On February 4th, the Provincial People's Committee held a meeting to hear and give opinions on tasks and solutions to achieve the highest possible GRDP growth target for the province in 2025. Comrade Pham Duc An, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, chaired the meeting.
Following the direction of the Prime Minister and Government Resolution No. 01/NQ-CP on the main tasks and solutions for implementing the socio- economic development plan and state budget estimates for 2025, the Provincial People's Committee has issued Plan No. 17/KH-UBND on the economic growth scenario (GRDP) for Quang Ninh province in 2025, aiming for a growth rate of 12.05%. This growth rate is equivalent to that of 2019. However, with the province's current GRDP already exceeding VND 347,000 billion, approximately 1.83 times higher than in 2019, a growth rate of 12.05% will put significant pressure on the province's economy in 2025.
With the highest level of political determination and a commitment to being one of the leading localities contributing to achieving the country's double-digit economic growth target, Quang Ninh province is determined to achieve the highest GRDP growth rate.
At the conference, delegates discussed and exchanged practical solutions to remove bottlenecks and strive for the highest possible GRDP growth rate. The discussions focused on proposing coal and electricity production targets; developing new products; and new investment projects.
Speaking at the conference, Mr. Pham Duc An, Chairman of the Provincial People's Committee, affirmed: The goal of double-digit growth is a challenge, but it will create a foundation for a rapid acceleration in the 2026-2030 period, paving the way for sustainable development and enabling the province to enter a new era – an era of national progress. Departments, sectors, and localities must demonstrate high determination and great effort to achieve the high growth targets and indicators set for 2025 as directed by the Central Government; continuing to affirm its position as one of the leading localities in economic development, making a significant contribution to the overall development of the country.
To strive towards achieving the economic growth target for 2025, the Chairman of the Provincial People's Committee requested that: Departments and agencies continue to seriously, decisively, and effectively implement the targets, tasks, and solutions set out in Plan No. 17/KH-UBND, the Action Program of the Provincial People's Committee to implement Resolution No. 31-NQ/TU of the Provincial Party Committee, Resolution No. 237/NQ-HĐND of the Provincial People's Council, and Resolution No. 01/NQ-CP of the Government on the main tasks and solutions for implementing the socio-economic development plan and state budget estimates for 2025 to ensure the growth targets for each sector and field according to the scenario.
Each level, sector, and locality should research and discuss action plans for their respective sectors, levels, and localities in a specific and realistic manner to contribute to the province's overall growth goals. Simultaneously, they should focus on implementing comprehensive solutions, unlocking and releasing all resources, seizing all opportunities, and maximizing potential and strengths for rapid and sustainable development. This includes focusing on researching and proposing solutions for developing industrial parks; exploiting existing potential to develop golf course tourism products in localities; unlocking and effectively utilizing public investment resources; promoting private investment; attracting selective FDI, resolving slow-progressing projects; focusing on improving the investment and business environment, enhancing provincial competitiveness, actively reforming administrative procedures, and boosting investment attraction…
