Dear members of the Politburo and members of the Secretariat,
Dear members of the Central Committee of the Party ,
Distinguished comrades attending the Conference.
With a spirit of determination and resolve to successfully implement the Resolution of the 13th National Congress of the Party and to urgently, actively, and proactively prepare for the 14th National Congress, the Politburo decided to convene the 11th Central Committee Meeting of the 13th term one month earlier than originally planned.
On behalf of the Politburo and the Secretariat, I warmly welcome the Central Committee members and delegates attending this Conference. I wish you all good health and happiness; and I wish the Conference great success.
Comrades,
The Central Committee has just voted to approve the conference agenda. Accordingly, the Central Committee will discuss and give opinions on 15 items, focusing on two main groups of issues:
Firstly, the group of issues concerns the continued restructuring of the political system's apparatus, the reorganization of administrative units, and the organization of two-tiered local governments; secondly, the group of issues concerns the continued preparation for the 14th National Congress of the Party and the election of deputies to the 16th National Assembly and representatives to the People's Councils at all levels for the 2026-2031 term.
Also at this Conference, the Politburo will report to the Central Committee for consideration and decision on a number of personnel matters within its authority; report to the Central Committee on the national situation; the global and regional situation; important tasks that the Politburo and the Secretariat have addressed since the 10th Central Committee Conference; and specialized topics on improving institutions and breakthroughs in the development of science, technology, innovation, and national digital transformation.
Regarding the conference documents, the Central Office has already sent them to you for your review. The workload for this Central Committee meeting is enormous, the scope is very broad, and many sensitive issues relate to " national development and people's livelihoods ." Therefore, to save time, we request that the Central Committee refrain from presenting the reports again and instead allow you time to study them and contribute your opinions.
I would like to suggest a few issues for the Central Committee to focus on discussing and deciding upon:
Firstly, regarding the ongoing restructuring of the political system's organizational apparatus, the reorganization of administrative units, and the two-tiered local government structure : Over the past four months, implementing the conclusions of the Central Committee, the Politburo, and the Secretariat, the restructuring and streamlining of the organizational apparatus of Party, Government, National Assembly, and Front agencies at the central level have been basically completed. The figures on reducing the number of organizational units, work efficiency, and cost savings mentioned in the reports clearly demonstrate the revolutionary nature of this streamlining. However, overall, the organizational model of the political system's apparatus is not yet truly perfect, especially at the local level.
To continue the revolution in streamlining the organizational structure, the Politburo and the Secretariat held numerous meetings, thoroughly discussing various aspects and reaching a high level of consensus to submit to the Central Committee the Project on rearranging and reorganizing administrative units at all levels and building a two-tiered model of local government organization; along with projects on the local Party organization system; projects on rearranging and streamlining the Fatherland Front, political and social organizations, and mass organizations assigned tasks by the Party and the State; projects on rearranging the Courts and Procuracies; and projects on amending and supplementing the Constitution and laws of the State, amending and supplementing regulations on the implementation of the Party Charter, and regulations on Party inspection and supervision to ensure synchronized implementation. This is an issue of great concern to cadres, Party members, and the people.
The information obtained by the Politburo and the Secretariat indicates that the vast majority of the people and Party members agree with, support, and highly appreciate this policy, and wish for its early implementation.
The plan for rearranging and reorganizing administrative units at all levels and building a two-tiered local government model, along with accompanying plans, are extremely important and historically significant issues. It involves not only organizational restructuring, personnel management, and decentralization of authority, reorganization of administrative units, resource allocation, and the creation of development space. The goal is to build a government that is closer to the people, more responsive to their needs, and better serves them; simultaneously, opening up a new era in national development with a long-term vision, at least for the next 100 years.
Therefore, the Politburo proposes that Central Committee members, with innovative thinking and a thoroughly revolutionary spirit, for the development of the country and for the people, focus their opinions on the contents suggested for discussion attached to each Proposal, especially major issues such as: Regarding the policy of reorganizing administrative units - the provincial level will have 34 provinces and cities; eliminating the district level and reducing the number of commune-level administrative units by approximately 50%; the model of a two-tiered local government organization, linked with decentralization and delegation of power, especially at the newly merged commune level, ensuring it is truly close to the people, serves the people better.
Regarding the organizational structure, functions, and tasks of Party agencies at the provincial and commune levels, corresponding to the two levels of local government, this ensures the leading role of the Party.
