Quang Ninh begins construction of the provincial police headquarters.

On the morning of March 7th, the Quang Ninh Provincial Police held a groundbreaking ceremony for the construction project of the Quang Ninh Provincial Police Headquarters (Headquarters 1) in Hong Ha Ward, Ha Long City.

Attending the groundbreaking ceremony on behalf of the Ministry of Public Security was General To Lam, Minister of Public Security.

The project to build a new headquarters for the Quang Ninh Provincial Police Department is located in Hong Ha Ward, Ha Long City, replacing the old headquarters, which was built in 1985 and had become dilapidated, cramped, and outdated, no longer meeting the operational and combat requirements of the police force.

Based on the report and proposal from the Provincial Police Department, the Ministry of Public Security has approved the investment plan for the construction of the Quang Ninh Provincial Police Department headquarters. The Provincial Party Committee, the Standing Committee of the Provincial Party Committee, and the Provincial People's Council of Quang Ninh have agreed to provide investment capital support. The project has a scale of 1 basement floor and 13.5 above-ground floors, with a total investment of 796 billion VND, of which the Quang Ninh provincial budget will allocate and support 95% of the total investment.

This will be a special project to celebrate the 16th Congress of the Quang Ninh Provincial Party Committee, term 2025-2030; and to celebrate the 80th anniversary of the Traditional Day of the People's Public Security Force (August 19, 1945 - August 19, 2025).

Speaking at the ceremony, Mr. Cao Tuong Huy, Chairman of the Quang Ninh Provincial People's Committee, emphasized: Quang Ninh province identifies maintaining a safe environment as the foundation for promoting socio-economic development. In recent years, the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee of Quang Ninh have always paid attention to and allocated many resources to invest in building and improving the living and working conditions of the police force at all levels. Closely following the directives of the Central Government, especially Resolution No. 12 dated March 16, 2022, of the Politburo on "Promoting the building of a truly clean, strong, regular, elite, and modern People's Police force, meeting the requirements and tasks in the new situation," and Resolution No. 04 dated March 23, 2021, of the Provincial Party Standing Committee on strengthening security and order in Quang Ninh province, the province has made many decisions and focused resources to accelerate the construction and completion of police headquarters at all levels in the province; It is one of the leading localities in the country in allocating resources to invest in police headquarters using local budget funds.

From 2020 to the present, Quang Ninh province has provided 1,289 billion VND to police forces at all levels to invest in modern equipment and vehicles to serve the work of ensuring security and order in the province. Funding has been provided to the Provincial Police to implement 18 projects to build police headquarters at all levels within the medium-term public investment plan for the period 2021-2025, with a total investment of 1,986 billion VND, of which 11 projects have been completed and 7 projects are underway. Regarding commune police headquarters, 32 out of 98 headquarters throughout the province have been completed to date.

The project to build the Quang Ninh Provincial Police headquarters is also one of the projects demonstrating the special attention of the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, and the entire political system of the province to ensure that it meets the work requirements of the People's Police officers and soldiers stationed in Hong Ha Ward, Ha Long City, fulfilling the task of ensuring security, social order and safety, and building the Quang Ninh Provincial Police force in conjunction with socio-economic development in the province.

To ensure the timely completion and commissioning of the Quang Ninh Provincial Police Headquarters, the Chairman of the Quang Ninh Provincial People's Committee requested the Provincial Police, as the investor, to focus on leadership and direction, selecting reputable and capable contractors, construction units, and supervisory consulting units to concentrate on construction, ensuring the project is completed on schedule by August 2025 to celebrate the 16th Provincial Party Congress. During the implementation process, if any difficulties arise, the investor should promptly report to the Ministry of Public Security and Quang Ninh province for guidance and resolution. Simultaneously, relevant provincial departments and agencies, as well as Ha Long City, should closely coordinate with the Provincial Police to ensure the project is completed on schedule.

Speaking at the ceremony, General To Lam, Minister of Public Security, emphasized: This is a project of great significance, aimed at celebrating important political events of the country, the Public Security sector, and Quang Ninh province. Upon completion, the project will certainly change the appearance of the Quang Ninh Provincial Police headquarters, effectively serving combat operations and contributing to the strengthening and development of the Public Security force.

To ensure the project is completed on schedule, with guaranteed quality and absolute safety, General To Lam, Minister of Public Security, requested the investor, consulting unit, and construction contractor to closely adhere to the objectives and requirements, comply with all legal regulations, enhance their sense of responsibility, and strictly fulfill the commitments and obligations of all parties. Functional units of the Ministry of Public Security will closely coordinate with the Quang Ninh Provincial Police during the project implementation, promptly resolving difficulties and obstacles related to technical procedures, ensuring security, order, safety, and environmental hygiene at the construction site.

During the project implementation, the Minister of Public Security also requested the Quang Ninh Provincial Police to continue stabilizing its organizational structure and effectively carrying out the political tasks entrusted to it by the Central Party Committee of Public Security, the Ministry of Public Security, and the Party Committee and government of Quang Ninh province.
