Comrade Ha Sy Dong, Standing Committee Member of the Provincial Party Committee and Permanent Vice Chairman of the Quang Tri Provincial People's Committee, stated that in 2023, out of 9 key indicators, Quang Tri province achieved and exceeded 7/9 targets; 2/9 targets were close to the plan. The annual GRDP growth rate reached 6.68%; GRDP per capita reached 71 million VND/person. Agricultural production continued to show positive changes, with a growth rate of 5.41%; productivity and output of most crops and livestock increased; grain production reached over 300,000 tons, exceeding the plan target by 15.38%. National target programs were given attention and directed for implementation.
The industrial growth rate reached 7.95%, with the renewable energy industry continuing to receive attention and attract investment for development. Trade and services gradually recovered, with a growth rate of 6.41%. Cultural and social sectors continued to be strengthened and developed, achieving clear results, especially the successful organization of major commemorative events, which were highly appreciated. Policies for war veterans and their families were fully and promptly implemented, ensuring social security and support for people and businesses; the poverty rate according to the multidimensional poverty standard decreased by 1.2%; the target of creating new jobs was achieved at 13,989, exceeding the plan by 16.6%; and the quality of medical examination and treatment continued to improve. National defense, security, and foreign relations were strengthened and enhanced; political security, social order and safety, and ethnic and religious affairs were ensured. The leadership and direction of the 2023 provincial defense and civil defense exercises were successful, and were evaluated as outstanding by the 4th Military Region Command.
Over the past year, the Provincial Party Committee and its Standing Committee have focused on comprehensively leading and directing tasks related to socio-economic development, national defense and security, and foreign affairs. The Standing Committee issued Resolution No. 05-NQ/TU, dated March 24, 2023, on strengthening leadership and direction in land clearance for socio-economic development projects in the province; Decision No. 936-QĐ/TU, dated February 9, 2023, establishing the Provincial Land Clearance Steering Committee (including six members of the Standing Committee); and establishing five working groups headed by members of the Quang Tri Provincial Party Committee's Standing Committee to directly supervise land clearance for specific key projects.
“Under conditions of limited state budget resources, which have not fully met the infrastructure development needs of the economy, Quang Tri province has focused on researching, mobilizing, and successfully attracting non-budgetary capital from domestic and foreign investors to implement many important infrastructure projects using the PPP method. In 2023, the province commenced the Quang Tri Industrial Park project, implemented by a joint venture of three foreign investors: VSIP (Singapore), Amata (Thailand), and Sumitomo (Japan). The project covers an area of 481 hectares, with a total investment of VND 2,074 billion, and when operational, will bring new impetus to the development of Quang Tri province. The province also launched the Quang Tri Airport project using the PPP method with a total investment of approximately VND 5,800 billion in two phases, meeting the standards of a 4C-class airport; capable of developing to handle Code E aircraft and "This is a Level II military airport, meeting the needs of the civilian population as well as national defense, security, and search and rescue missions in the region," Comrade Ha Sy Dong added.
In 2023, the province directed the development and promulgation of a plan and resolution on improving the quality of the political system at the commune, ward, and town levels in Quang Tri province, with many solutions regarding local mechanisms and policies for full-time and part-time officials at the commune, village, and neighborhood levels. This demonstrates the political determination to build a strong and comprehensive grassroots political system, resolving difficulties and obstacles related to organization, structure, regulations, and policies for grassroots officials, as well as other issues arising from practical experience. The province also directed the implementation of the "four-good Party branch" and "four-good grassroots Party committee" models, creating a new momentum in the emulation of Party building throughout the provincial Party organization.
Focus on implementing all tasks comprehensively, seriously, and effectively.
To create new momentum and strength for 2024, Party building is of particular importance; it is a key, top priority task aimed at making the Party increasingly clean and strong, enhancing its leadership capacity and fighting strength; and ensuring the successful leadership of the national revolutionary cause. Comrade Le Quang Tung, Secretary of the Provincial Party Committee and Head of the Quang Tri Provincial National Assembly Delegation, stated that entering 2024 – a year of acceleration to create the foundation for achieving the goals and targets of the Resolution of this term's Party Congress; effectively implementing the projects and resolutions of the Provincial Party Standing Committee on improving the quality of the political system at the grassroots level. We will be more persistent and decisive in implementing the solutions to promote Party member development that we have researched and implemented in 2023. We will also implement the contents of the preparations for the 18th Provincial Party Congress, along with directing the preparation of cadres for the next term.
In political and ideological work, we must continue to innovate and improve the quality and effectiveness of organizing research, study, understanding, and dissemination of the Party's resolutions, directives, conclusions, and regulations in a practical and effective manner; Actively monitor and grasp the ideological situation and public opinion; continue to develop solutions to improve the quality of learning, research, and understanding of the Party's resolutions and directives. Effectively implement the Conclusions of the Central Committee and the Politburo on strengthening Party building and rectification and the political system, in conjunction with the 2024 thematic program on "Studying and following the thoughts, ethics, and style of Ho Chi Minh"; resolutely prevent, repel, and strictly handle cadres and Party members who have degenerated in political ideology, ethics, and lifestyle, and who exhibit "self-evolution" and "self-transformation"; strengthen the protection of the Party's ideological foundation; and combat and refute erroneous and hostile viewpoints. In-depth dissemination of thematic programs on strengthening the Party's leadership in land clearance for key projects, on promoting administrative reform, and on improving the provincial competitiveness index; Strengthening external information work, introducing the potential and strengths of the province, attracting investment, improving the investment and business environment, and effectively serving the socio-economic development tasks of the locality.
In addition, consistently focus on building the Party in terms of organization and personnel, concentrating on building a team of cadres with a core of high-quality leaders who possess good moral character, are politically and ideologically sound, and have the capacity to meet the requirements of the new era. Continue to innovate and comprehensively implement all aspects of personnel work. Enhance the leadership capacity and fighting strength of grassroots Party organizations and Party members; effectively implement the emulation movement to build "four good" grassroots Party branches and committees. Focus on comprehensively, seriously, and effectively carrying out the tasks stipulated in the Party Charter and the tasks assigned by the Party committee. The focus is on inspections when there are signs of violations.
Mass mobilization work Right Continue to innovate, improve quality, and bring about tangible and clear results; resolutely and decisively lead the resolution of new and difficult issues in the locality. Governments at all levels and state agencies in the province need to focus on effectively directing the implementation of socio-economic development tasks, paying attention to the people's lives, and ensuring social security. The Fatherland Front and political and social organizations should continue to innovate the content and methods of their activities, and effectively carry out social supervision and criticism. The mass mobilization system at all levels needs to be more active and proactive in advising and proposing to the Party committees; strengthen the understanding of the people's situation, ethnic and religious affairs; Advising on promoting the people's right to self-governance, grassroots democracy, and direct democracy... Doing a good job of mobilization and propaganda to create consensus, so that the results of mass mobilization work must be a measure of the collective effort and unity of the entire political system in the spirit of "doing everything that benefits the people and avoiding everything that harms the people," as taught by President Ho Chi Minh.
Regarding the commitment to accountability of leaders, We need even greater political determination, a strong shift in leadership and management thinking, and a link between leadership and management results and concrete outcomes to successfully fulfill the tasks of the locality and unit.
