearance and resettlement as the key to the project's success, requiring the involvement of the entire political system and focused implementation with the motto "only discuss and proceed, never retreat."

To ensure the project's progress, the Provincial People's Committee assigned the People's Committees of Van Giang, Khoai Chau, Yen My, and Van Lam districts to implement various tasks in the compensation and support process, and to authorize the approval of resettlement areas according to regulations; to develop detailed land clearance plans; and to create plans for allocating resettlement land for people, businesses, and cemetery areas. Simultaneously, they coordinated with the investor to relocate medium and low voltage power systems and other technical infrastructure... By April 5th, the localities had handed over 202.9/225.9 hectares to the investor, achieving 90% of the land area that needed to be cleared; and relocated 4,207/4,207 graves, achieving 100% of the total number of graves. Simultaneously, the project involves the construction of 11 resettlement areas and 7 areas for the renovation and expansion of cemeteries... According to the plan, the project will be basically completed before September 30, 2025. Currently, the Provincial Project Management Board for Investment in Transportation and Construction is coordinating with localities to focus human resources on accelerating the land clearance process for the project's residential and business land areas, striving to hand over 100% of the land to the contractor before June 30, 2025.

Mr. Nguyen Huu Thong, Director of the Management Board of Lizen Joint Stock Company (the project contractor), said: To ensure the project's progress, immediately after receiving the site, the company arranged machinery and equipment and organized workers to work overtime to ensure the progress committed to the investor. To date, the construction unit has excavated 26.14 km of various types of foundations; laid 16.27 km of geotextile fabric; filled 25.84 km of foundation sand; and laid 12.9 km of asphalt concrete...

At the Tan Phuc - Vong Phan road project (intersecting with Provincial Road 378), a vibrant atmosphere of competitive labor is also taking place to ensure the project is completed on schedule. The project, with a total length of approximately 29.2 km, passes through the districts of An Thi, Tien Lu, and Phu Cu. It is identified as one of the key projects to complete the transportation infrastructure of the province and the region according to the approved plan. It will form an inter-regional road connecting the Hanoi - Hai Phong expressway with Thai Binh and Nam Dinh provinces; contributing to the socio-economic development of the locality; and representing a breakthrough in the development of transportation infrastructure in accordance with the Resolution of the 19th Provincial Party Congress.

Mr. Nguyen Trong Tu, the project commander of the Tan Phuc - Vong Phan road (connecting to DT.378), said: According to the plan and directives of the province, the Tan Phuc - Vong Phan road project (connecting to DT.378) will be basically completed and opened for technical traffic before September 30, 2025, to celebrate the 20th Provincial Party Congress, term 2025-2030. Recognizing that this is a key project of the province and the immense time pressure, the construction contractors have consistently instilled in their workers and engineers the spirit of making every effort. Taking advantage of favorable weather conditions, they are accelerating construction progress and shortening the project completion time. After a period of intensive construction with the spirit of "overcoming the sun and rain," and close and effective coordination between the construction forces, the main construction items of the Tan Phuc - Vong Phan road project (connecting to DT.378) have completed approximately 60% of the work volume.

To date, localities have basically completed the land clearance work for agricultural land, public land, and cemeteries, and are currently implementing the land clearance work for residential land, with a total area of ​​land recovered and handed over to investors reaching 170.14 hectares out of 175.6 hectares (96.9%). Mr. Vu Xuan Thuy, Vice Chairman of the People's Committee of Phu Cu District, said: Phu Cu District has a total area of ​​approximately 64.8 hectares requiring land clearance. Following the direction of the Provincial Steering Committee, the Phu Cu District Land Compensation and Clearance Council has coordinated with the communes of Minh Hoang, Doan Dao, Dinh Cao, Tong Tran, Tien Tien, and Nguyen Hoa to implement the steps in the land clearance work. The People's Committees of the communes have issued decisions to establish land origin review councils and formed teams to mobilize and disseminate information to each household to declare and count the area and assets on the land. The district has cleared 62.54/64.8 hectares of land. Of this, compensation and support plans have been approved and payments have been made for agricultural land totaling 625,467.2 m2; 574/574 graves have been relocated; notices of land acquisition for residential land have been issued for 139 households, and asset inventory is currently underway...

Comrade Tran Minh Hai, Director of the Provincial Public Investment Project Management Board for Transportation and Construction, stated: To ensure that transportation projects are completed on schedule, the Provincial Public Investment Project Management Board for Transportation and Construction will continue to closely coordinate with relevant departments, agencies, and localities to strictly implement the directives of the Provincial Party Committee and the Provincial People's Committee. In particular, all construction units will adhere to the principle of "only discussing work, not retreating," mobilizing the entire political system to promptly resolve any arising obstacles and accelerate project progress.
