The Provincial People's Committee has just issued a plan to strengthen the effective implementation of the Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment and the appropriate recommendations of the Committee Against Torture (CAT Convention).
The implementation of the plan aims to disseminate and effectively implement the provisions of the 2013 Constitution, relevant laws and contents of the National Plan on effective implementation of the CAT Convention. Thereby, improving the understanding and awareness of cadres, civil servants, public employees and the people about the content of the CAT Convention and the appropriate recommendations of the Anti-trafficking Committee; contribute to improving people's enjoyment of health and body rights, especially not being subjected to torture or cruel, inhuman or degrading punishment, in accordance with the Constitution, laws and local socio-economic conditions.
The Provincial People's Committee requests agencies and units to continue improving the effectiveness of enforcement of legal provisions on anti-torture and other cruel, inhuman or degrading treatment or punishment and appropriate recommendations of the Committee against Torture. Continue to strengthen propaganda, dissemination, education and training on the CAT Convention and Vietnam's law on torture prevention and control, Vietnam's efforts and achievements in implementing the CAT Convention and the appropriate recommendations of the Committee against Torture. Agencies and units need to clearly define the content of work, responsibilities and assign tasks and a specific implementation roadmap of provincial-level departments, agencies, mass organizations and People's Committees of districts, towns and cities in order to implement the plan in a timely, consistent, synchronous and effective manner.
At the same time, ensuring close coordination between departments, agencies and localities; promptly urge and remove obstacles and difficulties in the implementation process to ensure the implementation progress of the plan.
Provincial police have the duty to advise and assist the Chairman of the Provincial People's Committee in organizing, directing, monitoring, inspecting and urging the implementation of this plan; annually summarize results, advise the Provincial People's Committee to report to the Ministry of Public Security according to regulations.
The Department of Information and Communications focuses on propagating the CAT Convention and Vietnamese laws on torture prevention and control; external communication about Vietnam's efforts and achievements in implementing the CAT Convention in the press, media and in cyberspace; guide Phu Yen Provincial Radio and Television Station, Phu Yen Newspaper, district radio stations and grassroots radio systems to arrange appropriate durations to propagate and disseminate content related to the implementation of the CAT Convention.
The provincial Fatherland Front and its member organizations actively participate in propaganda and dissemination activities of the CAT Convention and Vietnam's laws on prevention and combat of torture; perform appropriate activities according to functions and tasks.
