The military needs to set an example by continuing to implement Resolution No. 18-NQ/TW.

On the afternoon of February 20th, President Luong Cuong worked with the Ministry of National Defense on the results of implementing Resolution 05-NQ/TW of the Politburo on the organization of the Vietnam People's Army for the period 2021-2030 and beyond.

Also attending were General Phan Van Giang, Member of the Political Bureau, Deputy Secretary of the Central Military Commission, Minister of National Defense; Lieutenant General Trinh Van Quyet, Secretary of the Central Committee of the Communist Party of Vietnam, Head of the General Political Department of the Vietnam People's Army; Deputy Prime Minister Mai Van Chinh; leaders of central committees, ministries, and agencies and the Ministry of National Defense; and heads of units of the Ministry of National Defense.

At the meeting, General Nguyen Tan Cuong, Standing Member of the Central Military Commission, Chief of the General Staff, and Deputy Minister of National Defense, reported on the results of implementing Resolution 05.

Over the past period, deeply understanding the Party's policies and viewpoints on building a revolutionary, regular, elite, and modern People's Army, the Central Military Commission and the Ministry of National Defense have resolutely directed the systematic and scientific adjustment of the force's organization; learning from experience and adjusting the plan accordingly. They have closely combined organizational work with policy and ideological work, creating consensus throughout the army; ensuring that the regular and unexpected political tasks of agencies and units are not affected.

Simultaneously, the Ministry of National Defence proceeded to dissolve and merge some subordinate agencies and units, and establish some new units. The organization of agencies and units was adjusted from the level directly under the Ministry to the operational and tactical levels, ensuring a synchronized and rational structure among components and forces, avoiding overlapping functions and tasks; and reducing intermediate levels and support and support units.

Adjusting troop deployments across all three regions (North, Central, and South) and all five operational environments. Simultaneously strengthening the military region defense posture; developing provinces and centrally-administered cities into solid defense zones in the new situation; increasing troop numbers for newly established units and units tasked with training and combat readiness in key strategic areas, borders, seas, and islands…

After listening to the opinions of the delegates, the President expressed strong agreement with the opinions, and at the same time highly appreciated and commended the Central Military Commission and the Ministry of National Defense for thoroughly understanding and implementing Resolution 05-NQ/TW and the direct guidance of the General Secretary and the Secretary of the Central Military Commission.

The President pointed out that by the end of 2024, the Vietnam People's Army had become fundamentally streamlined, efficient, and strong; with a synchronized and rational organizational structure among its components and forces; exceeding the target set in Resolution No. 05-NQ/TW by one year. The process of implementing large-scale organizational and personnel adjustments, along with attention to resolving issues related to appropriate policies and benefits, has created a high level of unity among officers and soldiers throughout the army.

The President requested that in the coming period, the Central Military Commission and the Ministry of National Defense should study and review the country's situation in the context of strong development and preparation for the Party Congresses at all levels leading up to the 14th National Party Congress, while also assessing the current global situation to make proposals and recommendations on the continued implementation of Resolution No. 05-NQ/TW appropriately; and continue to excellently fulfill their functions and tasks as a fighting force, a working force, and a productive labor force.

The President emphasized that the military needs to set an example in thoroughly understanding and concretizing the requirements of the Politburo and the Central Committee on continuing to implement Resolution No. 18-NQ/TW, building a streamlined, strong, efficient, effective, and effective political system; arranging, adjusting, and merging organizations with similar functions and tasks to ensure a streamlined, strong, and efficient system; and implementing the principle of one agency performing multiple tasks, with one task assigned to only one agency to take the lead and bear primary responsibility.

Based on their functions and responsibilities, solutions must be implemented to effectively handle all situations; uphold the Party's organizational and leadership principles; and ensure the absolute and direct leadership of the Party over the Vietnam People's Army in all aspects.

At the meeting, leaders of the Ministry of National Defence, its General Departments, and agencies received the directives; and expressed their hope that the President would continue to pay attention and create favorable conditions for the Ministry to further adjust the organization of the armed forces to be lean, efficient, and strong, building a revolutionary, regular, elite, and modern army in accordance with the Party's resolutions.
