Continuing the program of the 5th session, the National Assembly spent the whole day on May 29 to discuss in the hall on mobilizing, managing and using resources for the prevention and control of the COVID-5 epidemic; the implementation of policies and laws on grassroots health and preventive medicine.
According to the Report of the Monitoring Delegation presented at the 22nd Session of the National Assembly Standing Committee, by December 31, 12, the total resources mobilized to directly serve the prevention and control of the epidemic was over VND 2022 billion, of which the state budget was over VND 236.000 billion, mobilized from aid sources (mainly vaccines) and funded over VND 189.000 billion.
The vaccine fund for COVID-19 prevention and control has raised over VND 15.100 billion. The total number of vaccines received from aid and sponsorship sources is nearly 160 million doses; in which, aid from the governments of other countries is nearly 150 million doses, worth about 24.000 billion VND.
Millions of volunteers, especially medical staff, officers and soldiers of the armed forces, directly participated in the fight against the epidemic.
People from all walks of life, the business community, the Government and international organizations have contributed their strength, money, kind and many other contributions in many forms, many of which cannot be quantified in monetary terms.
The management, use, payment and settlement of resources mobilized to serve the prevention and control of the epidemic have basically been carried out to ensure the correct processes and procedures, and in accordance with the issued guidelines and policies.
Based on the epidemic situation, on the basis of the needs and proposals of the units and localities, funding and aid sources have been allocated in a timely manner to the units to serve the epidemic prevention and control, the receiving units have basically managed and used them in accordance with regulations.
Regarding the implementation of legal policies on grassroots health and preventive medicine, monitoring results show that, by 2022, the grassroots health network will develop nationwide. 100% of districts have health centers, 99,6% of communes, wards and townships have health stations, 92,4% of health stations have doctors working, 71% of villages and hamlets have medical staff.
With the goal of completely removing difficulties, obstacles, shortcomings and limitations in mobilizing, managing and using resources for the prevention and control of the COVID-19 epidemic and building a network of grassroots and preventive medicine, the Supervisory Delegation proposed the National Assembly to issue a supervisory resolution. In which, payment and settlement of a number of expenses and establishment of property owned by the entire people are allowed in connection with the prevention and control of the COVID-19 epidemic and must be completed before December 31, 12.
The Government, the Prime Minister, the Central Committee of the Vietnam Fatherland Front and relevant agencies and organizations shall study, summarize and submit to the National Assembly the amendment, supplement or new construction of a number of laws such as the Law on Disease Prevention; Amend the Ordinance on State of Emergency or enact the Law on State of Emergency; Law on Health Insurance (amended).
In addition, develop a master scenario to respond to emergency situations, which specifies responsibilities and coordination of agencies, organizations and individuals in budget allocation, mobilization, management, and use of resources to serve in urgent situations associated with negative prevention and control solutions; continue to synchronously implement solutions promulgated by the National Assembly and the National Assembly Standing Committee to remove difficulties and obstacles in mobilizing, managing and using resources for COVID-19 prevention and control in particular and in the process of COVID-19 prevention and control in general.
