New regulations on driver training and testing.
One of the notable points is Circular No. 17/2026/TT-BXD, which adjusts the A1 driver training program by reducing one hour of theoretical instruction while increasing one hour of practical driving training.
According to the new regulations, the distance for practical driving lessons on the training ground has been reduced by 50 km, and the training time on the ground has been reduced by 7 hours for categories B and C1.
Circular No. 17/2026/TT-BXD supplements the requirement for safe driving time for upgrading from D1 and D2 to CE licenses. Specifically, for upgrading from D1 to CE and from D2 to CE, the safe driving time must be at least 3 years prior to the upgrade.
Changes to the requirements for submitting a junior high school diploma.
Regarding the driver's license application documents, for upgrading driver's licenses to categories D1, D2, and D, Circular No. 17/2026/TT-BXD replaces the requirement to submit a junior high school diploma with "a copy confirming completion of a junior high school education program or higher, or a junior high school diploma or higher" in the driver's license application documents.
Certificates can be issued in paper or electronic form.
Circular No. 17/2026/TT-BXD amends the regulations on issuing certificates of training in road traffic law for drivers of specialized motor vehicles participating in road traffic as follows: Within 05 working days from the date of receiving a satisfactory examination result, the head of the road traffic law training facility shall issue a certificate to the learner in paper or electronic form; if issued electronically, it shall be uploaded to the Road Traffic Law Training Certificate Information System at the road traffic law training facility for individuals to print or store on electronic devices.
Extend the data retention period for certificates of training in road traffic law.
The new circular allows for an extension of the data retention period for certificates of training in road traffic law (minimum retention of 50 years).
Specifically, data on certificates of training in road traffic law must be stored for a minimum of 50 years at the Department of Construction. Data retention periods at road traffic law training centers are as follows: data on training and examinations in road traffic law must be stored for a minimum of 3 years; data on certificates of training in road traffic law must be stored for a minimum of 50 years…
Circular No. 17/2026/TT-BXD takes effect from July 1, 2026.
For training courses that commenced before the effective date of this Circular but have not yet completed the completion examination before the effective date of this Circular, the training institution shall evaluate the learning outcomes of the theoretical and practical training content of the trainees to determine whether the training course has been completed according to the regulations in Circular No. 14/2025/TT-BXD.
For certificates of completion of training courses and certificates of legal knowledge training on road traffic issued before the effective date of this Circular, they may continue to be used according to regulations.
