Basis for land clearance
After the land acquisition issues were resolved, the road connecting Vo Chi Cong Street to National Highway 1 at the Cay Coc intersection was recently completed and opened to traffic, much to the delight of the residents of Ward 9 (Ha Lam town).
When the road was put into use, Mr. Nguyen Thuan's family opened a convenience store and beverage shop. "The new main road not only facilitates transportation but also provides us with a new source of livelihood," said Mr. Thuan.
Strict land management has been a focus of Thang Binh district in recent times, especially in land acquisition, compensation, support, and resettlement for project implementation.

The Standing Committee of the Thang Binh District Party Committee has issued a decision to establish a Steering Committee for compensation, land clearance, support, and resettlement for key projects in the district, with the District Party Secretary as the head of the committee.
According to Mr. Phan Cong Vy, Secretary of the Thang Binh District Party Committee, the synchronized involvement of the entire political system, consistent from the district to the commune level, coupled with the dynamism and creativity of functional departments at the district and commune levels, is a crucial factor for the success of the projects.
The regulations and policies regarding inventory, compensation pricing, support, and resettlement are publicly and transparently communicated so that people understand, trust, and voluntarily comply.
The district regularly organizes meetings for district and commune leaders to engage in direct dialogue with the people in order to resolve issues and foster consensus.
Thang Binh organizes regular, periodic briefings so that departments, associations, and organizations at the district and commune levels, as well as project owners and contractors, are aware of the implementation situation and can resolve bottlenecks in the land acquisition process for project implementation.
Developing land use plans and strategies.
According to Mr. Vo Van Hung, Chairman of the Thang Binh District People's Committee, the preparation of land use plans and schemes has been a key task in the district's land management work.
The annual land use planning is carried out by the District People's Committee based on the land use targets allocated by the Provincial People's Committee and the local land use needs, basically meeting the requirements for socio -economic development, security, and national defense. The results of the annual implementation ensure compliance with the planning orientations approved by competent authorities.
During the land use planning process, the People's Committee of Thang Binh district widely publicized the plan to organizations and individuals in need of land use in the area for registration. After being appraised and approved by the competent authority, the locality strictly implemented the announcement and public disclosure of the land use plan as prescribed.
The results of land use planning in Thang Binh district over the past period include: Land use planning until 2020 and the first 5-year land use plan for the period 2011-2015; Land use plan for the period 2016-2020; and Land use planning for the period 2021-2030.
Based on the annual land use planning approved by the Provincial People's Committee, the District People's Committee has seriously implemented land acquisition, land allocation, and land use conversion in accordance with the approved land use plan.
Land management in Thang Binh district has become more systematic, and efficient land use has significantly contributed to socio-economic development. The shift in land use structure in Thang Binh aligns with the shift in production, investment, and labor structures, contributing to the synchronized development of infrastructure, industry, rural agriculture, urban areas, and services, creating a rational path for a strong economic restructuring process.
Mr. Cao Ngoc Sang, Head of the Department of Natural Resources and Environment of Thang Binh district, said that the land information system being implemented meets the requirements for management and use, such as processing initial registration and issuance of land certificates; carrying out the declaration, registration and issuance process; managing land users and property owners; managing land parcels; managing land certificates; managing registration of changes, etc.
