This is one of the latest regulations on credit card operations stipulated by the State Bank of Vietnam in Circular 18/2024/TT-NHNN, effective from January 1, 2025.

Specifically, from January 1, 2025, card issuers will agree with cardholders on payment limits, transfer limits, cash withdrawal limits, and other limits on card usage in accordance with regulations.

From January 1, 2025, the maximum cash withdrawal limit for credit card holders (all card types) will be VND 100 million.

Regarding cash withdrawal limits abroad, a card can withdraw a maximum of 30 million VND per day. For credit cards, the total maximum cash withdrawal limit is 100 million VND per month.

For prepaid cards, the card issuer specifies the balance limit, top-up limit, and transaction limit; ensuring that the balance of an anonymous prepaid card at any given time does not exceed 5 million VND.

The total transaction limit (including cash withdrawals, transfers, and payments for goods and services) for a single identified prepaid card must not exceed 100 million VND per month.

Regarding banks, VPBank has recently updated the cash withdrawal limits for international credit cards. Accordingly, the total maximum cash withdrawal limit for Visa/Mastercard/JCB cards is 100 million VND per month. The maximum limit for cash withdrawals at ATMs/POS/QR codes is 10 million VND per month. The maximum limit for cash withdrawals and installment payments via phone/VPBank NEO is 90 million VND per month.

According to the State Bank of Vietnam, Circular 18 introduces several new policies aimed at enhancing security and safety in card operations, ensuring compliance with relevant legal regulations.

In addition to the maximum cash withdrawal limit of the credit card, cardholders are only allowed to conduct online transactions after completing a verification process to ensure that their identification documents and biometric information match.

Currently, banks are actively assisting customers in completing biometric authentication to avoid disruptions to online transactions via cards and bank accounts after January 1, 2025.
