Focus on comprehensive leadership and direction of socio -economic development tasks
Comrade Ha Sy Dong, Standing Member of the Provincial Party Committee, Permanent Vice Chairman of the People's Committee of Quang Tri province, said that in 2023, of the 9 main targets, Quang Tri province has 7/9 targets achieved and exceeded; 2/9 targets are close to the plan. The GRDP growth rate for the whole year reached 6.68%; GRDP per capita reached 71 million VND/person. Agricultural production continued to have positive changes, with a growth rate of 5.41%; productivity and output of most crops and livestock increased; grain output reached over 300,000 tons, exceeding the planned target by 15.38%. National target programs were directed for implementation.
The industrial growth rate reached 7.95%, in which the renewable energy industry continued to attract investment and development. Trade and services gradually recovered, with a growth rate of 6.41%. Cultural and social fields continued to be consolidated and developed, achieving clear results, especially the successful organization of major celebrations that were highly appreciated. Policies for people with meritorious services were fully and promptly implemented, ensuring social security and supporting people and businesses; the poverty rate according to the multidimensional poverty standard decreased by 1.2%; the target of creating new jobs was 13,989, exceeding the plan by 16.6%; the quality of medical examination and treatment continued to be improved. National defense, security, and foreign affairs were consolidated and enhanced, political security and social order and safety, ethnic and religious affairs were ensured; Leading and directing the successful organization of the 2023 provincial defense and civil defense drills, which were assessed as excellent by the Military Region 4 Command.
Over the past year, the Provincial Party Committee and the Provincial Party Committee Standing Committee have focused on comprehensively leading and directing socio-economic development tasks, ensuring national defense and security, and foreign affairs. The Provincial Party Committee Standing Committee issued Resolution No. 05-NQ/TU, dated March 24, 2023, on strengthening leadership, direction, and implementation of site clearance work to deploy socio-economic development projects in the province; Decision No. 936-QD/TU, dated February 9, 2023, establishing the Provincial Site Clearance Steering Committee (including 6 comrades who are members of the Provincial Party Committee Standing Committee); establishing 5 working groups headed by members of the Quang Tri Provincial Party Committee Standing Committee and directly directing site clearance work for each specific key project.
“In the context of difficult state budget capital, unable to fully meet the investment needs for infrastructure development of the economy, Quang Tri province has focused on researching, mobilizing, and successfully attracting non-budgetary capital from domestic and foreign investors to implement many important dynamic infrastructure projects under the PPP method. In 2023, the province started the Quang Tri Industrial Park project implemented by a joint venture of 3 foreign investors: VSIP (Singapore), Amata (Thailand) and Sumitomo (Japan). The project has a scale of 481 hectares, with a total investment of 2,074 billion VND. When put into operation, it will bring new development momentum to Quang Tri province. The province has also started the Quang Tri Airport project under the PPP method with a total investment of about 5,800 billion VND in two phases, meeting the standards of a level 4C airport; capable of developing for the exploitation of code E aircraft and "A level II military airport, meeting the needs of people as well as national defense, security and search and rescue tasks in the region," added comrade Ha Sy Dong.
In 2023, the province directed the development and promulgation of projects and resolutions on improving the quality of the political system in communes, wards and towns in Quang Tri province with many solutions on local mechanisms and policies for full-time and part-time cadres at the commune, village and residential group levels; demonstrating political determination in building a comprehensively strong grassroots political system, resolving difficulties and problems in organization, apparatus, regimes and policies for grassroots cadres and other issues arising from practice. Directing the implementation of the model of "4 good party cells", "4 good grassroots party committees", creating a new atmosphere in emulation to build the Party in the entire provincial Party Committee.
Focus on comprehensive, serious and effective implementation of tasks
