Reforming driver training and testing.

In recent years, driver training and testing in the province has undergone many innovations and improvements, moving towards standardization, modernization, and better meeting practical requirements. The application of technology, stricter procedures, and expansion of training to eligible students have contributed to improving skills, awareness of law compliance, and creating a foundation for building a safe and sustainable traffic culture.

Applying technology to the examination process.

Currently, there are 6 driver training and testing centers in the province. In recent years, to improve driver training and testing, these centers have focused their resources on investing in facilities, equipment, and instructors, meeting the requirements and tasks.

At the Vietnam-Japan Vocational College in An Tuong Ward, hundreds of students participate in theoretical and practical training daily. On a driving practice area of over 2 hectares, 100% of the training vehicles are equipped with GPS tracking devices and cameras. The theory and simulation classrooms are equipped with modern computer systems and surveillance cameras, with new, integrated equipment expected in 2025. In particular, in addition to teaching the full theoretical content and practical driving skills on the training course, the school always emphasizes guiding students in learning simulated driving scenarios through electronic cabins.

Mr. Bui Duc Hung, Director of the Driving Test Center at the Vietnam-Japan Vocational College of Technology, stated: "The simulation equipment presents complex situations such as vehicles overtaking in the wrong lane, pedestrians crossing the road unexpectedly, steep mountain roads, winding roads, driving in foggy conditions, driving on highways, etc. The school requires teachers and students to practice each situation repeatedly, closely supervising to help students grasp the knowledge, develop natural reflexes, and acquire skills when participating in traffic. In addition, the school always focuses not only on making students skilled drivers but also on cultivating traffic culture, making the quality of traffic culture the top priority."

Alongside training, driver's license testing continues to be improved towards a more modern, rigorous approach with strong technological applications. Exams are supervised by camera systems and automated scoring equipment, ensuring accurate assessment of candidates' abilities and minimizing malpractice.

Comrade Do Van Lai, Deputy Director of the Department of Construction, stated: Since the responsibility for driver's license examination and renewal was transferred to the Traffic Police Department of the Provincial Public Security, the Department of Construction's stance has been that each trainee, upon completing the training course, must demonstrate genuine competence to ensure safety when participating in traffic. Therefore, driver training must be strictly controlled from the training stage to each individual class. As a result, the quality of driver training and examination has been continuously improved.

Facilitating the process for citizens during each examination period.

After 10 months of taking on and carrying out the task of conducting driving tests and issuing driver's licenses, the Traffic Police Department of the Provincial Police has tightened the process of organizing tests, increased the application of technology, and closely monitored the process.

Lieutenant Colonel Nguyen Van Hung, Deputy Head of the Traffic Police Department, said: "At each examination, the examination board enhances the application of technology in the examination process with equipment such as equipment for the theory test room; equipment for the simulation room; equipment for the practical driving test on the test track with automatic scoring devices in the test area that operate stably, report errors and score accurately; equipment for the 2 km road driving practical test… ensuring transparency and improving the quality of driver's license issuance. To facilitate people who need to take the driver's license test, there are currently 6 training facilities in the province. After each training period meets the examination standards, the examination board will organize the test right at that training facility to help people avoid having to travel to other facilities for the test."

Strict management and control of driver training, testing, and licensing activities helps ensure that graduates possess good practical skills, ethical conduct, and a sense of discipline; especially a sense of traffic etiquette, contributing to reducing traffic accidents and creating a safe and civilized traffic environment.