Regarding the arrangement and consolidation of agencies of political and social organizations and mass associations assigned tasks by the Party and State, they should be placed under the direct control of the Vietnam Fatherland Front to coordinate unified action, focusing strongly on the grassroots and reaching out to the people.
Regarding the restructuring of the judicial and procuratorial systems into three levels, along with adjustments to the jurisdiction for adjudication, supervision, and prosecution, the scope, content, and methods for amending certain articles of the 2013 Constitution; and relevant Party regulations and legal provisions to implement the above-mentioned policies from July 1, 2025.
All these tasks must be implemented simultaneously; none can be delayed. Therefore, I request your input on the plan and roadmap for implementation to ensure synchronization, uniformity, smooth operation, and efficiency, so that the reorganization of the apparatus does not disrupt the operations of agencies, production and business activities, or the daily lives of citizens and businesses.

Secondly, regarding the group of issues related to continuing preparations for the 14th National Congress of the Party and the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term: Since the 10th Central Committee meeting, the Politburo has continued to decisively and urgently direct the preparation of organizational work for the 14th National Congress of the Party, focusing on two groups of issues: documents and personnel.
Regarding the documents : Along with sending draft summaries of the four documents for grassroots-level congresses to provide feedback, the Politburo directed the addition and updating of many new issues, especially important revolutionary policies and decisions for national development. The content and presentation of the documents have been significantly improved to ensure their validity, scientific rigor, practicality, actionability, feasibility, and purposefulness, following the principle that the Political Report is a " lighting torch ," and the other reports are " action manuals ."
The overarching theme of these documents reflects an unwavering commitment to the socialist path; effectively addressing the dialectical relationship between stability and development ; adhering closely to the grand objective of " meeting the people's needs ever better "; and a determination to realize the country's two centenary goals. These are very high goals, and striving to achieve them will be extremely difficult. Starting in 2025, we must undertake many tasks to lay the foundation for achieving these goals.
The Politburo and the Secretariat are eager to hear proposals and solutions to help us achieve a GDP growth target of 8% or higher in 2025 and continuous double-digit growth in the following years, under the conditions of carrying out a revolution in organizational structure and rearranging administrative units at all levels, as well as in the context of a " global trade war ". The most important thing regarding this is that comrades in each locality, ministry, and sector must identify " things that need to be done immediately " from their own internal resources in order to achieve the set targets.
Regarding personnel : This is the " key " issue of " key " in realizing the goals and vision of the 14th Party Congress. Higher demands require a higher standard of cadres, especially strategic-level cadres. Personnel work must be prepared early and will continue to be supplemented and perfected until the 14th Party Congress.
The Politburo has directed a review and supplementation of the draft Guidelines on Personnel Work of the 14th Central Committee to align with the structure of the new organizational model; a review and proposal to the Central Committee to supplement the strategic-level cadre planning; and a draft amendment and supplement to some contents of Politburo Directive 35 on organizing Party congresses at all levels leading up to the 14th National Party Congress. All these important tasks are aimed at successfully organizing Party congresses at all levels and holding the 14th National Party Congress in the first quarter of 2026 as planned.
At the same time, to contribute to putting the Resolution of the 14th National Congress into practice, the Politburo submitted to the Central Committee a plan on "Directions for the Election of Deputies to the 16th National Assembly and Deputies to People's Councils at all levels for the 2026-2031 term , " with the aim of organizing elections earlier and reforming, innovating, and improving the effectiveness of the National Assembly and People's Councils, contributing to fully promoting the people's right to self-governance in the affairs of the country.
These are very strategic and crucial issues for the country's development in the new period. I propose that the Central Committee members carefully study these documents and provide feedback on the important contents of each topic. These documents will serve as the basis and guiding principles for successfully organizing Party congresses at all levels; the 14th National Party Congress; and the elections for the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.
Comrades.
In the context of the urgent new situation, requiring breakthroughs, decisiveness, and unity from policy proposal to implementation, I propose that the Central Committee members and delegates attending the Conference demonstrate a sense of responsibility, focus their intellect, and contribute their opinions to the contents so that the Conference can achieve its set goals and requirements.
In that spirit, I declare the 11th Central Committee Meeting of the 13th Party Congress open. Once again, I wish you all good health and a successful meeting.
