Quang Ngai: Road construction breaks the isolation of 5 villages in Ngoc Linh commune.

On November 2nd, more than 200 officers, soldiers, and vehicles from the 10th Division, 34th Corps, quickly arrived in Ngoc Linh commune, Quang Ngai province, to work with the local authorities to open a new road into five villages with over 1,700 inhabitants, breaking the area's isolation. Meanwhile, authorities at all levels in Quang Ngai province provided support and assistance to the people in need.

Previously, Typhoon No. 12 caused serious landslides on the inter-village road connecting the center of Ngoc Linh commune to five northern villages: Tu Rang, Xa Ua, Tu Chieu, Ngoc Lang, and Ngoc Nang. Specifically, the landslide created a deep ravine approximately 70 meters wide and tens of meters deep. The road was severely damaged, completely isolating the five villages for nearly a week. In addition, the villagers' water supply system, crops, and rice paddies were also affected and swept away by the floods.

To reach the commune, people braved the dangers, walking through landslide areas carrying food, supplies, and fuel to ensure the survival of those in the isolated area. In addition, over the past few days, the authorities have mobilized local forces to open new trails, minimizing the risk of injury, to carry food and supplies to the people. The delivery of food is entirely done manually.

The government's actions helped stabilize the lives of the people and ensured sufficient food supplies during the days of isolation. In addition, to assist the people, the Department of Industry and Trade of Quang Ngai province promptly issued a letter appealing for support in providing essential goods to the people isolated by landslides in Ngoc Linh commune. To date, the food supplies have reached the people.

Mr. A Phuong, Secretary of the Party Committee of Ngoc Linh commune, said: After the storm, serious landslides occurred in Ngoc Linh commune, especially affecting transportation. The storm and landslides blocked the inter-village road, the only road connecting the five northern villages of Ngoc Linh commune, making it inaccessible, even on foot. In recent days, the Deputy Prime Minister and leaders of Quang Ngai province have shown concern and provided timely assistance to the people. In addition, there is still food, rice, and paddy available, so the people in isolated areas are basically able to maintain their livelihoods.

Immediately after five villages in the northern part of Ngoc Linh commune were isolated, the military forces stationed in the area promptly arrived to assist the local authorities and residents in overcoming the consequences of the storm and floods.

On the afternoon of November 1st, officers and soldiers of the 10th Division, 34th Corps, along with the Ngoc Linh commune authorities, arrived at the site. There, the 10th Division forces conducted a topographic and geological survey, developed a construction plan, and predicted potential weather conditions that could affect the project's progress. After the survey, they decided to open a new access road, a cement path, running along the hillside before constructing a temporary bridge connecting the two banks. The temporary bridge is located approximately 200 meters from the landslide site. This is considered a feasible solution, as the new road will allow residents to easily travel by motorbike.

Mr. A Phuong, Secretary of the Party Committee of Ngoc Linh commune, added: "The forces of the 34th Army Corps arrived in time to support the locality in opening roads and breaking the isolation of 5 northern villages of Ngoc Linh commune, so the people and the government in the commune remain confident. With this support, the people and the government of Ngoc Linh commune will soon overcome difficulties."

However, opening a road and breaking the isolation of the five northern villages of Ngoc Linh commune is not easy. The terrain here is divided into two areas, and within the landslide area, bringing in vehicles and machinery for construction is not feasible. Everything has to be done manually.

On the morning of November 2nd, despite unfavorable weather and heavy rain, soldiers of the 10th Division divided into groups to open roads into five villages. Entering the isolated area, they had to wade through deep ravines before reaching the scene. Inside, armed only with hoes, the soldiers took turns clearing landslides along the road. Helping the people overcome the effects of the floods is not only a responsibility but also a "command" from the heart for each soldier here.

Lieutenant Colonel Khuat Xuan Truong, Deputy Commander of the 10th Division, 34th Corps, said: "The solution is to open a new road along the hillside, build a temporary bridge about 200 meters from the landslide site, connecting the two banks for access. The new road is a cement road so that motorbikes can easily travel on it."

If the weather is favorable, it will be completed in a week. Besides, due to the fragmented terrain, there are no roads to transport materials such as stone, gravel, and cement across the five isolated villages, so everything has to be done manually, using the soldiers' labor. Manual transportation of materials will be time-consuming. Machinery is only used on this side of the river (where it is not affected by landslides). For now, the Division is building a temporary iron bridge for people to cross, transport food and goods, and carry the sick and infirm who cannot carry them. We are working on a road that will allow motorcycles to travel on it.

Rejoicing that the soldiers arrived in time to help the people, the residents of Ngoc Linh were delighted. Mr. A Mun from Ngoc Nang village said: "Despite the difficult weather, the soldiers are still working for the people. Hopefully, the new road will be put into use soon to ensure the children can go to school safely and the people can stabilize their lives soon."

According to Colonel Nguyen Chi Thuc, Deputy Division Commander and Chief of Staff of the 10th Division, 34th Corps, in compliance with the orders of the 34th Corps Command, officers and soldiers of the 10th Division quickly set off for Ngoc Linh commune to help the people and local authorities overcome the consequences of Typhoon No. 12. Despite receiving the assignment under tight deadlines, with determination and resolve, the officers and soldiers were always ready to complete their mission to bring joy and confidence to the people of Ngoc Linh commune.

Reportedly, in addition to constructing roads to break the isolation of the area, the 34th Army Corps also provided machinery and personnel to support Ngoc Linh commune in overcoming landslides at other "hot spots" in the commune.
