From a weak province that relied on central government support, Quang Ninh has risen to become one of the leading provinces in the innovation and creativity process of the Northern Delta region, a growth pole of the North.
According to domestic experts and scientists, the achievements that Quang Ninh has made in recent years are not only significant for the locality but also make an important contribution to the overall revolutionary cause of the entire Party and the country. Notably, it has contributed to the role and position of Quang Ninh as a center for mining and thermal power production, helping to ensure national energy security with its vibrant workforce and labor movement; contributing to a model of innovation and breakthroughs, bringing the reform process to a deeper level, transforming the development model from "brown" to "green," accelerating the modernization of strategic transportation infrastructure primarily through socialized resources based on the principle of "public investment leading private investment"; contributing to the renewal of the Party's leadership methods and promoting administrative reform, innovation in governance for sustainable local development, and building a government that serves and is friendly to the people and businesses. At the same time, it contributes to the cause of protecting the sovereignty of both the land borders and the islands in the Northeast region of the Fatherland, building a peaceful and friendly border, a competitive defense line, and international economic cooperation.
With that significance and importance, Quang Ninh, along with the rest of the country, is entering a new phase, with the world undergoing a period of epochal change. In particular, the period from now until 2030 is the most crucial time to establish a new world order, a period of important strategic opportunity, and the final push of the Vietnamese revolution to achieve the 100-year strategic goals under the Party's leadership, creating a solid foundation for achieving the 100th anniversary of the nation's founding. General Secretary To Lam affirmed that this is a time of convergence, combining all advantages and strengths to usher the country into a new era, an era of national progress following the era of independence, freedom, socialist construction, and the era of reform. Along with the rest of the country, Quang Ninh is facing a great opportunity to enter this new era – the era of national progress. The achievements gained after more than 60 years since the province's establishment and 40 years of reform have helped Quang Ninh accumulate the strength and momentum for the province's breakthrough development in the next phase.
Building upon its established foundation and momentum, Quang Ninh aims to become a prosperous, civilized, modern, and happy province by 2030, a centrally-governed city; and one of the leading engines of national economic development by 2045. Achieving these goals comprehensively requires high determination, great effort, decisive action, and a strong aspiration for progress. The entire Party, people, and armed forces must leverage their strength, intellect, courage, and aspirations, with a strategic vision, innovative thinking, and enthusiasm, daring to think and act, and unafraid of difficult and new challenges.
According to Comrade Vu Dai Thang, Member of the Central Committee of the Party and Secretary of the Provincial Party Committee: As a growth pole in the northern region, Quang Ninh province must clearly define its political determination to be one of the leading localities in realizing the aspiration for national development in the new era of development, the era of national progress, as directed by General Secretary To Lam, and the goal of achieving double-digit economic growth for Vietnam in the coming decades, as directed by Prime Minister Pham Minh Chinh. This requires Quang Ninh province to identify strategic directions in key sectors, fields, and priority areas that are truly accurate and effective, helping to unlock and connect resources from the entire society, unleashing the province's unique potential, outstanding opportunities, and competitive advantages to create breakthroughs for rapid and sustainable development.
